標(biāo)準(zhǔn)驅(qū)動(dòng)的美國(guó)體育教師教育質(zhì)量動(dòng)態(tài)保障體系研究

【摘要】:美國(guó)在體育教師專業(yè)標(biāo)準(zhǔn)的研制和實(shí)施方面起步較早,其體育教師專業(yè)的評(píng)價(jià)體系由3大全國(guó)性的教師專業(yè)標(biāo)準(zhǔn)構(gòu)成:全國(guó)教師教育認(rèn)證委員會(huì)(National Council For The Accreditation of Teacher Education,簡(jiǎn)稱NCATE)、州際新教師評(píng)估與支持聯(lián)合會(huì)(Interstate New Teacher Assessment and Support Consortium,簡(jiǎn)稱INTASC)和全國(guó)教師專業(yè)教學(xué)標(biāo)準(zhǔn)委員會(huì)(National Board for Professional Teaching Standards,簡(jiǎn)稱NBPTS)。對(duì)美國(guó)目前最新版的NCATE標(biāo)準(zhǔn)(2008版)、INTASC標(biāo)準(zhǔn)(2013版)和NBPTS標(biāo)準(zhǔn)(2013版)進(jìn)行翻譯,并結(jié)合國(guó)內(nèi)、外研究成果進(jìn)行分析發(fā)現(xiàn),美國(guó)3個(gè)標(biāo)準(zhǔn)的制定機(jī)構(gòu)注重標(biāo)準(zhǔn)之間的銜接與協(xié)同,注重與各州政府之間的合作,將體育教師教育機(jī)構(gòu)認(rèn)證、新教師執(zhí)照獲取、高級(jí)體育教師資格評(píng)定3方面的功能相互協(xié)同;3個(gè)標(biāo)準(zhǔn)基于績(jī)效評(píng)價(jià)的共同理念,突出專業(yè)人士的主體作用,重視不同利益方的關(guān)聯(lián),形成了一個(gè)動(dòng)態(tài)體系,對(duì)我國(guó)體育教師教育標(biāo)準(zhǔn)的研制有較高的借鑒價(jià)值。
[Abstract]:The United States started early in the development and implementation of professional standards for physical education teachers. The evaluation system of PE teachers' specialty is composed of three national professional standards: the National Committee of teacher Education Accreditation (Council For The Accreditation of Teacher Education,), the Interstate New Teacher Assessment and Support Consortium, of the Interstate New teacher Evaluation and support Federation. In short, Board for Professional Teaching Standards,) and the National Committee of Professional Teaching Standards for Teachers (NBPTSU). We have translated the latest version of the NCATE Standard (2008) and the NBPTS Standard (2013), and combined with the domestic and foreign research results, we find that the three standard-setting organizations in the United States pay attention to the convergence and synergy between the standards. Focusing on cooperation with the state governments, the three functions of PE teacher education institution certification, new teacher license and senior PE teacher qualification evaluation are synergistic, and the three standards are based on the common concept of performance evaluation. Highlighting the main role of the professionals and attaching importance to the relationship between different stakeholders, a dynamic system has been formed, which has a high reference value for the development of the standard of physical education teachers in China.
