【摘要】：21世紀(jì)是海洋的世紀(jì),各國(guó)都把海洋經(jīng)濟(jì)作為國(guó)內(nèi)經(jīng)濟(jì)的重要增長(zhǎng)極。海洋的開(kāi)發(fā)和利用已經(jīng)得到了黨和國(guó)家前所未有的重視,《山東半島藍(lán)色經(jīng)濟(jì)區(qū)發(fā)展規(guī)劃》的正式批復(fù)給山東半島藍(lán)色經(jīng)濟(jì)的發(fā)展提供了良好的契機(jī),是青島市又一次重大的發(fā)展機(jī)遇。作為國(guó)際產(chǎn)業(yè)轉(zhuǎn)移主要載體的外商直接投資,在產(chǎn)業(yè)轉(zhuǎn)移中扮演著越來(lái)越重要的角色。通過(guò)引入外資,青島市引進(jìn)了大量的資金、技術(shù)和先進(jìn)的管理經(jīng)驗(yàn),有力的促進(jìn)了藍(lán)色經(jīng)濟(jì)的發(fā)展。但是,在引進(jìn)外資促進(jìn)經(jīng)濟(jì)發(fā)展的同時(shí),也不可避免的存在著不容忽視的負(fù)面效應(yīng)。在大力發(fā)展山東半島藍(lán)色經(jīng)濟(jì)、全力建設(shè)山東半島藍(lán)色經(jīng)濟(jì)區(qū)的背景下,作為山東省乃至全國(guó)對(duì)外開(kāi)放窗口的青島市,如何針對(duì)藍(lán)色經(jīng)濟(jì)發(fā)展戰(zhàn)略規(guī)劃,制定利用外資的相關(guān)政策,就顯得越來(lái)越緊迫和必要。 本文首先在借鑒國(guó)內(nèi)外關(guān)于藍(lán)色經(jīng)濟(jì)相關(guān)研究的基礎(chǔ)上,對(duì)藍(lán)色經(jīng)濟(jì)和藍(lán)色經(jīng)濟(jì)區(qū)的概念和范疇進(jìn)行了界定,然后著重分析了藍(lán)色經(jīng)濟(jì)的發(fā)展現(xiàn)狀,并對(duì)目前藍(lán)色經(jīng)濟(jì)發(fā)展中存在的問(wèn)題進(jìn)行了深入剖析,在此基礎(chǔ)上提出了大力發(fā)展藍(lán)色經(jīng)濟(jì)需遵循的原則和重點(diǎn),這也是進(jìn)行產(chǎn)業(yè)選擇的依據(jù)。接著回顧了改革開(kāi)放以來(lái)青島市吸引外商直接投資的整個(gè)歷程,并從來(lái)源結(jié)構(gòu)、投資方式和投向產(chǎn)業(yè)三個(gè)角度分析了青島市利用外商直接投資的結(jié)構(gòu)特征,并著重指出了青島市在引進(jìn)外資過(guò)程中所存在的問(wèn)題。依據(jù)前文提出的選擇標(biāo)準(zhǔn),本文建立相關(guān)計(jì)量模型,從經(jīng)濟(jì)增長(zhǎng)效應(yīng)、產(chǎn)業(yè)結(jié)構(gòu)效應(yīng)和生態(tài)環(huán)境效應(yīng)三個(gè)方面對(duì)青島市外資的產(chǎn)業(yè)選擇進(jìn)行了實(shí)證分析。最后在定性和定量分析的基礎(chǔ)上,本文提出了青島市利用外資的戰(zhàn)略目標(biāo)和戰(zhàn)略重點(diǎn),并明確指出優(yōu)先引進(jìn)哪些產(chǎn)業(yè),禁止引進(jìn)哪些產(chǎn)業(yè),為相關(guān)部門(mén)制定相關(guān)政策提供借鑒和參考。
[Abstract]:Twenty-first Century is the century of the ocean. All countries have taken the marine economy as an important growth pole of the domestic economy. The development and utilization of the ocean has been given unprecedented attention by the party and the state. The formal approval of the blue economic development plan of the Shandong Peninsula has provided a good opportunity for the development of the blue economy of the Shandong peninsula. It is another time in Qingdao. Foreign direct investment, as the main carrier of international industrial transfer, plays a more and more important role in the industrial transfer. Through the introduction of foreign capital, Qingdao has introduced a large amount of capital, technology and advanced management experience to promote the development of the blue economy. However, foreign investment is introduced to promote economic development. At the same time, there are unavoidable negative effects which can not be ignored. In the background of developing the blue economy of Shandong Peninsula and building the blue economic zone of Shandong Peninsula, as the Qingdao city of Shandong province and even the opening window of the whole country, how to plan the blue economic development strategy and formulate the related policies of utilizing foreign capital seems to appear. It is becoming more and more urgent and necessary.
This paper first defines the concept and category of blue economy and Blue Economic Zone on the basis of the domestic and foreign related research on blue economy, and then focuses on the analysis of the status of the blue economy, and analyses the existing problems in the development of the blue economy. On this basis, it puts forward a great effort to develop blue. The principle and emphasis of the color economy should be followed, and this is the basis for industrial selection. Then the whole process of attracting FDI in Qingdao since the reform and opening up is reviewed, and the structural features of the direct investment in Qingdao are analyzed from three aspects of the source structure, the investment mode and the investment industry, and the Qingdao city is emphasized. In the course of the introduction of foreign capital, according to the selection criteria proposed in the previous article, this paper sets up a relevant measurement model, and makes an empirical analysis on the industrial selection of the foreign capital in Qingdao from three aspects of economic growth effect, industrial structure effect and ecological environment effect. The strategic target and strategic focus of the use of foreign capital in the island city, and clearly pointed out which industries should be introduced priority, which industries should be forbidden to be introduced, and to provide reference and reference for relevant departments to formulate relevant policies.
