【摘要】：危機(jī)救助管理是一國(guó)公共管理的重要職能。比較研究發(fā)現(xiàn),雖然同是應(yīng)對(duì)金融危機(jī),要運(yùn)用到諸如增加金融市場(chǎng)流動(dòng)性和加大政府支出的公共政策措施,中美兩國(guó)仍在對(duì)貨幣和財(cái)政政策的依賴、對(duì)市場(chǎng)監(jiān)控指標(biāo)的選擇、政府支出的投向等方面存在較大差異。完善中國(guó)政府的金融救助框架和政策要顧及到這樣的四個(gè)方面,即:危機(jī)救助中增加流動(dòng)性至關(guān)重要、市場(chǎng)機(jī)制培育,"道德風(fēng)險(xiǎn)"考量以及救助政策的數(shù)量和法律"硬約束"等。
[Abstract]:Crisis relief management is an important function of a country's public administration. The comparative study found that although both countries are responding to the financial crisis and applying public policy measures such as increasing liquidity in financial markets and increasing government expenditure, China and the United States are still relying on monetary and fiscal policies and choosing market monitoring indicators. There are great differences in the investment of government expenditure and so on. To perfect the financial rescue framework and policy of the Chinese government, we should take into account the following four aspects: increasing liquidity is essential in crisis relief, and market mechanisms should be nurtured. The consideration of moral hazard, the quantity of rescue policy and the hard restriction of law, etc.
