【摘要】：作為我國(guó)最早推行購(gòu)買(mǎi)公共服務(wù)的地方政府,上海市目前已在政府購(gòu)買(mǎi)公共服務(wù)的制度建設(shè)方面取得了長(zhǎng)足進(jìn)展。在具體實(shí)施過(guò)程中,資金來(lái)源多元化、操作流程規(guī)范化、操作方式多樣化是上海市政府購(gòu)買(mǎi)公共服務(wù)的操作模式特征。建立起分層級(jí)執(zhí)行的操作框架、項(xiàng)目制運(yùn)作的執(zhí)行模式、跨部門(mén)協(xié)同的保障機(jī)制是上海市推進(jìn)政府購(gòu)買(mǎi)公共服務(wù)的主要經(jīng)驗(yàn)。建立起完善的制度框架體系、全面的績(jī)效評(píng)估體系、完備的風(fēng)險(xiǎn)管控體系是上海市推進(jìn)政府購(gòu)買(mǎi)公共服務(wù)的主要啟示。
[Abstract]:As the earliest local government to purchase public services, Shanghai has made great progress in the system construction of government purchasing public services. In the concrete implementation process, the capital source diversification, the operation flow standardization, the operation way diversification are the Shanghai municipal government purchase public service operation pattern characteristic. The main experience of Shanghai is to establish the operational framework of hierarchical execution, the execution mode of project system, and the guarantee mechanism of inter-departmental coordination to promote the purchase of public services by the government in Shanghai. The establishment of a perfect system framework, a comprehensive performance evaluation system and a complete risk control system are the main revelations for Shanghai to promote the government to purchase public services.
