【摘要】：技術(shù)成熟度評(píng)價(jià)(TRA)方法被美軍廣泛應(yīng)用于重大國防采辦項(xiàng)目(MDAPs)管理,然而由于實(shí)施成本昂貴和效果欠佳等原因,近年來各方開始反思TRA的價(jià)值和效果。本文從經(jīng)濟(jì)學(xué)的視角,綜合利用收益比、投資回報(bào)率、凈現(xiàn)值法、實(shí)物期權(quán)法等數(shù)學(xué)方法,構(gòu)建了可量化評(píng)估MDAPs實(shí)施TRA的價(jià)值分析模型,并以2003-2016年美軍MDAPs為對(duì)象進(jìn)行實(shí)例分析后認(rèn)為,技術(shù)成熟度直接影響MDAPs的績效產(chǎn)出,在MDAPs中實(shí)施TRA具有較高的投資回報(bào)率和顯著的經(jīng)濟(jì)效益。
[Abstract]:The technology maturity assessment (TMA) method has been widely used in the management of major defense procurement projects (MDAPs). However, due to the high cost and poor effect, the value and effect of TRA have been rethought by all parties in recent years.From the perspective of economics, this paper constructs a value analysis model for quantifiable evaluation of MDAPs to implement TRA by using the mathematical methods such as income ratio, rate of return on investment, net present value method, real option method, and so on.Taking the US military MDAPs from 2003-2016 as an example, it is concluded that the technology maturity directly affects the performance and output of MDAPs, and the implementation of TRA in MDAPs has a higher return on investment and significant economic benefits.
