完善我國住房金融制度問題研究

【摘要】:在社會發(fā)展日新月異的大背景下,人的四大基本需求“衣食住行”當中,“住”的問題依然是困擾我國城鎮(zhèn)居民的首要問題。因此,花大力氣解決住房問題已經(jīng)是我國政策目標中的極其重要的一部分。對于住房問題,筆者從住房金融制度入手,經(jīng)過分析,提出相關的政策建議。 文章共分為五個部分,其中第二部分分析住房金融制度的歷史發(fā)展狀況,第三部分分析制度發(fā)展現(xiàn)狀,第四部分分析對國外住房金融制度并進行借鑒,第五部分提出政策建議。 文章的分析方法包括規(guī)范研究和實證研究相結合方法、歸納演繹分析方法以及橫向比較分析與縱向比較分析相結合的方法。 我國現(xiàn)階段住房金融制度主要由以住房公積金為主要構成的政策性住房金融制度和以商業(yè)銀行等為主要構成的商業(yè)性住房金融共同形成。在此,,本文通過對制度方面存在的各種不足進行研究總結,并通過汲取其他國家在制度上的優(yōu)勢,根據(jù)我國實際情況,提出對我國住房金融制度的政策建議。關于政策性住房金融制度的相關政策從住房公積金的監(jiān)管、管理以及運營等步驟進行,重點突出了住房公積金制度的保障性和強制性特征;商業(yè)性住房金融制度部分主要從立法、監(jiān)督以及住房抵押貸款證券化制度等方面分析,通過分析,得出合理發(fā)展住房金融制度的結論。
[Abstract]:Under the background of the rapid development of society, among the four basic needs of people, the problem of "housing" is still the most important problem for the urban residents in our country. Therefore, great efforts to solve the housing problem has been an extremely important part of our policy objectives. For housing problems, the author from the housing financial system, through analysis, put forward relevant policy recommendations. The article is divided into five parts, the second part analyzes the historical development of housing finance system, the third part analyzes the current situation of housing finance system, the fourth part analyzes the foreign housing finance system and uses it for reference, the fifth part puts forward policy recommendations. The analytical methods of this paper include the combination of normative and empirical research, inductive and deductive analysis, and the combination of horizontal comparative analysis and longitudinal comparative analysis. The present housing finance system of our country is mainly formed by the policy housing finance system which is mainly composed of the housing accumulation fund and the commercial housing finance which is mainly composed of the commercial bank and so on. In this paper, through the study of the deficiencies of the system, and by drawing on the advantages of other countries in the system, according to the actual situation of our country, put forward the policy recommendations to our housing finance system. The relevant policies of the policy-oriented housing finance system are carried out from the steps of supervision, management and operation of the housing accumulation fund, with emphasis on the characteristics of the security and the mandatory nature of the housing accumulation fund system. The commercial housing finance system is mainly analyzed from the aspects of legislation, supervision and securitization system of housing mortgage loan. Through the analysis, the conclusion of reasonable development of housing finance system is drawn.
