我國房地產(chǎn)信貸業(yè)務風險控制的實證研究

【摘要】:作為國民經(jīng)濟的基礎性產(chǎn)業(yè),房地產(chǎn)是國民經(jīng)濟中不可缺少的重要組成部分,房地產(chǎn)業(yè)的發(fā)展對于優(yōu)化調(diào)整產(chǎn)業(yè)結構,促進社會的穩(wěn)定,以及經(jīng)濟的發(fā)展具有非常重要的作用。房地產(chǎn)業(yè)與金融業(yè)是相互依存的,房地產(chǎn)業(yè)的快速發(fā)展得益于金融業(yè)的大力支持。雖然房地產(chǎn)業(yè)的融資渠道很多,但銀行信貸資金依然是房地產(chǎn)業(yè)首要的,也是最為重要的資金來源。房地產(chǎn)信貸在推動整個房地產(chǎn)業(yè)的健康發(fā)展的同時,也為國民經(jīng)濟的快速增長發(fā)揮了十分積極的作用。 隨著房地產(chǎn)業(yè)的大力發(fā)展,我國的房地產(chǎn)信貸也得到了快速發(fā)展,成為各個商業(yè)銀行競相搶占的重要領域。雖然我國目前的房地產(chǎn)信貸結構總體上較為合理,信貸資產(chǎn)的質(zhì)量也相對較好,但是由于我國房地產(chǎn)市場機制不夠健全,房地產(chǎn)業(yè)受到國家的行政干預較多,商業(yè)銀行在滿足房地產(chǎn)信貸資金需求的同時,也承擔了房地產(chǎn)業(yè)大量的融資風險。 對于商業(yè)銀行而言,應當充分考慮到房地產(chǎn)信貸風險的隱蔽性、滯后性和長期性等特征,高度重視房地產(chǎn)信貸風險,嚴格審查房地產(chǎn)項目,貸款者信譽,關注后期償還力,做到貸前、貸中、貸后的全程防范。尤其是加強貸前風險的判斷和決策,以及房地產(chǎn)信貸的信用風險度量等,增強房地產(chǎn)信貸風險的把控能力。 長期以來,我國商業(yè)銀行的房地產(chǎn)信貸風險度量工具,以及對風險的控制手段都比較落后,尚未形成一個適應現(xiàn)代商業(yè)銀行制度要求和保持信貸業(yè)務健康、穩(wěn)定、可持續(xù)發(fā)展的房地產(chǎn)信貸風險度量體系,因而極不利于規(guī)避和分散房地產(chǎn)信貸風險。 在當前房價的高速增長下,大量的風險被掩蓋,商業(yè)銀行應當充分認識到這一隱患,,高度重視由于房地產(chǎn)周期的調(diào)整帶來的信貸風險。在新的宏觀政策形勢下,商業(yè)銀行必須制定嚴格的信貸制度和標準,加強對信貸資金的管理與運用,強化內(nèi)控制度的建設,從而增強對信貸風險的控制能力,以保障我國房地產(chǎn)信貸業(yè)務的健康、持續(xù)發(fā)展。
[Abstract]:As the basic industry of the national economy, real estate is an indispensable and important part of the national economy. The development of the real estate industry plays a very important role in optimizing and adjusting the industrial structure, promoting social stability, and economic development. The real estate industry and the financial industry are interdependent, and the rapid development of the real estate industry benefits from the strong support of the financial industry. Although there are many financing channels for the real estate industry, bank credit funds are still the primary and the most important source of funds for the real estate industry. Real estate credit not only promotes the healthy development of the whole real estate industry, but also plays a very positive role in the rapid growth of the national economy. With the development of the real estate industry, the real estate credit in our country has also been developed rapidly, which has become an important field for various commercial banks to seize. Although the current real estate credit structure in our country is generally more reasonable, and the quality of credit assets is relatively good, because the real estate market mechanism in our country is not perfect enough, the real estate industry is subject to more administrative intervention by the state. Commercial banks not only meet the needs of real estate credit funds, but also bear a large number of financing risks in the real estate industry. As far as commercial banks are concerned, we should fully consider the concealment, lag and long-term characteristics of real estate credit risk, attach great importance to real estate credit risk, strictly examine real estate projects, the credibility of borrowers, and pay attention to the ability to repay at a later stage. To do before, in the loan, after the loan of the whole process of prevention. In particular, we should strengthen the judgment and decision-making of pre-loan risk, as well as the credit risk measurement of real estate credit, so as to enhance the control ability of real estate credit risk. For a long time, the real estate credit risk measurement tools of commercial banks in China, as well as the means of risk control are relatively backward, and have not yet formed a system to meet the requirements of modern commercial banks and maintain a healthy and stable credit business. The sustainable development of real estate credit risk measurement system is not conducive to avoiding and dispersing the real estate credit risk. Under the current rapid growth of house prices, a large number of risks are covered up. Commercial banks should fully recognize this hidden danger and attach great importance to the credit risk caused by the adjustment of the real estate cycle. Under the new macro policy situation, commercial banks must formulate strict credit system and standards, strengthen the management and application of credit funds, strengthen the construction of internal control system, so as to enhance the ability to control credit risk. In order to ensure the healthy and sustainable development of real estate credit business in China.
