《巴塞爾資本協(xié)議Ⅲ》下的銀行風(fēng)險(xiǎn)監(jiān)管對(duì)策研究

【摘要】:以2007年次級(jí)債務(wù)危機(jī)為導(dǎo)火線,世界范圍內(nèi)爆發(fā)了一場(chǎng)曠日持久、牽涉甚廣的金融危機(jī),給世界各國(guó)的經(jīng)濟(jì)發(fā)展帶來(lái)了巨大而長(zhǎng)遠(yuǎn)的影響。深究此次危機(jī)的根源和原因,可謂仁者見仁智者見智,但只有求根溯源,才能以史為鑒,,防微杜漸,更好地促進(jìn)各國(guó)經(jīng)濟(jì)的發(fā)展。 隨著資金融通的不斷市場(chǎng)化和中央銀行對(duì)利率調(diào)控手段的運(yùn)用,利率變化的頻率和幅度會(huì)進(jìn)一步加快和擴(kuò)大,從而銀行所面臨的利率風(fēng)險(xiǎn)也將進(jìn)一步增大。犯罪種類和手段日益多樣,造成的經(jīng)濟(jì)損失和影響也不斷擴(kuò)大,尤其是由于銀行內(nèi)部原因造成的金融欺詐和盜竊案件,使銀行資金遭受損失的風(fēng)險(xiǎn)進(jìn)一步加大。加強(qiáng)對(duì)商業(yè)銀行風(fēng)險(xiǎn)監(jiān)管的研究對(duì)于實(shí)踐科學(xué)發(fā)展觀重要思想,治理和優(yōu)化經(jīng)濟(jì)發(fā)展環(huán)境,推進(jìn)財(cái)政改革和建立公共財(cái)政體制框架,進(jìn)而更好地促進(jìn)依法理財(cái),強(qiáng)化財(cái)政職能具有較大的理論價(jià)值和現(xiàn)實(shí)意義。 為了加強(qiáng)對(duì)銀行業(yè)金融監(jiān)管,提高我國(guó)銀行對(duì)風(fēng)險(xiǎn)的抵御能力,創(chuàng)建更加穩(wěn)定的金融體系,巴塞爾銀行監(jiān)管委員會(huì)通過(guò)了國(guó)際銀行資本監(jiān)管改革新規(guī),即《巴塞爾資本協(xié)議Ⅲ》。在世界經(jīng)濟(jì)處于尚不明朗的恢復(fù)期,《巴塞爾資本協(xié)議Ⅲ》對(duì)各國(guó)銀行業(yè)乃至世界經(jīng)濟(jì)的復(fù)蘇將會(huì)帶來(lái)怎樣的影響,在金融界中不乏爭(zhēng)議的聲音。 本文立足于《巴塞爾資本協(xié)議Ⅲ》頒布和世界經(jīng)濟(jì)處于恢復(fù)期的宏觀背景,分析新規(guī)對(duì)于世界主要經(jīng)濟(jì)體的影響,探索了《巴塞爾資本協(xié)議Ⅲ》下我國(guó)銀行風(fēng)險(xiǎn)監(jiān)管存在著信用風(fēng)險(xiǎn)、市場(chǎng)風(fēng)險(xiǎn)、流動(dòng)風(fēng)險(xiǎn)、經(jīng)營(yíng)風(fēng)險(xiǎn)、制度風(fēng)險(xiǎn)等,從風(fēng)險(xiǎn)監(jiān)管理念有偏差、風(fēng)險(xiǎn)監(jiān)管機(jī)制不健全、風(fēng)險(xiǎn)識(shí)別衡量水平不先進(jìn)、風(fēng)險(xiǎn)監(jiān)管監(jiān)控體系不完善、風(fēng)險(xiǎn)監(jiān)管人才隊(duì)伍素質(zhì)不齊等方面分析了銀行風(fēng)險(xiǎn)監(jiān)管存在問(wèn)題的原因,并在此基礎(chǔ)上,闡述我國(guó)銀行業(yè)對(duì)新規(guī)的應(yīng)對(duì)措施,探討我國(guó)商業(yè)銀行風(fēng)險(xiǎn)未來(lái)的新發(fā)展方向,包括革新銀行風(fēng)險(xiǎn)監(jiān)管的理念、健全銀行風(fēng)險(xiǎn)監(jiān)管的體制、完善銀行風(fēng)險(xiǎn)監(jiān)管的機(jī)制、創(chuàng)新銀行風(fēng)險(xiǎn)監(jiān)管的方式方法等方面。
[Abstract]:With the subprime debt crisis in 2007 as the trigger, a long and extensive financial crisis broke out in the world, which has brought great and long-term impact to the economic development of countries all over the world. The root causes and causes of the crisis can be said to be different, but only by seeking the root of the source, can we learn from history, prevent the gradual development of the national economy, and better promote the economic development of all countries. With the continuous marketization of capital financing and the use of interest rate regulation and control means by the central bank, the frequency and extent of interest rate change will be further accelerated and expanded, thus the interest rate risk faced by banks will be further increased. The types and means of crimes are becoming more and more diverse, and the economic loss and influence caused by them are also expanding, especially because of the financial fraud and theft cases caused by the internal reasons of banks, which makes the risk of bank funds losing further increase. Strengthening the research on the risk supervision of commercial banks is of great importance to the practice of the scientific concept of development, governance and optimization of the environment for economic development, the promotion of financial reform and the establishment of the framework of the public financial system, and thus the better promotion of managing financial affairs according to law. It is of great theoretical value and practical significance to strengthen the financial function. In order to strengthen banking financial supervision, improve the ability of Chinese banks to resist risks, and create a more stable financial system, the Basel Committee on Banking Supervision adopted the new rules of international banking capital supervision reform, that is, Basel Capital Accord 鈪
