政府整體性視野下的內(nèi)部治理方式比較:忠誠性與策略性維度

【摘要】:近幾十年來,西方國家和中國政府內(nèi)部都通過引入績效管理來提升效率,但也帶來對政府整體性的損害。相比于西方早已在理論和實踐上展開糾正,中國研究界和實務界還缺少反思,學術界的政府內(nèi)部治理研究偏重于策略性治理,忽視了對維護政府整體性必不可少的忠誠性治理。以"忠誠性-策略性"治理機制二分法為分析框架,結合中國政府體系的"條-塊"結構特征,對已受學界關注的項目制、行政發(fā)包制等四種政府內(nèi)部主要治理方式所包含的治理機制組合進行初步分析,認為:忠誠性治理在政府內(nèi)部治理中與策略性治理具有同等重要性;作為兩種治理機制的不同組合,四種治理方式具有不同的治理效率特征,它們相互補充,共同組成了當前中國政府內(nèi)部治理格局;忠誠性治理在改革開放后基本未得發(fā)展,落后于社會環(huán)境和政府內(nèi)治理格局的變化。
[Abstract]:In recent decades, both western countries and Chinese governments have introduced performance management to improve efficiency, but it has also caused damage to the government as a whole.Compared with the correction in theory and practice in the West, there is still a lack of reflection in Chinese research and practice. The research on internal governance in academic circles is focused on strategic governance and neglects the loyalty governance which is necessary to maintain the integrity of government.Based on the dichotomy of "loyalty-strategic" governance mechanism and the structural characteristics of "strip-block" of Chinese government system, this paper analyzes the project system which has attracted the attention of academic circles.This paper makes a preliminary analysis of the combination of governance mechanisms contained in the four main forms of governance within the government, such as the administrative contract system, and holds that: loyalty governance is as important as strategic governance in government internal governance;As different combinations of the two governance mechanisms, the four governance modes have different governance efficiency characteristics, which complement each other and form the current internal governance pattern of the Chinese government; loyalty governance has not been developed since the reform and opening up.Lag behind the social environment and the change of governance pattern within the government.
