河南省農(nóng)信聯(lián)社績效考核優(yōu)化研究

【摘要】:農(nóng)村信用社,又稱農(nóng)商銀行,是我國金融行業(yè)的重要組成部分。農(nóng)村信用社自成立以來就在促進(jìn)農(nóng)村經(jīng)濟(jì)發(fā)展、推動(dòng)“三農(nóng)”政策落實(shí)等方面有著非常關(guān)鍵的作用。近年來,在國內(nèi)外日新月異的環(huán)境中,金融行業(yè)內(nèi)部企業(yè)之間的競爭變得十分愈發(fā)激烈。目前,農(nóng)信社在這種大環(huán)境下主要面臨兩方面的挑戰(zhàn):一個(gè)是要不斷進(jìn)行改革以適應(yīng)全球化趨勢和社會(huì)各界的監(jiān)管要求;另一個(gè)是在對(duì)人才的需求不斷增加和人才不斷流失的嚴(yán)峻形勢下,如何更好地吸引并留住高素質(zhì)人才。在應(yīng)對(duì)這些挑戰(zhàn)的過程中,績效管理的優(yōu)勢越來越明顯,加強(qiáng)人力資源管理,有助于提高農(nóng)信社的綜合實(shí)力。然而,我國農(nóng)信社的績效管理還不成熟,需要在現(xiàn)有管理體系上進(jìn)行改進(jìn)以解決目前存在的一系列問題。本文主要采用文獻(xiàn)綜述法、比較分析法,通過梳理前人在績效管理優(yōu)化領(lǐng)域的研究成果,并以績效相關(guān)理論為支撐,分析探討了河南省農(nóng)村信用聯(lián)社的績效考核現(xiàn)狀及員工的滿意程度。并通過調(diào)查問卷的方式進(jìn)一步了解目前省農(nóng)信聯(lián)社的績效考核體系中存在的問題。在對(duì)這些問題進(jìn)行深入探討的基礎(chǔ)上,借鑒已有的考核方法和先進(jìn)的管理模式,并結(jié)合河南省農(nóng)村信用聯(lián)社自身的特點(diǎn),在已有的河南省農(nóng)信聯(lián)社績效考核體系的基礎(chǔ)上對(duì)其整體框架進(jìn)行了重新設(shè)計(jì),進(jìn)而介紹了績效考核方案的具體實(shí)施評(píng)價(jià)和相關(guān)保障措施,從而實(shí)現(xiàn)績效考核體系的優(yōu)化。隨著改革開放的逐步深入,在借鑒國外績效管理成功經(jīng)驗(yàn)的同時(shí),我國學(xué)者也開始結(jié)合我國國情和企業(yè)特點(diǎn)探索適合我國企業(yè)發(fā)展的人力資源管理體系,本文在前人的研究基礎(chǔ)上,具體結(jié)合了河南省農(nóng)村信用社聯(lián)合社具體案例進(jìn)行績效考核體系優(yōu)化,豐富了已有文獻(xiàn)。同時(shí),河南省農(nóng)信聯(lián)社要不斷的鞏固和發(fā)展其在農(nóng)村金融體系中的優(yōu)勢地位,吸引并留住高素質(zhì)人才,提高自身的市場競爭能力,就必須從體制上進(jìn)行改革,優(yōu)化績效考核體系。本文借鑒國內(nèi)外先進(jìn)的績效考核模式,提出了河南省農(nóng)信聯(lián)社績效考核調(diào)整的思路和具體辦法,在一定程度上可以對(duì)省農(nóng)信聯(lián)社的后續(xù)績效考核體系的優(yōu)化改革提供借鑒和參考意義,同時(shí)對(duì)同行業(yè)的企業(yè)績效考核體系的構(gòu)建和完善也具有一定借鑒意義。
[Abstract]:Rural credit cooperatives, also known as agricultural and commercial banks, is an important part of our financial industry. Rural credit cooperatives have played a key role in promoting rural economic development and promoting the implementation of the "three rural areas" policy since its establishment. In recent years, in the rapidly changing environment at home and abroad, the competition between enterprises in the financial industry has become increasingly fierce. At present, rural credit cooperatives are faced with two main challenges in this environment: one is to continuously carry out reforms to adapt to the trend of globalization and the requirements of supervision from all walks of life; The other is how to attract and retain high-quality talents better under the severe situation of increasing demand for talents and continuous loss of talents. In the process of dealing with these challenges, the advantages of performance management are more and more obvious. Strengthening human resource management is helpful to improve the comprehensive strength of rural credit cooperatives. However, the performance management of rural credit cooperatives in China is not mature, so we need to improve the existing management system to solve a series of problems. This paper mainly uses literature review method, comparative analysis method, through combing the previous research results in the field of performance management optimization, and based on the performance related theory as the support, This paper analyzes and discusses the present situation of performance appraisal and the degree of satisfaction of employees in Henan Rural Credit Union. And through the way of questionnaire to further understand the problems in the performance appraisal system of provincial agricultural credit union. On the basis of the deep discussion of these problems, this paper draws lessons from the existing assessment methods and advanced management models, and combines the characteristics of Henan Rural Credit Union. On the basis of the existing performance appraisal system of Henan Rural Credit Union, this paper redesigns its whole framework, and then introduces the concrete implementation evaluation and relevant safeguard measures of the performance appraisal scheme, so as to realize the optimization of the performance appraisal system. With the deepening of reform and opening up, while learning from the successful experience of foreign performance management, Chinese scholars have begun to explore a human resource management system suitable for the development of Chinese enterprises. On the basis of previous studies, this paper combines the specific cases of Henan Rural Credit Cooperatives to optimize the performance appraisal system, which enriches the existing literature. At the same time, in order to continuously consolidate and develop its dominant position in the rural financial system, attract and retain high-quality talents, and improve its market competitiveness, Henan Rural Credit Union must carry out institutional reforms. Optimize performance appraisal system. Based on the advanced performance appraisal model at home and abroad, this paper puts forward the train of thought and concrete methods for the adjustment of performance appraisal in Henan Rural Credit Union. To a certain extent, it can provide reference and reference for the optimization and reform of the follow-up performance appraisal system of provincial agricultural credit union, at the same time, it has certain reference significance to the construction and improvement of the enterprise performance appraisal system in the same industry.
