火力發(fā)電企業(yè)節(jié)能減排績效評價研究

【摘要】:火力發(fā)電企業(yè)作為國民經(jīng)濟發(fā)展的重要基礎(chǔ)產(chǎn)業(yè),其能耗與污染排放也是占比大戶。隨著我國經(jīng)濟發(fā)展所面臨的環(huán)境日益嚴(yán)峻和我國《節(jié)能減排“十二五”規(guī)劃》的出臺,火力發(fā)電企業(yè)迫切需要科學(xué)建立和完善有效的激勵與約束機制,以提高能源利用率,實現(xiàn)節(jié)能減排目標(biāo)要求。因此,加強火力發(fā)電企業(yè)節(jié)能減排績效評價研究,對適應(yīng)新一輪電改對發(fā)電側(cè)生產(chǎn)經(jīng)營的新要求,提升企業(yè)內(nèi)部管理水平和核心競爭力以及節(jié)能減排約束目標(biāo)績效管理水平都具有重要的研究價值和實踐意義。論文首先對研究問題的背景即我國嚴(yán)重的環(huán)境污染現(xiàn)狀和新一輪電改要求進行了分析;其次,系統(tǒng)闡述了火力發(fā)電企業(yè)節(jié)能減排績效評價的相關(guān)理論及方法;在分析火力發(fā)電企業(yè)生產(chǎn)經(jīng)營特點和節(jié)能減排面臨的主要問題基礎(chǔ)上,構(gòu)建了火力發(fā)電企業(yè)節(jié)能減排績效評價指標(biāo)體系和評價模型;并以XT火力發(fā)電企業(yè)進行實證分析,主要運用了層次分析法、模糊綜合評價法以及全排列多邊形圖示指標(biāo)法,較系統(tǒng)的從兩個角度對該企業(yè)節(jié)能減排績效進行了靜態(tài)評價研究和動態(tài)評價研究,最后研究提出了相關(guān)對策建議。論文研究成果對火力發(fā)電企業(yè)切實轉(zhuǎn)變企業(yè)生存與可持續(xù)發(fā)展理念、增強市場導(dǎo)向意識,把握“效果”與“效率”有機結(jié)合性,建立有效的經(jīng)營機制和提高企業(yè)節(jié)能減排目標(biāo)管理水平、進而促進社會環(huán)境的改善乃至推動能源節(jié)約型社會的發(fā)展都具有一定的實踐意義。
[Abstract]:As an important basic industry in the development of national economy, thermal power enterprises also account for large proportion of energy consumption and pollution emissions. With the increasingly severe environment faced by China's economic development and the introduction of the 12th Five-Year Plan of Energy Saving and Emission reduction, thermal power enterprises urgently need to establish and improve effective incentive and restraint mechanisms to improve energy utilization. Achieve energy conservation and emission reduction targets. Therefore, to strengthen the performance evaluation of energy saving and emission reduction of thermal power enterprises, to adapt to the new round of electricity transformation to the new requirements of power generation side production and management, It is of great research value and practical significance to improve the internal management level and core competitiveness of enterprises as well as the performance management level of energy saving and emission reduction constraints. Firstly, this paper analyzes the background of the research problem, that is, the serious environmental pollution in our country and the requirements of the new round of electricity reform. Secondly, it systematically expounds the relevant theories and methods of energy saving and emission reduction performance evaluation of thermal power generation enterprises. On the basis of analyzing the characteristics of production and operation of thermal power enterprises and the main problems of energy saving and emission reduction, the performance evaluation index system and evaluation model of energy saving and emission reduction of thermal power generation enterprises are constructed, and the empirical analysis is carried out by XT thermal power enterprises. The paper mainly uses the analytic hierarchy process (AHP), the fuzzy comprehensive evaluation method and the all permutation polygon graph index method to study the static evaluation and dynamic evaluation of the energy saving and emission reduction performance of the enterprise from two angles. Finally, the paper puts forward the relevant countermeasures and suggestions. The research results of this paper can effectively change the concept of survival and sustainable development of thermal power enterprises, enhance the sense of market guidance, and grasp the organic combination of "effect" and "efficiency". It is of practical significance to establish an effective management mechanism and improve the management level of enterprises' energy saving and emission reduction objectives, thus promoting the improvement of the social environment and even the development of an energy-conserving society.
