【摘要】：本文回顧了高速鐵路基礎(chǔ)研究聯(lián)合基金(第一期)5年的實踐歷程,從戰(zhàn)略定位、實施績效和管理工作等方面對高鐵聯(lián)合基金實施的績效評估結(jié)果作了介紹和分析,并對已簽訂的高鐵聯(lián)合基金(第二期)提出展望。分析結(jié)果對豐富國家自然科學(xué)基金績效評估的理論與實踐體系,提升聯(lián)合基金的資助績效和管理水平都有較好的借鑒意義。
[Abstract]:This paper reviews the five years' practice of the High Speed Railway Foundation Foundation Fund (the first phase), and introduces and analyzes the results of the performance evaluation of the High Speed Railway Joint Research Fund from the aspects of strategic positioning, implementation performance and management, etc. The results can be used for reference to enrich the theory and practice system of natural science fund of China and to improve the performance and management level of the joint fund.
