青海省農業(yè)綜合開發(fā)產業(yè)化經營項目績效評價研究

【摘要】:為打破全國農業(yè)發(fā)展停滯局面,消除限制農業(yè)生產的不利條件,從1988年起中央財政開始每年安排專項資金支持農業(yè)綜合開發(fā),支持修建完善農業(yè)生產基礎設施,促進農業(yè)生產加快發(fā)展。1993年,山東率先在全國提出農業(yè)產業(yè)化經營的發(fā)展思路后,該發(fā)展思路就得到了國家的高度關注,不久國家層面就制定相關政策在全國推廣并予以扶持。為貫徹落實國家相關政策,財政部確定從每年安排的支持農業(yè)綜合開發(fā)資金中安排不高于30%的部分,用于支持農業(yè)產業(yè)化經營項目建設,扶大扶強龍頭企業(yè),支持農業(yè)生產企業(yè)采用新技術對原有設備進行升級改造,提高產品精深加工水平,動更多農民參與產業(yè)化經營,提高農民收入水平。實證分析基礎上提出的績效改進建議有利于政府支持農業(yè)產業(yè)化經營政策的不斷完善,對補齊農業(yè)發(fā)展短板、實現(xiàn)農業(yè)產業(yè)提質增效和農牧區(qū)群眾扶貧脫困具有重要意義。本研究以青海省2015年數據為樣本,采用實證分析方法對現(xiàn)有評價指標進行了篩選,構建更加科學的評價指標體系;再運用群組層次分析法對青海省農發(fā)產業(yè)化經營項目實施效果進行評價,實現(xiàn)了定量和定性分析方法的統(tǒng)一,也進一步降低了在構建比較判斷矩陣時人為主觀因素的影響。最后,通過與青海省財政投資評審中心農發(fā)產業(yè)化經營項目績效評價結果的比較,驗證采取該方法進行產業(yè)化經營項目績效評價的可行性。研究表明:一是項目帶動農戶滿意度、農戶受益大小、組織管理、計劃執(zhí)行、項目帶動農戶參與率是農發(fā)產業(yè)化經營項目績效最重要的五個指標。二是政府要通過創(chuàng)新農戶與龍頭企業(yè)的合作機制,實現(xiàn)“利益共享、風險共擔”,帶動農業(yè)收入不斷增加;加強項目管理,嚴格項目計劃執(zhí)行,從而確保工程建設質量;建立農業(yè)綜合開發(fā)項目績效評價機制,最終達到以評促管的目的等改進措施,進一步提高政策的實施效果。三是群組層次分析法在評價指標篩選、確定指標權重、分析評價結果等方面更具科學性和合理性。
[Abstract]:In order to break the stagnant situation of agricultural development in China and eliminate the unfavorable conditions restricting agricultural production, the central finance has arranged special funds to support comprehensive agricultural development every year since 1988. In 1993, Shandong took the lead in putting forward the idea of agricultural industrialization management in the whole country. The development of the thinking has been highly concerned by the country, and soon the national level on the formulation of relevant policies in the country to promote and support. In order to implement the relevant national policies. The Ministry of Finance has decided to arrange no more than 30% of the annual funds to support comprehensive agricultural development, which will be used to support the construction of agricultural industrialization management projects and to support the leading enterprises in supporting the development of agricultural industrialization. We will support agricultural production enterprises to adopt new technologies to upgrade and transform existing equipment, improve the level of deep processing of products, and move more farmers to participate in industrial operations. Improve the level of farmers' income. Empirical analysis on the basis of performance improvement suggestions are conducive to the government to support the continuous improvement of agricultural industrialization management policy to complement the development of agriculture. It is of great significance to improve the quality and improve the efficiency of agricultural industry and to alleviate poverty and extricate the masses from poverty in pastoral areas. This study takes the data of Qinghai Province on 2015 as a sample and adopts the empirical analysis method to screen the existing evaluation indicators. Constructing a more scientific evaluation index system; Then use the group analytic hierarchy process to evaluate the effect of the implementation of the agricultural industrial management project in Qinghai province, and achieve the unity of quantitative and qualitative analysis methods. It also further reduces the impact of human subjective factors in the construction of comparative judgment matrix. Finally, it compares the results with the results of evaluation of the performance of IFAD industrialization operation project of Qinghai Provincial Financial Investment Evaluation Center. To verify the feasibility of using this method to evaluate the performance of industrial management projects. The research shows that: first, the project drives farmers' satisfaction, farmers benefit, organization and management, plan implementation. The participation rate of farmers driven by the project is the most important five indicators of the performance of the project. Second, the government should innovate the cooperative mechanism between farmers and leading enterprises to achieve "benefit sharing and risk sharing". Driving the increase of agricultural income; Strengthen the project management, strictly carry out the project plan, so as to ensure the quality of the project construction; Establish the comprehensive agricultural development project performance evaluation mechanism, and finally achieve the purpose of evaluation and management improvement measures to further improve the implementation of the policy. Third, the group analytic hierarchy process in the evaluation index selection. It is more scientific and reasonable to determine the index weight and analyze the evaluation results.
