【摘要】：伴隨著知識經(jīng)濟(jì)的到來,技術(shù)進(jìn)步在經(jīng)濟(jì)增長過程中所發(fā)揮的作用不斷增強(qiáng),已成為衡量一個國家(或地區(qū))經(jīng)濟(jì)競爭力的關(guān)鍵因素。湖南省作為我國經(jīng)濟(jì)大省,其技術(shù)進(jìn)步對經(jīng)濟(jì)增長貢獻(xiàn)作用逐漸增強(qiáng),但仍然低于全國水平。由于資金是技術(shù)進(jìn)步的重要因素,而金融部門決定著資金配置方式,金融發(fā)展和支持在很大程度上決定著技術(shù)進(jìn)步的提升,因而通過研究湖南省金融發(fā)展對技術(shù)進(jìn)步支持作用,探索促進(jìn)湖南省技術(shù)進(jìn)步的金融支持體系具有重要的實際意義。 在構(gòu)建金融發(fā)展與技術(shù)進(jìn)步的評價指標(biāo)的基礎(chǔ)上,從金融中介、金融市場、金融規(guī)模、金融結(jié)構(gòu)、金融效率、全要素生產(chǎn)率、技術(shù)進(jìn)步投入和技術(shù)進(jìn)步產(chǎn)出八個方面分別對湖南省的金融發(fā)展水平與技術(shù)進(jìn)步現(xiàn)狀進(jìn)行了動態(tài)描述分析。結(jié)果表明,湖南省的金融規(guī)模發(fā)展穩(wěn)定,金融結(jié)構(gòu)近年來得到明顯改善,金融效率穩(wěn)步提升,金融中介與金融市場穩(wěn)健發(fā)展,全要素生產(chǎn)率穩(wěn)步提高,技術(shù)進(jìn)步投入水平也較高,在中部六省中排在首位,但是技術(shù)進(jìn)步的產(chǎn)出并沒有達(dá)到相應(yīng)的水平。 運用面板數(shù)據(jù)模型分別進(jìn)行了湖南省金融體系整體發(fā)展和金融中介發(fā)展、金融市場發(fā)展影響技術(shù)進(jìn)步的實證分析。實證結(jié)果表明,金融規(guī)模、金融結(jié)構(gòu)和金融效率對技術(shù)進(jìn)步的作用不一致,只有金融結(jié)構(gòu)對專利授權(quán)總數(shù)的作用顯著,但是三者對發(fā)明專利授權(quán)量均有著積極的促進(jìn)作用,對外觀設(shè)計的授權(quán)量卻都不顯著,對實用新型授權(quán)量的只有金融規(guī)模的作用顯著。金融中介對技術(shù)進(jìn)步的作用不顯著,說明金融中介的貸款過多的投向了低效率的國有企業(yè),金融市場的發(fā)展對技術(shù)進(jìn)步有著促進(jìn)作用,地方政府的財政科技支出也是技術(shù)進(jìn)步的重要推動力量。在實證分析的基礎(chǔ)上,基于區(qū)域的視角,從商業(yè)銀行改革、發(fā)展資本市場、政府財政支持、技術(shù)進(jìn)步的生態(tài)環(huán)境等方面,對如何加強(qiáng)湖南省技術(shù)進(jìn)步的金融支持給出了相應(yīng)的對策建議。
[Abstract]:With the coming of knowledge economy, technological progress plays a more and more important role in the process of economic growth, which has become the key factor to measure the economic competitiveness of a country (or region). As a major economic province in China, Hunan Province's contribution to economic growth is gradually enhanced by technological progress, but it is still lower than the national level. Because capital is an important factor of technological progress, and the financial sector determines the mode of allocation of funds, financial development and support largely determine the upgrading of technological progress, so the financial development of Hunan Province plays an important role in supporting technological progress through the study of financial development in Hunan Province. It is of great practical significance to explore the financial support system to promote the technological progress in Hunan Province. On the basis of constructing the evaluation index of financial development and technological progress, from financial intermediary, financial market, financial scale, financial structure, financial efficiency, total factor productivity, The financial development level and technological progress status of Hunan Province are described and analyzed in eight aspects: technological progress input and technological progress output. The results show that the financial scale of Hunan Province has developed steadily, the financial structure has been obviously improved in recent years, the financial efficiency has been steadily improved, the financial intermediation and financial market have developed steadily, and the total factor productivity has been steadily improved. The input level of technological progress is also relatively high, ranking first among the six central provinces, but the output of technological progress has not reached the corresponding level. The panel data model is used to analyze the overall development of Hunan financial system and the development of financial intermediation, and the influence of financial market development on technological progress. The empirical results show that the financial scale, financial structure and financial efficiency have different effects on the technological progress, only the financial structure has a significant effect on the total number of patent licenses, but all of them have a positive role in promoting the amount of invention patent license. However, the authorized amount of design is not significant, only the effect of financial scale is significant for utility model. The role of financial intermediation in technological progress is not significant, indicating that excessive loans from financial intermediaries have been directed to inefficient state-owned enterprises, and the development of financial markets has played a role in promoting technological progress. Local government expenditure on science and technology is also an important driving force for technological progress. On the basis of empirical analysis, based on the regional perspective, from the commercial bank reform, the development of capital markets, government financial support, the ecological environment of technological progress, and so on. The corresponding countermeasures and suggestions are given on how to strengthen the financial support of technological progress in Hunan Province.
