【摘要】：從生態(tài)文明視閾出發(fā),在環(huán)境生產(chǎn)技術(shù)和DEA框架下,采用基于全局基準(zhǔn)技術(shù)的非徑向方向性距離函數(shù)模型構(gòu)建一種新型的環(huán)境污染排放績效指數(shù),測度2000年~2012年中國分省及區(qū)域環(huán)境污染排放績效,并基于Bootstrap截斷回歸方法實證考察環(huán)境污染排放績效的驅(qū)動因素。研究結(jié)果表明:樣本考察期內(nèi),我國環(huán)境污染排放績效指數(shù)均值為0.812 2,表明環(huán)境污染排放績效仍存在較大的提升空間;以2005年為拐點,中國的環(huán)境污染排放績效指數(shù)呈"V"型變化,"十二五"以來的提升速度明顯快于"十一五"時期;在空間分布上,東部地區(qū)的環(huán)境污染排放績效最高,西部地區(qū)次之,中部地區(qū)最低;"十一五"以來,東部地區(qū)的環(huán)境污染排放績效的提升速度明顯快于中西部地區(qū),區(qū)域之間環(huán)境污染排放績效的差距呈現(xiàn)先縮小后擴(kuò)大的演變趨勢;經(jīng)濟(jì)發(fā)展、結(jié)構(gòu)調(diào)整和環(huán)境規(guī)制是影響環(huán)境污染排放績效的重要因素,應(yīng)通過不斷提升經(jīng)濟(jì)發(fā)展水平、加快推進(jìn)結(jié)構(gòu)調(diào)整、完善環(huán)境規(guī)制等措施,來提升環(huán)境污染排放績效,推進(jìn)生態(tài)文明建設(shè)。
[Abstract]:From the perspective of ecological civilization, under the framework of environmental production technology and DEA, the non-radial directional distance function model based on global benchmark technology is used to construct a new performance index of environmental pollution emissions.The performance of environmental pollution emissions in provinces and regions in China from 2000 to 2012 was measured, and the driving factors of environmental pollution emission performance were investigated empirically based on Bootstrap truncation regression method.The results show that the average value of environmental pollution emission performance index is 0.812 2 in the sample period, which indicates that there is still great room for improvement of environmental pollution emission performance, with 2005 as the inflection point.The performance index of environmental pollution emission in China shows a "V" type change, and the speed of improvement since the 12th Five-Year Plan is obviously faster than that in the "Eleventh Five-Year Plan" period. In terms of spatial distribution, the performance of environmental pollution emissions in the eastern region is the highest, followed by that in the western region.Since the 11th Five-Year Plan, the performance of environmental pollution emissions in the eastern region has improved faster than that in the central and western regions, and the gap between the regions in the performance of environmental pollution emissions has been reduced first and then expanded.Structural adjustment and environmental regulation are important factors that affect the performance of environmental pollution emissions. It is necessary to improve the performance of environmental pollution emissions by continuously improving the level of economic development, speeding up the structural adjustment, perfecting environmental regulation and other measures.We will promote the construction of ecological civilization.
