【摘要】：微型金融已經(jīng)成為國際上治理貧困的有效手段，也是我國服務(wù)“三農(nóng)”的有力工具。小額貸款公司不僅是我國微型金融商業(yè)化發(fā)展的必然結(jié)果，更是我國農(nóng)村金融體系創(chuàng)新的產(chǎn)物，服務(wù)“三農(nóng)”責(zé)無旁貸。但是，小額貸款公司的身份界定尚未明晰，其發(fā)展也面臨著諸如目標(biāo)偏離、資金來源狹窄、稅負(fù)較重等一系列的問題。研究社會績效的相關(guān)問題不僅能夠促進(jìn)我國小額貸款公司實(shí)現(xiàn)服務(wù)“三農(nóng)”社會目標(biāo)，也有利于解決小額貸款公司發(fā)展過程中的資金、管理瓶頸。 本文以我國小額貸款公司是否以及如何履行服務(wù)“三農(nóng)”的社會責(zé)任為出發(fā)點(diǎn)，定義我國小額貸款公司的社會績效目標(biāo)為服務(wù)“三農(nóng)”，借鑒國際經(jīng)驗(yàn)，選定符合我國小額貸款公司的社會績效評估指標(biāo)，運(yùn)用層次分析法確定社會績效評估指標(biāo)權(quán)重，并對我國小額貸款公司進(jìn)行社會績效評估的步驟和方法進(jìn)行詮釋。本文提出，我國小額貸款公司的社會績效評估體系包含3個維度9個標(biāo)準(zhǔn)29個指標(biāo)。該指標(biāo)體系有利于我國小額貸款公司在可持續(xù)發(fā)展的基礎(chǔ)上評估其社會責(zé)任的履行情況。 最后，本文總結(jié)了我國小額貸款公司社會績效評估體系的研究結(jié)論，認(rèn)為社會績效評估體系的完善，需要確定社會績效評估的主體以及實(shí)現(xiàn)形式，還應(yīng)從企業(yè)和政府政策著手，，搭建信息平臺、放松政策環(huán)境，提高我國小額貸款公司信息透明度。
[Abstract]:Microfinance has become an effective means to control poverty in the world and a powerful tool to serve agriculture, countryside and farmers in China. Microfinance companies are not only the inevitable result of the commercialization of micro-finance in China, but also the product of innovation of rural financial system in China. However, the definition of the identity of microfinance companies is not clear, its development also faces a series of problems such as deviation of target, narrow source of funds, heavy tax burden and so on. The research on social performance can not only promote the micro-loan companies to realize the social goal of serving agriculture, rural areas and farmers, but also help to solve the fund and management bottleneck in the process of the development of micro-credit companies. Based on whether and how to fulfill the social responsibility of serving "agriculture, countryside and farmers", this paper defines the social performance target of Chinese microfinance companies as the service of "agriculture, countryside and farmers", and draws lessons from international experience. This paper selects the social performance evaluation index which accords with the micro-credit company of our country, uses the analytic hierarchy process to determine the weight of the social performance evaluation index, and interprets the steps and methods of the social performance evaluation of the micro-credit company in our country. This paper proposes that the social performance evaluation system of micro-credit companies in China includes 9 criteria and 29 indicators in 3 dimensions. This index system is helpful to evaluate the social responsibility of microfinance companies on the basis of sustainable development. Finally, this paper summarizes the research conclusions of the social performance evaluation system of micro-credit companies in China, and thinks that the improvement of the social performance evaluation system needs to determine the main body and the form of social performance evaluation, and should start with the policies of enterprises and governments. Build the information platform, relax the policy environment, improve the information transparency of China's microfinance companies.
