【摘要】：我國港口群區(qū)域中主體分工不明確、低水平重復(fù)建設(shè)造成港口岸線資源的浪費(fèi)等現(xiàn)象日益突出;現(xiàn)行的港口投資規(guī)劃理論與方法,已經(jīng)無法適應(yīng)現(xiàn)階段及未來港口可持續(xù)發(fā)展的實(shí)際需要.本研究以港口群與腹地運(yùn)輸成本和港口建設(shè)成本、港口群運(yùn)營效率為主要優(yōu)化目標(biāo),在分析港口-腹地供需平衡、生態(tài)承載力等約束下,建立了區(qū)域港口群多期投資優(yōu)化決策理論模型,填補(bǔ)了港口群投資優(yōu)化決策理論的空白,從而為防止港口群區(qū)域內(nèi)不理性建設(shè)和競爭造成對(duì)資源的巨大浪費(fèi)和生態(tài)環(huán)境的破壞,具有現(xiàn)實(shí)意義.
[Abstract]:The division of labor of the main body in the port group area of our country is not clear, and the phenomenon of waste of port coastline resources caused by the low level repeated construction is becoming more and more prominent. The current theories and methods of port investment planning have been unable to meet the practical needs of the sustainable development of ports at present and in the future. This study takes port cluster and hinterland transportation cost, port construction cost, port group operation efficiency as the main optimization objectives, under the analysis of port-hinterland supply and demand balance, ecological bearing capacity and other constraints, The theoretical model of multi-stage investment optimization decision-making in regional port group is established, which fills the blank of optimization decision-making theory of port group investment, thus preventing the irrational construction and competition of port group from causing huge waste of resources and destruction of ecological environment in the area of port cluster. It has practical significance.
