【摘要】：日本中小企業(yè)數(shù)量眾多,對(duì)日本經(jīng)濟(jì)的發(fā)展起到了巨大的推動(dòng)作用。日本中小企業(yè)從20世紀(jì)60年代開(kāi)始從事對(duì)外直接投資,期間雖然經(jīng)歷過(guò)些許曲折,但仍取得了重大的成果。日本中小企業(yè)對(duì)外直接投資的快速發(fā)展,一方面是由于中小企業(yè)對(duì)海外投資有著強(qiáng)烈的需求,另一方面則是由于日本政府為中小企業(yè)的對(duì)外直接投資制定了詳盡的扶持政策。日本政府在中小企業(yè)對(duì)外直接投資的融資、稅收、保險(xiǎn)、社會(huì)服務(wù)等方面制定了一系列的優(yōu)惠政策,形成了完善的扶持體系,在很大程度上為中小企業(yè)的對(duì)外直接投資掃除了障礙。 我國(guó)從2000年開(kāi)始實(shí)行“走出去”戰(zhàn)略,在政府政策的指引下,中國(guó)企業(yè)的對(duì)外直接投資取得了一定的成就,2010年,中國(guó)的對(duì)外直接投資流量躍居全球第五,但總的來(lái)看,其投資存量仍然較低,企業(yè)在對(duì)外直接投資過(guò)程中出現(xiàn)了諸多問(wèn)題：如融資渠道狹窄、信息流通不暢、保險(xiǎn)制度不完善等,政府對(duì)企業(yè)尤其是中小企業(yè)對(duì)外投資的扶持力度也遠(yuǎn)遠(yuǎn)不夠,政府和企業(yè)都迫切需要汲取國(guó)外對(duì)外投資的成功經(jīng)驗(yàn)。日本80年代的經(jīng)濟(jì)發(fā)展與當(dāng)前中國(guó)的發(fā)展有一定的相似之處、GDP增長(zhǎng)獨(dú)領(lǐng)風(fēng)騷、本幣面臨著升值的壓力、企業(yè)對(duì)外直接投資規(guī)模日趨擴(kuò)大,政府有意干預(yù)經(jīng)濟(jì)活動(dòng),可以說(shuō),現(xiàn)在中國(guó)中小企業(yè)面臨著與日本中小企業(yè)相似的投資環(huán)境,因此,借鑒日本政府扶持中小企業(yè)對(duì)外直接投資的經(jīng)驗(yàn)對(duì)完善我國(guó)的中小企業(yè)對(duì)外投資支持體系有著重大的指導(dǎo)意義。 本文從全面分析日本政府中小企業(yè)對(duì)外直接投資的支持政策出發(fā),為中國(guó)政府完善本國(guó)中小企業(yè)對(duì)外直接投資的支持政策提供了新的思路。本文主要分為五個(gè)部分的內(nèi)容： 第一部分為緒論,主要介紹本文的研究背景、研究目的及意義、國(guó)內(nèi)外研究動(dòng)態(tài)以及本文的研究思路、創(chuàng)新與不足。 第二部分界定了中小企業(yè)的概念與特征,并分析了政府支持中小企業(yè)的理論依據(jù)以及中小企業(yè)進(jìn)行對(duì)外直接投資的理論依據(jù)。 第三部分評(píng)價(jià)了中小企業(yè)在日本對(duì)外直接投資中的地位與動(dòng)機(jī),回顧了其對(duì)外直接投資的歷史、并且列出了震后日本中小企業(yè)對(duì)外投資的變化。 第四部分為本文的重點(diǎn)內(nèi)容,著重分析了日本政府對(duì)中小企業(yè)對(duì)外投資的政策支持體系。首先簡(jiǎn)要分析了對(duì)外投資政策支持體系的主要特征,介紹了日本政府增強(qiáng)中小企業(yè)國(guó)際競(jìng)爭(zhēng)力的些許經(jīng)驗(yàn),然后從融資、稅收、保險(xiǎn)、技術(shù)、外交、社會(huì)服務(wù)等各個(gè)方面對(duì)中小企業(yè)的支持政策進(jìn)行了詳細(xì)評(píng)述,接下來(lái)又分析了東日本大地震后的政策支持體系,最后對(duì)日本政府實(shí)施政策支持的效果進(jìn)行了簡(jiǎn)要的評(píng)價(jià)。 第五部分分析了我國(guó)的中小企業(yè)在對(duì)外直接投資以及政府扶持政策上的不足,同時(shí)基于日本經(jīng)驗(yàn),提出了完善我國(guó)中小企業(yè)對(duì)外直接投資扶持政策的幾點(diǎn)建議。 本文綜合參考了相關(guān)文獻(xiàn),援引了最新數(shù)據(jù),綜合論述了日本中小企業(yè)對(duì)外直接投資的政策支持體系,以期對(duì)完善中國(guó)中小企業(yè)對(duì)外直接投資的政策支持有所幫助。
[Abstract]:The number of small and medium-sized enterprises in Japan has played an important role in the development of Japan's economy. Small and medium-sized enterprises in Japan began to engage in foreign direct investment in the 1960s, while during the period, the small and medium-sized enterprises have experienced some twists and turns, but still have achieved significant results. The rapid development of the foreign direct investment of small and medium-sized enterprises in Japan, on the one hand, is due to the strong demand of small and medium-sized enterprises for overseas investment, and on the other hand, the Japanese government has developed a detailed supporting policy for the foreign direct investment of small and medium-sized enterprises. The Japanese government has developed a series of preferential policies in the aspects of financing, taxation, insurance and social services of the foreign direct investment of small and medium-sized enterprises, so as to form a perfect support system, and to a great extent, the foreign direct investment of the small and medium-sized enterprises has cleared the obstacle. China started to implement the "Get out of here." strategy from 2000. Under the guidance of the government policy, the foreign direct investment of the Chinese enterprises has made some achievements. In 2010, China's foreign direct investment flows to the fifth place in the world, but in general, the investment stock of China is still higher There are many problems in the process of foreign direct investment, such as narrow financing channel, poor information circulation, imperfect insurance system and so on, and the government's support to the foreign investment of enterprises, especially small and medium-sized enterprises, is far from enough, both the government and the enterprise need to draw on the success of foreign investment in foreign countries The economic development in the 80 's of Japan is similar to the current China's development, the GDP growth is unique, the local currency is facing the pressure of appreciation, the foreign direct investment scale of the enterprise is increasing, the government intends to intervene the economic activity, can As a result, China's small and medium-sized enterprises are facing an investment environment similar to that of the small and medium-sized enterprises in Japan. Therefore, the experience of the Japanese government to support the foreign direct investment of small and medium-sized enterprises is of great guide to the improvement of the foreign investment support system of small and medium-sized enterprises in China. This paper, based on the comprehensive analysis of the support policy of the Japanese government's foreign direct investment in the small and medium-sized enterprises, provides a new support policy for the Chinese government to improve the foreign direct investment of the small and medium-sized enterprises The paper is divided into five parts. The first part is the introduction, mainly introduces the research background, research purpose and significance of this paper, the domestic and foreign research dynamic and the research thinking of this paper, The second part defines the concept and characteristics of small and medium-sized enterprises, and analyses the theoretical basis of the government's support for small and medium-sized enterprises as well as the external direct investment of small and medium-sized enterprises The third part evaluates the position and motivation of small and medium-sized enterprises in foreign direct investment in Japan, and reviews the history of foreign direct investment, and lists the small and medium-sized enterprises in Japan after the earthquake The fourth part is the focus of this paper, and the Japanese government's influence on the small and medium-sized enterprises is analyzed. The policy support system of foreign investment is firstly analyzed, the main characteristics of the foreign investment policy support system are briefly analyzed, the experience of the Japanese government to enhance the international competitiveness of the small and medium-sized enterprises is introduced, and then from the financing, The support policy of the small and medium-sized enterprises is reviewed in detail in the aspects of taxation, insurance, technology, diplomacy and social services, and then the policy support system after the large earthquake in East Japan is analyzed, and the policy support of the Japanese government is finally carried out. The fifth part analyses the shortage of the small and medium-sized enterprises in our country in the foreign direct investment and the government's support policy. At the same time, based on the experience of Japan, it puts forward the perfection of China's small and medium-sized enterprises. Some suggestions on the support policy of direct investment are discussed in this paper.
