【摘要】：一直以來(lái),貨幣都是作為現(xiàn)代經(jīng)濟(jì)學(xué)的核心概念為人所認(rèn)知,然而貨幣不僅僅是一個(gè)純經(jīng)濟(jì)學(xué)范疇,其本質(zhì)上作為社會(huì)關(guān)系的總和,證明它又是一個(gè)倫理范疇。通過(guò)信用這一經(jīng)濟(jì)倫理中介,貨幣與倫理產(chǎn)生了邏輯關(guān)聯(lián),使得貨幣在更為明確的意義上,成為了一個(gè)經(jīng)濟(jì)倫理范疇。貨幣既具有正向的倫理意義,但又存臼身演變的過(guò)程中產(chǎn)生異化。因而,倫理之于貨幣的意義一方面在于揭示其道德性,另一方面在于糾正其異化,使之重新同歸道德化。貨幣倫理是以貨幣經(jīng)濟(jì)活動(dòng)中的合理關(guān)系,以及建立這種合理關(guān)系所應(yīng)遵循的倫理準(zhǔn)則和道德規(guī)范為研究對(duì)象的,它要解決的是貨幣及其現(xiàn)象與道德之間的關(guān)系問(wèn)題。 市場(chǎng)經(jīng)濟(jì)既是信刖經(jīng)濟(jì),也是貨幣經(jīng)濟(jì),貨幣經(jīng)濟(jì)天生就具有倫理內(nèi)涵。其一,貨幣的供給.與需求作為經(jīng)濟(jì)傾向意義上的貨幣經(jīng)濟(jì)現(xiàn)象,內(nèi)在的具有道德維度。從貨幣供求的概念,到貨幣供求的理論,都不是倫理無(wú)涉的；從宏觀政府貨幣政策的利益考量、中觀企業(yè)獲利行為選擇的祛道德化、以及微觀個(gè)體心埋需求的貨幣幻象,我們可以看到貨幣供求需要進(jìn)行倫理的反思,并在此基礎(chǔ)上進(jìn)行倫邢控制。其二,貨幣的獲取了使用作為普遍意義上的貨幣行為,都應(yīng)以倫理作為必要的考量。但現(xiàn)實(shí)中不論是貨幣追求的盲目性,還是貨幣分酉己不公,抑或是權(quán)錢交易和過(guò)度消費(fèi),這些貨幣獲取和使用中的異化表現(xiàn),部需要觀念和行動(dòng)上的倫理約束與引導(dǎo)。 金融危機(jī)的爆發(fā),引發(fā)了人們對(duì)國(guó)際貨幣體系中倫理問(wèn)題的思考。國(guó)際貨幣體系有序運(yùn)行和作用發(fā)揮,應(yīng)當(dāng)以利益、競(jìng)爭(zhēng)與合作為價(jià)值基礎(chǔ)。但從經(jīng)濟(jì)倫理的角度看,它內(nèi)在的各種缺陷,包括了資本追逐利益的本性、全球公共產(chǎn)品的集體行動(dòng)困境、信用貨幣體系的不穩(wěn)定、各國(guó)貨幣地位的不平等、以及國(guó)際貨幣基金組織的責(zé)任缺位,這些都導(dǎo)致了整個(gè)國(guó)際貨幣體系的動(dòng)蕩以及國(guó)際金融危機(jī)的產(chǎn)生。對(duì)它的重新建構(gòu)也應(yīng)當(dāng)從加強(qiáng)道德監(jiān)管、打造合作協(xié)調(diào)的貨幣倫理環(huán)境、以及重塑平衡健康的國(guó)際貨幣新秩序入手。 當(dāng)現(xiàn)代社會(huì)進(jìn)入到電子貨幣時(shí)代后,貨幣的形式產(chǎn)生了前所未有的變化,在繼續(xù)執(zhí)行其基本職能,并提高貨幣經(jīng)濟(jì)效率的同時(shí),卻對(duì)社會(huì)倫理關(guān)系產(chǎn)生了極大的沖擊。道德風(fēng)險(xiǎn)以電子貨幣系統(tǒng)為屏障更為隱蔽且頻繁地發(fā)生著,網(wǎng)絡(luò)外部性帶米了個(gè)人隱私遭受沖講以及人際關(guān)系淡化后的信用危機(jī),技術(shù)的發(fā)展越米越與倫理相背離,這使得在電子貨幣時(shí)代,人們不得不通過(guò)綜合運(yùn)用技術(shù)的、法律的、倫理的手段,應(yīng)對(duì)新的挑戰(zhàn)。
[Abstract]:Money has always been recognized as the core concept of modern economics. However, money is not only a pure economic category, but also an ethical category as the sum of social relations. By means of credit as an intermediary of economic ethics, money and ethics are logically related, which makes money become a category of economic ethics in a more definite sense. Currency not only has positive ethical significance, but also produces alienation in the process of evolution. Therefore, the significance of ethics to money lies in revealing its moral character on the one hand, and correcting its alienation on the other hand, making it return to morality again. Monetary ethics focuses on the reasonable relationship in monetary economic activities and the ethical norms and moral norms that should be followed in the establishment of such a reasonable relationship. It solves the problem of the relationship between money and its phenomena and morality. The market economy is not only the economy that is believed to be cut off, but also the monetary economy, which is inherently ethical. First, the supply of money. As a monetary economic phenomenon in the sense of economic tendency, demand and demand have a moral dimension. From the concept of money supply and demand to the theory of money supply and demand, it is not ethnically irrelevant. Considering the interests of the macro government's monetary policy, the demoralization of the profit behavior choice of the mesoscopic enterprises, and the monetary illusion of the microscopic individual's heart burying the demand, We can see that money supply and demand need ethical reflection, and on this basis, Lun Xing control. Second, the acquisition and use of money as a universal monetary behavior, should take ethics as a necessary consideration. But in reality, whether it is the blindness of the pursuit of money, the unfair division of money, or the transaction and excessive consumption of power money, the dissimilation in the acquisition and use of these currencies requires ethical constraints and guidance in concept and action. The outbreak of the financial crisis has caused people to think about the ethical issues in the international monetary system. The orderly operation and function of the international monetary system should be based on interest, competition and cooperation. However, from the point of view of economic ethics, its inherent defects include the nature of capital chasing interests, the plight of collective action of global public goods, the instability of credit and monetary system, and the inequality of the monetary status of various countries. And the IMF's lack of responsibility has led to turmoil throughout the international monetary system and the emergence of the international financial crisis. The re-construction of it should start with strengthening moral supervision, creating a cooperative and coordinated monetary ethical environment, and reconstructing a balanced and healthy new international monetary order. When the modern society enters the era of electronic money, the form of money has changed unprecedented. While continuing to carry out its basic functions and improving the efficiency of monetary economy, it has had a great impact on the social ethical relationship at the same time. The moral hazard takes electronic money system as the barrier and occurs more covert and frequently. The network externality brings about the credit crisis after personal privacy is attacked and interpersonal relationship is desalinated. The development of technology is more and more contrary to ethics. In the era of electronic money, people have to deal with new challenges through the comprehensive use of technical, legal and ethical means.
