【摘要】：2010年12月13日，，山西省以“資源型經(jīng)濟(jì)轉(zhuǎn)型”為主題的綜合配套改革方案獲得國(guó)家批準(zhǔn)。山西全省域作為“國(guó)家資源型經(jīng)濟(jì)轉(zhuǎn)型綜合配套改革試驗(yàn)區(qū)”（下稱“綜改區(qū)”），為山西轉(zhuǎn)型跨越發(fā)展提供了重大機(jī)遇。在現(xiàn)代經(jīng)濟(jì)運(yùn)行中，金融不僅是推動(dòng)經(jīng)濟(jì)發(fā)展的核心力量，更是促進(jìn)經(jīng)濟(jì)持續(xù)增長(zhǎng)的強(qiáng)勁動(dòng)力。山西“綜改區(qū)”建設(shè)需要金融的強(qiáng)有力支持，山西金融業(yè)需要借助“綜改區(qū)”優(yōu)勢(shì)實(shí)現(xiàn)跨越發(fā)展。因此，深入研究“綜改區(qū)”背景下的山西金融改革，對(duì)山西“綜改區(qū)”建設(shè)和山西轉(zhuǎn)型跨越發(fā)展具有重要意義。 本文第一、二章闡述了文章的研究背景、意義，回顧了國(guó)內(nèi)外研究現(xiàn)狀和相關(guān)基礎(chǔ)理論，便于從理論上對(duì)山西金融改革有一定的認(rèn)識(shí)。第三章結(jié)合資源型經(jīng)濟(jì)轉(zhuǎn)型的內(nèi)涵和路徑，提出山西“綜改區(qū)”建設(shè)對(duì)金融的總體要求。第四章實(shí)證分析了山西金融對(duì)經(jīng)濟(jì)增長(zhǎng)的作用，結(jié)論是山西金融發(fā)展欠缺，金融功能沒有充分發(fā)揮，造成對(duì)經(jīng)濟(jì)增長(zhǎng)的作用不大。第五章對(duì)山西金融發(fā)展中出現(xiàn)的問題進(jìn)行了具體探究。第六章借鑒浦東、濱海新區(qū)的金融改革經(jīng)驗(yàn)。針對(duì)面臨的問題和借鑒其他“綜改區(qū)”的金融改革經(jīng)驗(yàn)，最后一章提出山西要充分挖掘“綜改區(qū)”先行先試的政策優(yōu)勢(shì)，以完善資本市場(chǎng)，改革銀行機(jī)構(gòu)，建立低碳金融中心為金融改革的突破口。并進(jìn)一步提出了具體的政策建議：大力培育資本市場(chǎng)，完善資本市場(chǎng)體系；促進(jìn)銀行機(jī)構(gòu)改革，加大銀行信貸投放力度；加快非銀行金融機(jī)構(gòu)發(fā)展，形成多元化的金融格局；打造低碳金融中心，優(yōu)化金融生態(tài)環(huán)境。
[Abstract]:On December 13, 2010, Shanxi Province's comprehensive reform program with the theme of "resource-based economic transformation" was approved by the state. Shanxi province as a "comprehensive reform experimental area of national resource-based economic transformation" (hereinafter referred to as "comprehensive reform area") provides a great opportunity for Shanxi's transformation and leapfrogging development. In modern economic operation, finance is not only the core force to promote economic development, but also the strong power to promote sustained economic growth. The construction of Shanxi's "comprehensive reform area" needs the strong support of finance, and the financial industry of Shanxi needs the advantage of "comprehensive reform area" to realize the leapfrogging development. Therefore, it is of great significance to study the financial reform of Shanxi under the background of "comprehensive reform area" for the construction of Shanxi "comprehensive reform area" and the transition and leapfrogging development of Shanxi Province. The first and second chapters of this paper describe the research background and significance of the article, review the domestic and foreign research status and related basic theories, so as to have a certain understanding of Shanxi financial reform theoretically. The third chapter puts forward the overall financial requirements of Shanxi's "comprehensive reform zone" combined with the connotation and path of resource-based economic transformation. The fourth chapter empirically analyzes the effect of Shanxi finance on economic growth. The conclusion is that the financial development of Shanxi is deficient and the financial function has not been brought into full play, resulting in little effect on economic growth. Chapter five explores the problems in the development of Shanxi finance. The sixth chapter draws lessons from the financial reform experience of Pudong and Binhai New area. In view of the problems faced and the experience of financial reform in other "comprehensive reform areas", the last chapter puts forward that Shanxi should fully exploit the policy advantages of "comprehensive reform areas" in order to perfect the capital market and reform the banking institutions. The establishment of a low-carbon financial center is a breakthrough in financial reform. Furthermore, some specific policy suggestions are put forward: to cultivate the capital market and perfect the capital market system, to promote the reform of the banking institutions, to increase the bank credit investment, to accelerate the development of non-bank financial institutions and to form a diversified financial structure; Build a low-carbon financial center, optimize the financial ecological environment.
