【摘要】：地方政府投融資是履行地方政府公共職能的重要政策工具,任何治理和規(guī)范地方政府投融資的政策都有助于提供公共產品與服務、促進地方福利水平、促進地方經濟社會可持續(xù)發(fā)展。借鑒發(fā)達國家地方政府投融資管理的方法理念、運行機制及經驗模式,構建適合中國國情和體制特征的政府投融資管理體系,健全地方政府投融資的監(jiān)管體系,確立富有效率的地方政府融資模式等,對于防范和規(guī)避潛在的地方財政危機、宏觀財政風險和金融風險具有重要的理論與實踐意義。
[Abstract]:Local government investment and financing is an important policy tool for the performance of local government's public functions. Any policy that governs and regulates local government investment and financing will contribute to the provision of public goods and services and promote the level of local welfare. We will promote the sustainable development of local economies and societies. Drawing lessons from the developed countries' local government investment and financing management methods, operating mechanisms and empirical models, this paper constructs a government investment and financing management system suitable for China's national conditions and institutional characteristics, and improves the supervision and control system of local government investment and financing. The establishment of efficient local government financing model is of great theoretical and practical significance in preventing and avoiding potential local financial crisis, macro-fiscal risk and financial risk.
