【摘要】:鄂爾多斯農(nóng)業(yè)銀行經(jīng)過多年的發(fā)展,信貸管理水平不斷提高,風(fēng)險(xiǎn)防范能力不斷增強(qiáng),但是也存在信貸制度執(zhí)行力不夠、信貸“三查”質(zhì)量不高、“三個(gè)辦法、一個(gè)指引”落實(shí)不夠到位、對(duì)貸款資金使用監(jiān)管不嚴(yán)、信貸從業(yè)人員素質(zhì)較低等問題。因此,鄂爾多斯分行必須實(shí)施信貸業(yè)務(wù)的精細(xì)化管理,規(guī)范信貸業(yè)務(wù)操作行為,實(shí)現(xiàn)風(fēng)險(xiǎn)的精準(zhǔn)控制,只有這樣才能保證全行追求長期成功的目標(biāo)得以實(shí)現(xiàn)。 本方案是站在全行信貸業(yè)務(wù)經(jīng)營發(fā)展現(xiàn)狀的角度,對(duì)進(jìn)一步提高信貸管理水平提出具體工作意見。信貸業(yè)務(wù)精細(xì)化管理的主要內(nèi)容是明確提出全行信貸精細(xì)化管理的總體要求和目標(biāo)任務(wù),結(jié)合全行業(yè)務(wù)經(jīng)營實(shí)際,制定切實(shí)可行的信貸戰(zhàn)略規(guī)劃管理,作為全行信貸業(yè)務(wù)發(fā)展的總綱領(lǐng),積極調(diào)整優(yōu)化信貸資產(chǎn)結(jié)構(gòu);從梳理信貸政策制度著手,規(guī)范信貸業(yè)務(wù)受理、調(diào)查、審查、審議與審批、信貸業(yè)務(wù)實(shí)施及貸后管理等操作流程,特別是加強(qiáng)調(diào)查的真實(shí)性、完整性和有效性,提高信貸審查質(zhì)量和效率,規(guī)范用信審核工作,不折不扣執(zhí)行貸后管理各項(xiàng)規(guī)章制度,關(guān)注集團(tuán)性客戶、小企業(yè)客戶、個(gè)人及表外信貸業(yè)務(wù)風(fēng)險(xiǎn);積極認(rèn)真開展客戶的年審工作;通過加強(qiáng)培訓(xùn)、組織學(xué)習(xí)、競(jìng)賽活動(dòng)等方式,切實(shí)提高全行信貸從業(yè)人員的整體素質(zhì)水平。
[Abstract]:After years of development, the Agricultural Bank of Ordos has continuously improved the level of credit management and the ability to prevent risks. However, there are also three ways to improve the implementation of the credit system, the quality of the "three checks" of credit, and the "three measures". A guide is not enough in place, the use of loan funds are not strictly regulated, the quality of credit practitioners and other issues. Therefore, Ordos Branch must carry out the fine management of credit business, standardize the operation behavior of credit business, and realize the precise control of risk. Only in this way can the goal of pursuing long-term success of the whole bank be realized. From the point of view of the current situation of credit business development in the whole bank, this scheme puts forward concrete suggestions on how to further improve the level of credit management. The main content of the meticulous management of credit business is to clearly put forward the overall requirements and target tasks of the fine management of credit throughout the bank, and to formulate feasible strategic planning and management of credit in the light of the actual operation of the whole bank. As the general program for the development of credit business of the whole bank, actively adjust and optimize the structure of credit assets; Starting with sorting out the credit policy system, standardizing the operational processes of accepting, investigating, examining and approving the credit business, implementing the credit business and managing after the loan, in particular, strengthening the authenticity, integrity and effectiveness of the investigation, Improve the quality and efficiency of credit review, standardize the use of credit audit work, fully implement the post-loan management rules and regulations, pay attention to group customers, small business customers, individuals and off-balance-sheet credit business risks; Actively and conscientiously carry out the customer's annual audit work; through strengthening training, organizing learning, competition activities and other ways, effectively improve the overall quality level of the credit practitioners of the whole bank.
