【摘要】:建筑工程是一個(gè)高勞動(dòng)密度、高技術(shù)復(fù)雜性的行業(yè),其項(xiàng)目管理水平直接影響到建設(shè)工程項(xiàng)目的成敗。本文針對(duì)我國(guó)當(dāng)前建設(shè)工程項(xiàng)目管理存在的管理效率低下的普遍性問(wèn)題指出以往粗獷的、無(wú)效率的、依賴項(xiàng)目經(jīng)理等專業(yè)人員個(gè)人經(jīng)驗(yàn)的項(xiàng)目管理辦法已經(jīng)不能適應(yīng)現(xiàn)代項(xiàng)目管理的要求。在這樣的市場(chǎng)背景下,本文基于項(xiàng)目管理過(guò)程的角度,提出建設(shè)工程項(xiàng)目管理過(guò)程績(jī)效評(píng)價(jià)辦法,以提高項(xiàng)目管理過(guò)程效率為目標(biāo)建立項(xiàng)目管理過(guò)程績(jī)效模糊綜合評(píng)價(jià)體系以期完善項(xiàng)目管理過(guò)程評(píng)價(jià)的的理論及其方法,為項(xiàng)目的組織者和管理者尋求提高項(xiàng)目管理績(jī)效的方法和途徑。首先,本文以項(xiàng)目管理過(guò)程各階段為劃分標(biāo)準(zhǔn),從項(xiàng)目啟動(dòng)階段、項(xiàng)目計(jì)劃階段、項(xiàng)目實(shí)施及控制階段、項(xiàng)目收尾階段四個(gè)階段構(gòu)建建設(shè)工程項(xiàng)目管理過(guò)程績(jī)效評(píng)價(jià)體系的基本框架,再通過(guò)定義每一階段過(guò)程的子過(guò)程來(lái)建立建設(shè)工程項(xiàng)目管理績(jī)效評(píng)價(jià)的完整指標(biāo)體系。接著,根據(jù)構(gòu)建的建設(shè)工程項(xiàng)目管理績(jī)效評(píng)價(jià)三階層次評(píng)價(jià)模型,運(yùn)用層次分析法對(duì)各層指標(biāo)對(duì)上層指標(biāo)的相對(duì)重要性進(jìn)行計(jì)算,并在層次分析法確定各指標(biāo)權(quán)重基礎(chǔ)上運(yùn)用模糊綜合評(píng)價(jià)法建立建設(shè)工程項(xiàng)目管理過(guò)程績(jī)效評(píng)價(jià)模型。先對(duì)各項(xiàng)目管理子過(guò)程績(jī)效采用5個(gè)檔次的評(píng)語(yǔ)集,分別表示各評(píng)價(jià)指標(biāo)績(jī)效在等級(jí)段內(nèi)的最好、較好、一般、較差和最差水平,然后運(yùn)用專家評(píng)分法對(duì)各子過(guò)程績(jī)效進(jìn)行評(píng)判打分,并在融合各指標(biāo)權(quán)重基礎(chǔ)上得到最終的項(xiàng)目管理過(guò)程績(jī)效。最后,文章最后以湖南新華聯(lián)夢(mèng)想城項(xiàng)目為例對(duì)其項(xiàng)目管理過(guò)程績(jī)效進(jìn)行模糊綜合評(píng)價(jià),驗(yàn)證了文章構(gòu)建的建設(shè)工程項(xiàng)目管理過(guò)程績(jī)效評(píng)價(jià)模型的有效性。
[Abstract]:Construction engineering is an industry with high labor density and high technology complexity, and its project management level directly affects the success or failure of construction project. In view of the general problem of low efficiency in the management of construction projects in our country, this paper points out that in the past, it was rough and inefficient. The project management method, which relies on the personal experience of the project manager and other professionals, can no longer meet the requirements of modern project management. In this market background, based on the project management process point of view, this paper puts forward the construction project management process performance evaluation method, In order to improve the efficiency of project management process, a fuzzy comprehensive evaluation system of project management process performance is established in order to improve the theory and method of project management process evaluation. To seek ways and means to improve project management performance for project organizers and managers. First of all, this paper takes each stage of the project management process as the dividing standard, from the project start-up stage, the project plan stage, the project implementation and the control stage, The basic framework of the performance evaluation system of the construction project management process is constructed in the four stages of the final stage of the project, and the complete index system of the performance evaluation system of the construction project management is established by defining the sub-process of each stage process. Then, according to the construction project management performance evaluation model, using AHP to calculate the relative importance of each layer index to the upper level index. Based on the analytic hierarchy process (AHP) to determine the weight of each index, the fuzzy comprehensive evaluation method is used to establish the performance evaluation model of construction project management process. First of all, the evaluation set of five grades is used to evaluate the performance of each project management sub-process, which indicates that the performance of each evaluation index is the best, the better, the average, the worse and the worst. Then the expert scoring method is used to evaluate the performance of each sub-process and the final performance of the project management process is obtained on the basis of merging the weight of each index. Finally, taking the project of Hunan New Hualian Dream City as an example, the fuzzy comprehensive evaluation of project management process performance is carried out, which verifies the effectiveness of the performance evaluation model of construction project management process constructed in this paper.
