【摘要】：政府績效評估的核心目的是改進績效。以公共價值為基礎(chǔ)的政府績效治理理論認為,公共價值是判定政府績效是否達成的依據(jù),也是政府績效改進的邏輯起點。網(wǎng)絡(luò)公共領(lǐng)域是政民互動的場所,也是網(wǎng)絡(luò)時代公共價值偏好表達的現(xiàn)實場域,考察網(wǎng)絡(luò)公共領(lǐng)域政府與公民的互動內(nèi)容是識別公共價值,進而改進政府績效的有效切入口。本文認為,公共價值是公民價值偏好和政府建構(gòu)價值的交集。以北、上、廣三個省級政務(wù)微博2015年36條熱點微博中的540條熱門評論內(nèi)容為研究對象,本文運用內(nèi)容分析法對公民評論所表達的價值偏好內(nèi)容進行了編碼,對編碼結(jié)果進行了一致性分析;在此基礎(chǔ)上,描述了公民價值偏好的分布和結(jié)構(gòu),并研究了網(wǎng)絡(luò)公共領(lǐng)域的公共價值共識程度。研究結(jié)果顯示,公民價值偏好具有明顯的區(qū)位差異,且整體上呈離散分布,政府建構(gòu)價值與公民價值偏好之間很難達成一致�；谏鲜鲅芯拷Y(jié)果,本文構(gòu)建了基于公共價值的政府績效改進模型,包括識別公民價值偏好、確定公共價值一致性和發(fā)展公共價值管理策略等部分。
[Abstract]:The core purpose of government performance evaluation is to improve performance. The theory of government performance governance based on public value holds that public value is the basis for judging whether government performance has been achieved or not. It is also the logical starting point for the improvement of government performance. The network public domain is the place where the government and the people interact, and it is also the real field of expressing the public value preference in the network age. And then improve the effective entrance of government performance. This paper argues that public value is the intersection of civic value preference and government construction value. In 2015, Weibo, three provincial government affairs, studied 540 items of popular comments of 36 hot topics. In this paper, the content analysis method was used to encode the content of value preference expressed by citizens' comments, and the results of coding were analyzed consistently. On this basis, the distribution and structure of civic value preference are described, and the degree of public value consensus in network public domain is studied. Based on the above research results, this paper constructs a government performance improvement model based on public value, including identifying citizen value preference. To determine the consistency of public value and the development of public value management strategy and other parts.
