中國(guó)貨幣金融演進(jìn)之謎:王亞南與彭信威的解讀

【摘要】：20世紀(jì)中期以來(lái),王亞南和彭信威對(duì)中國(guó)貨幣金融制度演進(jìn)邏輯與運(yùn)行機(jī)制多有發(fā)現(xiàn)與闡發(fā)。王亞南觀察到了中國(guó)貨幣本位的"二元結(jié)構(gòu)"特征、貨幣制度的信任內(nèi)涵,以及貨幣金融制度變遷的"博弈均衡"性質(zhì)。他特別揭示了貨幣形制混雜所體現(xiàn)的利益訴求與貨幣價(jià)值(銀價(jià))頻變所凸顯的利益格局。他發(fā)現(xiàn),中國(guó)近代以來(lái)之所以出現(xiàn)"低貨幣化"現(xiàn)象,其根源不在"內(nèi)生"機(jī)制之委靡,而在外生制度之扭曲。相比之下,彭信威對(duì)中國(guó)貨幣金融制度變遷的刻畫(huà)與評(píng)判則投注了更多的實(shí)證精神與制度關(guān)懷。他發(fā)現(xiàn)了中國(guó)貨幣史上的"銅幣跨期等重"現(xiàn)象,并在紙幣、銅本位以及銀行制度發(fā)育遲滯之間建立了有趣的內(nèi)在聯(lián)系;循著由貨幣購(gòu)買(mǎi)力牽系出來(lái)的邏輯,彭信威還嘗試性地破解了貨幣理論長(zhǎng)期停滯與國(guó)民財(cái)富貯藏偏好兩大謎團(tuán)。
[Abstract]:Since the middle of the 20th century, Wang Yanan and Peng Xinwei have found and expounded the evolution logic and operation mechanism of China's monetary and financial system. Wang Yanan observed the "dual structure" characteristics of China's monetary standard, the trust connotation of monetary system, and the "game equilibrium" nature of the change of monetary and financial system. In particular, he reveals the interest demand embodied in the mixed form of money and the interest pattern highlighted by the frequent change of monetary value (silver price). He found that the reason for the phenomenon of "low monetization" in modern China lies not in the malaise of the "endogenous" mechanism, but in the distortion of the exogenous system. In contrast, Peng Xinwei's portrayal and evaluation of the changes of China's monetary and financial system have invested more empirical spirit and institutional concern. He discovered the phenomenon of "equal weight of copper coins" in the history of Chinese currency, and established an interesting internal relationship between banknotes, copper standard and the slow development of the banking system. Following the logic implicated by the purchasing power of money, Peng Xinwei also tried to solve the two mysteries of long-term stagnation of monetary theory and national wealth storage preference.
