【摘要】：外匯儲備是國際貨幣體系的核心，也是國際金融領域的重要組成部分。它關系到各國調(diào)節(jié)國際收支和穩(wěn)定匯率的能力，一直受到國際金融機構(gòu)和各國政府的高度關注。充足的外匯儲備表明一國擁有足夠的干預外匯市場和維持匯價的能力；然而一國外匯儲備規(guī)模過大，往往會減弱經(jīng)濟政策的效果，，對經(jīng)濟發(fā)展產(chǎn)生一定的阻礙作用。因此適度規(guī)模的外匯儲備對維持一個國家的經(jīng)濟穩(wěn)定至關重要。 中國自1994年多次外匯體制改革后，外匯儲備增長迅速，截至2010年年末外匯儲備規(guī)模達到28473億美元，位居世界前列。中國如何保持適度外匯儲備規(guī)模，外匯儲備適度規(guī)模如何確定，如何安全的以及有效地管理如此龐大的外匯儲備已成為外匯儲備總量管理的重要內(nèi)容。 本文是以外匯儲備適度規(guī)模為研究對象，從外匯儲備規(guī)模的基本理論入手，研究當前中國外匯儲備適度規(guī)模的確定，并為如何加強外匯儲備管理獻計獻策。論文首先確立了外匯儲備適度規(guī)模的含義，繼而介紹了中國外匯儲備的基本情況，并對其快速增長的原因、及對宏觀經(jīng)濟的影響進行了分析。隨后以外匯儲備的需求為出發(fā)點，通過對直接影響因素的量化處理，構(gòu)建出界定外匯儲備適度規(guī)模的方程，對1994-2008年中國的外匯儲備進行實證分析，分析結(jié)果表明：近幾年來中國的外匯儲備規(guī)模偏大。最后，指出了目前在外匯管理過程中存在的問題，并建議在當前國際金融危機的影響尚未結(jié)束的情況下，盡管外匯儲備的規(guī)模偏大，仍不宜使用過激的措施調(diào)整外匯儲備規(guī)模，而應從合理安排超額部分、深化外匯管理體制改革、推進人民幣匯率形成機制改革、提高外匯儲備的變現(xiàn)能力和強化外部監(jiān)督等幾個方面，強化外匯儲備的規(guī)模管理。
[Abstract]:Foreign exchange reserves are the core of the international monetary system and an important part of the international financial field. It is related to the ability of countries to adjust the balance of payments and stabilize the exchange rate, and has been highly concerned by international financial institutions and governments. Sufficient foreign exchange reserves show that a country has enough ability to intervene in foreign exchange market and maintain exchange rate. However, if a country's foreign exchange reserve is too large, it will weaken the effect of economic policy and hinder the economic development to a certain extent. Therefore, a moderate size of foreign exchange reserves is essential to maintain a country's economic stability. Since the reform of the foreign exchange system in 1994, China's foreign exchange reserves have grown rapidly. By the end of 2010, the scale of foreign exchange reserves had reached 2.8473 trillion US dollars, ranking among the top in the world. How to maintain the appropriate scale of foreign exchange reserves, how to determine the appropriate scale of foreign exchange reserves, and how to manage such huge foreign exchange reserves safely and effectively have become an important part of the total foreign exchange reserve management. This paper takes the appropriate scale of foreign exchange reserve as the research object, starting with the basic theory of the scale of foreign exchange reserve, studies the determination of the appropriate scale of China's foreign exchange reserve at present, and makes suggestions on how to strengthen the management of foreign exchange reserve. This paper first establishes the meaning of the moderate scale of foreign exchange reserves, then introduces the basic situation of China's foreign exchange reserves, and analyzes the reasons for its rapid growth and its impact on the macro economy. Then, taking the demand of foreign exchange reserve as the starting point, through the quantitative treatment of the direct influencing factors, the paper constructs the equation to define the appropriate scale of foreign exchange reserve, and makes an empirical analysis of China's foreign exchange reserve from 1994 to 2008. The results show that the scale of China's foreign exchange reserves is on the large side in recent years. Finally, the paper points out the existing problems in the process of foreign exchange management, and suggests that, while the impact of the current international financial crisis is not over, it is not appropriate to use drastic measures to adjust the size of foreign exchange reserves, although the scale of foreign exchange reserves is too large. In order to strengthen the scale management of foreign exchange reserve, we should arrange the excess part reasonably, deepen the reform of foreign exchange management system, push forward the reform of RMB exchange rate formation mechanism, improve the ability of realizing foreign exchange reserve and strengthen external supervision.
