禪城區(qū)某交通BT項(xiàng)目融資及風(fēng)險(xiǎn)性研究

【摘要】:隨著我國經(jīng)濟(jì)建設(shè)的高速發(fā)展及國家宏觀調(diào)控政策的實(shí)施,,基礎(chǔ)設(shè)施投資尤其是公路工程建設(shè)資金的銀根壓縮受到前所未有的沖擊,如何籌集建設(shè)資金成了制約公路建設(shè)的關(guān)鍵。本論文研究的BT項(xiàng)目屬于禪城區(qū)負(fù)責(zé)的升級(jí)項(xiàng)目之一,是禪城區(qū)首次采用BT模式進(jìn)行交通基礎(chǔ)設(shè)施建設(shè)的項(xiàng)目。 本文研究的BT項(xiàng)目,由兩個(gè)不同的交通建設(shè)工程構(gòu)成,BT融資的內(nèi)容不僅包括建安費(fèi),而且包括征地拆遷費(fèi),對(duì)今后相似項(xiàng)目融資工作的開展具有一定的參考意義。本文通過對(duì)項(xiàng)目融資模式和項(xiàng)目建設(shè)管理模式進(jìn)行介紹并進(jìn)行比較分析分析得出BT模式適用于非盈利性基礎(chǔ)設(shè)施建設(shè)。通過對(duì)項(xiàng)目基本情況介紹、項(xiàng)目招投標(biāo)和競(jìng)爭(zhēng)性談判等融資過程分析、以及融資風(fēng)險(xiǎn)分析發(fā)現(xiàn)在地方政府信用度較高的前提下,在沒有固定資產(chǎn)抵押的條件下,帶有征地拆遷的項(xiàng)目使用BT模式進(jìn)行融資也是可行的;同時(shí)BT項(xiàng)目的風(fēng)險(xiǎn)包括招標(biāo)、融資、建設(shè)、回購、以及法律風(fēng)險(xiǎn),這些風(fēng)險(xiǎn)的防范主要在項(xiàng)目前期進(jìn)行,特別是在BT項(xiàng)目的招標(biāo)過程中設(shè)置相關(guān)條件,選取優(yōu)質(zhì)的投資建設(shè)方。 本文同時(shí)提出在政策上和實(shí)施上尚需完善的內(nèi)容,比如BT模式相關(guān)法律法規(guī)以及BT模式稅收體制;并指出文章存在的不足之處,比如本文主要站在政府的立場(chǎng)進(jìn)行闡述,對(duì)BT投資建設(shè)方的風(fēng)險(xiǎn)、盈利等未進(jìn)行詳細(xì)的分析。
[Abstract]:With the rapid development of China's economic construction and the implementation of the national macroeconomic regulation and control policy, the basic investment in infrastructure investment, especially the capital of highway engineering, has been impacted unprecedentedly. How to raise the construction funds has become the key to the highway construction. The BT item in this paper belongs to one of the upgrading projects in Chancheng district. It is the first time in Chancheng district to adopt BT mode for transportation infrastructure construction.
The BT project in this paper is made up of two different traffic construction projects. The content of BT financing is not only included in the construction of security, but also includes land expropriation and demolition fees. It has a certain reference significance for the development of similar project financing work in the future. This paper introduces and compares the project financing model and project construction management model and makes a comparative analysis. The analysis shows that BT model is suitable for non profit infrastructure construction. Through the introduction of the basic situation of the project, the analysis of the financing process of project bidding and competitive negotiation, and the analysis of financing risk, it is found that under the condition of high credit degree of local government, under the condition of no fixed assets mortgage, the project with land expropriation and demolition is used BT. The financing of the model is also feasible; at the same time, the risks of BT projects include bidding, financing, construction, repurchase, and legal risk. The prevention of these risks is mainly in the early stages of the project, especially in the process of bidding for BT projects, and the selection of high quality investment and construction parties.
At the same time, this paper puts forward the necessary content in policy and implementation, such as BT model related laws and regulations and BT model tax system, and points out the shortcomings of the article, such as this article mainly stands in the position of the government, and does not make a detailed analysis of the risks and profitability of the BT investment and construction parties.
