【摘要】：我國正處于重工業(yè)化的高速發(fā)展階段,為了解決"經(jīng)濟一環(huán)境"相悖的怪圈,政府相繼出臺了一系列的環(huán)境政策和措施。能否平衡環(huán)境污染治理成效和企業(yè)經(jīng)濟利益之間的關(guān)系,是評價政府環(huán)境規(guī)制是否有效的重要標準。隨著環(huán)境規(guī)制強度的不斷增加,許多企業(yè)選擇通過技術(shù)創(chuàng)新降低環(huán)境負荷和提高經(jīng)濟效益。目前,關(guān)于環(huán)境規(guī)制與企業(yè)技術(shù)創(chuàng)新之間關(guān)系的研究取得了大量的研究成果,但并未達成一致的觀點。從研究的結(jié)論看,環(huán)境規(guī)制對企業(yè)技術(shù)創(chuàng)新績效可能為正向影響,也可能為負向影響,或者兩者兼有。本文在梳理相關(guān)理論及分析環(huán)境規(guī)制對企業(yè)技術(shù)創(chuàng)新績效的影響機制的基礎(chǔ)上,將環(huán)境規(guī)制按照對企業(yè)管制方式的不同具體分為三類,分別為命令控制型環(huán)境規(guī)制、市場激勵型環(huán)境規(guī)制和自愿參與型環(huán)境規(guī)制,并分別驗證其對技術(shù)創(chuàng)新的經(jīng)濟效益和生態(tài)效益的影響。利用結(jié)構(gòu)方程模型進行檢驗,結(jié)果顯示三種環(huán)境規(guī)制對技術(shù)創(chuàng)新績效的生態(tài)效益和經(jīng)濟效益都具有正向影響,但三者的影響程度不同:命令控制型環(huán)境規(guī)制雖然對技術(shù)創(chuàng)新的生態(tài)效益具有較大的影響,但對技術(shù)創(chuàng)新的經(jīng)濟效益影響卻不顯著;市場激勵型環(huán)境規(guī)制對技術(shù)創(chuàng)新的生態(tài)效益和經(jīng)濟效益均具有很好的正向影響;自愿參與型環(huán)境規(guī)制對技術(shù)創(chuàng)新的經(jīng)濟效益具有較大的正向影響,但對技術(shù)創(chuàng)新的生態(tài)效益的影響并不是很顯著。本文的研究結(jié)果表明,不同類型的環(huán)境規(guī)制手段互有短長,對于企業(yè)的技術(shù)創(chuàng)新績效具有不同的影響。政府要想有效地解決環(huán)境問題,應(yīng)該建立一套以政府為主導、公眾參與相協(xié)助、企業(yè)環(huán)境經(jīng)營相配合的環(huán)境規(guī)制模式,強化市場激勵型環(huán)境規(guī)制的作用。政府要結(jié)合市場和企業(yè)的實情,充分考慮企業(yè)的經(jīng)濟利益,制定合理的環(huán)境政策;同時,加強環(huán)境宣傳教育,提高企業(yè)環(huán)境保護意識,最終實現(xiàn)我國經(jīng)濟的可持續(xù)發(fā)展。
[Abstract]:Our country is in the high speed development stage of heavy industry. In order to solve the paradox of "economic-environment", the government has issued a series of environmental policies and measures one after another. Whether to balance the effect of environmental pollution control and the economic interests of enterprises is an important criterion to evaluate the effectiveness of government environmental regulation. With the increasing intensity of environmental regulation, many enterprises choose to reduce environmental load and improve economic efficiency through technological innovation. At present, the research on the relationship between environmental regulation and enterprise technological innovation has made a lot of research results, but there is no consensus point of view. From the conclusion of the research, the impact of environmental regulation on the performance of enterprise technological innovation may be positive or negative, or both. On the basis of combing relevant theories and analyzing the influence mechanism of environmental regulation on enterprise's technological innovation performance, this paper divides environmental regulation into three types according to the different ways of enterprise regulation, namely, command-controlled environmental regulation. Market incentive environmental regulation and voluntary participation environmental regulation, respectively, to verify the impact on the economic and ecological benefits of technological innovation. Using structural equation model to test, the results show that the three kinds of environmental regulation have positive impact on the ecological and economic benefits of technological innovation performance. But the influence degree of the three is different: although the command and control environmental regulation has a great influence on the ecological benefit of technological innovation, the impact on the economic benefit of technological innovation is not significant; Market incentive environmental regulation has a good positive impact on the ecological and economic benefits of technological innovation, voluntary participation of environmental regulation has a greater positive impact on the economic benefits of technological innovation. However, the impact on the ecological benefits of technological innovation is not very significant. The results of this paper show that different environmental regulation methods have mutual shortness, which have different influence on the technological innovation performance of enterprises. If the government wants to solve the environmental problems effectively, it should establish a set of environmental regulation mode, which is dominated by the government, assisted by the public participation and coordinated by the enterprises' environmental management, and strengthen the role of the market incentive environmental regulation. The government should consider the economic interests of the enterprises and make reasonable environmental policies, at the same time, strengthen the environmental propaganda and education, improve the awareness of environmental protection of enterprises, and finally realize the sustainable development of our economy.
