【摘要】：該研究圍繞產(chǎn)權(quán)排他性,通過(guò)構(gòu)建測(cè)度農(nóng)地產(chǎn)權(quán)結(jié)構(gòu)的"內(nèi)容實(shí)質(zhì)—主體干預(yù)—排他邊界"框架,以1978~2010年省級(jí)面板數(shù)據(jù)為樣本,從農(nóng)業(yè)生產(chǎn)要素效率變化的視角回答了農(nóng)地產(chǎn)權(quán)結(jié)構(gòu)如何影響農(nóng)業(yè)績(jī)效的內(nèi)在路徑問(wèn)題。研究結(jié)果表明:(1)改革開(kāi)放以來(lái),農(nóng)戶的農(nóng)地產(chǎn)權(quán)排他性得到了有效增強(qiáng),且在提升程度上按照農(nóng)地收益權(quán)、農(nóng)地使用權(quán)和農(nóng)地處分權(quán)的次序依次遞減;(2)這3項(xiàng)權(quán)利排他性的增強(qiáng)均顯著正向影響了土地要素與勞動(dòng)力要素對(duì)農(nóng)業(yè)績(jī)效的作用效率,但影響的變動(dòng)趨勢(shì)存在著一定的差異;(3)在農(nóng)地使用權(quán)方面,隨著農(nóng)戶自主決策經(jīng)營(yíng)農(nóng)地行為的日益排他,農(nóng)業(yè)生產(chǎn)中的土地要素和勞動(dòng)力要素效率均受到了正向的顯著影響,但影響幅度卻在逐漸降低;(4)而在農(nóng)地收益權(quán)方面,隨著農(nóng)戶獨(dú)享產(chǎn)出收益行為排他性的增強(qiáng),土地要素效率受到了持續(xù)增強(qiáng)的正向顯著影響,但勞動(dòng)力要素效率卻受到了持續(xù)弱化的正向顯著影響;(5)最后在農(nóng)地處分權(quán)方面,隨著農(nóng)戶自由處置農(nóng)地行為排他性的增強(qiáng),土地要素和勞動(dòng)力要素效率均受到了持續(xù)增強(qiáng)的正向顯著影響。據(jù)此,文章最后從農(nóng)業(yè)生產(chǎn)要素效率變動(dòng)的角度,簡(jiǎn)要討論了農(nóng)地產(chǎn)權(quán)管制的"合理界定"與"失當(dāng)干預(yù)"問(wèn)題,并提出了加強(qiáng)農(nóng)地產(chǎn)權(quán)保護(hù),增強(qiáng)農(nóng)戶產(chǎn)權(quán)排他性,推進(jìn)農(nóng)地處分權(quán)改革,以及從要素效率角度注重不同權(quán)利及政策之間相互協(xié)調(diào)等方面的政策建議。
[Abstract]:This study revolves around the exclusiveness of property right, through constructing the frame of "content essence-subject intervention-exclusive boundary" to measure the structure of farmland property right, taking the provincial panel data from 1978 to 2010 as the sample. From the perspective of the change of factor efficiency of agricultural production, this paper answers the internal path of how the structure of farmland property right affects agricultural performance. The research results show that since the reform and opening to the outside world, the exclusivity of farmland property right of farmers has been effectively enhanced. Moreover, according to the order of farmland income right, farmland use right and farmland disposition right, the exclusivity of these three rights has a significant positive impact on the efficiency of land and labor factors on agricultural performance. However, there are some differences in the trend of change of influence. In the aspect of farmland use right, with the increasing exclusion of farmers' behavior of independent decision and management of farmland, the efficiency of land elements and labor factors in agricultural production has been positively and significantly affected. However, the influence range is decreasing gradually. In the aspect of farmland income right, with the increasing of exclusive behavior of farmers' exclusive income, the land factor efficiency is significantly affected by the continuous enhancement. However, the labor factor efficiency is significantly and positively affected by the continuous weakening. Finally, in the aspect of the disposition right of farmland, with the increasing of the exclusive behavior of farmers' free disposal of agricultural land, Both the land factor and the labor factor efficiency have been positively and significantly affected by the continuous enhancement. Accordingly, the article finally from the agricultural production factor efficiency change angle, This paper briefly discusses the problems of "reasonable definition" and "improper intervention" in the control of farmland property rights, and puts forward some suggestions on strengthening the protection of farmland property rights, strengthening the exclusivity of farmers' property rights, and promoting the reform of disposition rights of agricultural land. And from the factor efficiency point of view to pay attention to different rights and policy coordination and other aspects of policy recommendations.
