【摘要】：近十年全球社會保障改革進(jìn)程中,創(chuàng)建公共養(yǎng)老儲備基金成為較多國家社會保障制度改革新的潮流和趨勢�；谥袊F(xiàn)實,本文提出建立以外匯儲備作為主要融資來源的主權(quán)養(yǎng)老基金、社會保障基金與基本養(yǎng)老個人賬戶基金分隔管理、加強(qiáng)公共養(yǎng)老儲備基金立法、強(qiáng)化我國公共養(yǎng)老儲備基金治理機(jī)制與風(fēng)險控制的改革建議。
[Abstract]:In the process of global social security reform in recent ten years, the establishment of public pension reserve funds has become a new trend and trend of social security system reform in more countries. Based on the reality of China, this paper proposes to establish a sovereign pension fund with foreign exchange reserves as the main source of financing, separate management between the social security fund and the basic pension individual account fund, and strengthen the legislation of the public pension reserve fund. The reform suggestion of strengthening the governance mechanism and risk control of the public pension reserve fund in China.
