山西利用外商直接投資質(zhì)量研究

【摘要】：生產(chǎn)國際化進程的加快，中國經(jīng)濟的持續(xù)增長，東部地區(qū)產(chǎn)業(yè)升級推進的地區(qū)均衡發(fā)展，國家對中西部地區(qū)的政策傾斜力度的加大，山西實現(xiàn)經(jīng)濟轉(zhuǎn)型跨越發(fā)展的有力契機，為山西擴大利用外商直接投資提供了良好的發(fā)展環(huán)境。在此背景下，需要我們著重把握的問題不應(yīng)局限于對外商直接投資數(shù)量上的追求，更是要追求外商直接投資的質(zhì)量。 對于外商直接投資質(zhì)量的研究，，國內(nèi)外學(xué)者已經(jīng)取得較大成就。但就山西利用外商直接投資的質(zhì)量而言,尚未進行較為全面的分析。本文在前人研究的基礎(chǔ)上，從山西引進FDI本身的結(jié)構(gòu)特點和利用FDI的績效兩個層面通過對山西FDI大量數(shù)據(jù)的分析，結(jié)合實際案例揭示了山西利用FDI存在的主要問題，并進一步提出了提高山西利用FDI質(zhì)量的對策建議。 本文首先運用統(tǒng)計分析和計量分析的方法，對山西利用外商直接投資的質(zhì)量進行研究，其結(jié)果表明：在利用外資的結(jié)構(gòu)方面，F(xiàn)DI規(guī)模、來源構(gòu)成、產(chǎn)業(yè)分布等指標(biāo)均顯示山西利用FDI的質(zhì)量不斷提高，利用方式指標(biāo)則說明山西利用FDI的質(zhì)量在不斷下降；在利用外資的績效層面，F(xiàn)DI的經(jīng)濟增長效應(yīng)和出口效應(yīng)明顯，技術(shù)溢出效應(yīng)和就業(yè)效應(yīng)有限。其次，通過對山西外商投資企業(yè)實際狀況分析，指出山西在利用外商直接投資中存在外資來源單一、利用方式傳統(tǒng)、產(chǎn)業(yè)分布不均衡和由企業(yè)、政府缺失及投資環(huán)境不完善導(dǎo)致的外資利用效率低等問題�？傮w來看，山西利用外商直接投資的質(zhì)量不高。 長期以來粗放式的經(jīng)濟增長方式使山西利用外資的側(cè)重點放在數(shù)量的增長上，忽略了質(zhì)的提升。一部分外商投資企業(yè)是為了一次性的設(shè)備買賣和政府的優(yōu)惠政策等其他利益進行的投資，一些本土企業(yè)只把眼光放在外資的“輸血”功能上，忽視了“造血”的能力，這種利用外資方式的弊端已經(jīng)顯現(xiàn)出來。要從根本上提高山西利用外商直接投資的質(zhì)量，就要調(diào)整利用外資的戰(zhàn)略與對策，使利用FDI的模式由數(shù)量型轉(zhuǎn)變?yōu)橘|(zhì)量型。 因此，本人認(rèn)為，山西一方面要嚴(yán)把外商直接投資“入口”的質(zhì)量關(guān)，優(yōu)化FDI的結(jié)構(gòu)；另一方面要通過提高外商投資企業(yè)技術(shù)轉(zhuǎn)移的水平，增強本土企業(yè)吸收、消化和創(chuàng)新的能力，創(chuàng)造公平競爭的市場環(huán)境來提升FDI的利用績效，加快實現(xiàn)山西經(jīng)濟的轉(zhuǎn)型跨越發(fā)展。
[Abstract]:With the acceleration of the process of internationalization of production, the sustained growth of China's economy, the balanced development of the region promoted by industrial upgrading in the eastern region, the increase of the state's policy tilt towards the central and western regions, and the powerful opportunity for Shanxi to realize the leapfrogging development of economic transformation, it provides a good development environment for Shanxi to expand the utilization of foreign direct investment. In this context, the problems that need to be grasped should not be limited to the pursuit of the quantity of foreign direct investment, but also the quality of foreign direct investment. Scholars at home and abroad have made great achievements in the study of the quality of foreign direct investment. However, as far as the quality of foreign direct investment in Shanxi is concerned, a more comprehensive analysis has not yet been carried out. On the basis of previous studies, this paper reveals the main problems existing in the utilization of FDI in Shanxi through the analysis of a large number of data of Shanxi FDI from two aspects of the structural characteristics of introducing FDI from Shanxi and the performance of using FDI, and further puts forward some countermeasures and suggestions for improving the quality of FDI utilization in Shanxi. In this paper, the quality of using foreign direct investment in Shanxi Province is studied by means of statistical analysis and econometric analysis. The results show that the scale, source composition and industrial distribution of FDI show that the quality of using FDI in Shanxi is constantly improving, while the index of utilization mode shows that the quality of using FDI in Shanxi is declining. At the level of performance of foreign capital utilization, the economic growth effect and export effect of FDI are obvious, while the technology spillover effect and employment effect are limited. Secondly, through the analysis of the actual situation of foreign investment enterprises in Shanxi Province, it is pointed out that there are some problems in the utilization of foreign direct investment in Shanxi, such as the single source of foreign capital, the tradition of utilization mode, the unbalanced industrial distribution and the low efficiency of foreign capital utilization caused by the lack of enterprises, the lack of government and the imperfect investment environment. Overall, the quality of Shanxi's use of foreign direct investment is not high. For a long time, the extensive economic growth mode makes the focus of Shanxi's utilization of foreign capital on the quantitative growth, neglecting the qualitative improvement. Some foreign-funded enterprises invest for one-off equipment buying and selling and other interests such as government preferential policies. Some local enterprises only focus on the "blood transfusion" function of foreign capital and ignore the ability of "hematopoietic". The disadvantages of this way of utilizing foreign capital have already emerged. In order to fundamentally improve the quality of the utilization of foreign direct investment in Shanxi Province, it is necessary to adjust the strategy and countermeasures of utilizing foreign capital, so as to change the mode of utilization of FDI from quantitative type to quality type. Therefore, I think that on the one hand, Shanxi should strictly control the quality of the "import" of foreign direct investment and optimize the structure of FDI; on the other hand, it should improve the utilization performance of FDI by improving the level of technology transfer of foreign-invested enterprises, enhancing the ability of local enterprises to absorb, digest and innovate, creating a fair competition market environment, and speeding up the leapfrogging development of Shanxi's economic transformation.
