【摘要】：作為全球多邊機(jī)制的核心,聯(lián)合國自成立以來始終致力于建立一支具備全球最高標(biāo)準(zhǔn)的高素質(zhì)的國際公務(wù)員隊(duì)伍�！堵�(lián)合國憲章》為聯(lián)合國公務(wù)員制度確立了國際化、獨(dú)立、中立、忠于職守、正直、才干及效率七大原則。在這些原則指導(dǎo)下,聯(lián)合國建立了一整套職員征聘與升遷二位一體的制度與程序,并與績效考核、人才培養(yǎng)以及人力資源規(guī)劃相銜接。這一獨(dú)具特色的人事征聘及升遷制度兼具面向全球、高度制度化、專業(yè)化及國際化等特點(diǎn),在全球范圍內(nèi)廣納人才。
[Abstract]:As the core of the global multilateral mechanism, the United Nations has since its inception been committed to the establishment of a high-quality international civil service with the highest global standards. The Charter of the United Nations establishes the internationalization and independence of the United Nations civil service,Seven principles of neutrality, loyalty, integrity, competence and efficiency.Guided by these principles, the United Nations has established a set of systems and procedures for staff recruitment and promotion that are linked to performance appraisal, talent development and human resources planning.This unique personnel recruitment and promotion system has the characteristics of global, highly institutionalized, professional and international.
