【摘要】：腐敗測(cè)量是一個(gè)重要的理論命題,也是社會(huì)各界關(guān)注的焦點(diǎn)。如何建立科學(xué)的腐敗測(cè)量指標(biāo)體系是目前腐敗問(wèn)題理論研究的熱點(diǎn),也是反腐敗機(jī)構(gòu)十分關(guān)注的問(wèn)題。研究通過(guò)對(duì)國(guó)內(nèi)外已有研究成果的梳理,結(jié)合國(guó)際組織和國(guó)內(nèi)外一些政府的實(shí)踐探索,論證了腐敗測(cè)量的理論背景,分析了其中涉及的關(guān)鍵問(wèn)題,提出從腐敗狀況、反腐敗績(jī)效、腐敗風(fēng)險(xiǎn)三個(gè)維度測(cè)量腐敗的框架,在此基礎(chǔ)上論證了腐敗測(cè)量指標(biāo)體系設(shè)計(jì)的總體思路,構(gòu)建了具有系統(tǒng)性的指標(biāo)體系,為腐敗測(cè)量提供新的理論和實(shí)踐工具。
[Abstract]:Corruption measurement is an important theoretical proposition , and it is the focus of the attention of all walks of life . How to establish a scientific corruption measurement index system is the hot spot of the current theory of corruption , and it is a very important problem for the anti - corruption agency . The paper demonstrates the theoretical background of corruption measurement , analyses the key problems related to corruption , and puts forward the general idea of the design of corruption measurement index system , and constructs a systematic index system to provide new theory and practical tools for the measurement of corruption .
