國(guó)有投資公司推進(jìn)城鄉(xiāng)一體化發(fā)展戰(zhàn)略與投資運(yùn)營(yíng)模式研究

【摘要】:從許多國(guó)家的城鄉(xiāng)發(fā)展軌跡可以看出,城市與農(nóng)村經(jīng)濟(jì)社會(huì)發(fā)展的基調(diào)與主線:由一體到分離,再由分離到融合。具體可以表述為鄉(xiāng)育城市——城鄉(xiāng)分離——城鄉(xiāng)對(duì)立——城鄉(xiāng)融合。黨十七屆三中全會(huì)審議通過(guò)的《中共中央關(guān)于推進(jìn)農(nóng)村改革發(fā)展若干重大問(wèn)題的決定》明確指出“我國(guó)總體上已進(jìn)入以工促農(nóng)、以城帶鄉(xiāng)的發(fā)展階段,進(jìn)入加快改造傳統(tǒng)農(nóng)業(yè)、走中國(guó)特色農(nóng)業(yè)現(xiàn)代化道路的關(guān)鍵時(shí)刻,進(jìn)入著力破除城鄉(xiāng)二元結(jié)構(gòu)、形成城鄉(xiāng)經(jīng)濟(jì)社會(huì)發(fā)展一體化新格局的重要時(shí)期”。城鄉(xiāng)一體化發(fā)展是我國(guó)當(dāng)前面臨的重要課題,國(guó)有投資公司的性質(zhì)和功能定位使得其在推動(dòng)城鄉(xiāng)一體化方面具有特殊的不可替代的作用。 國(guó)有投資公司是具有政府出資人身份,以貫徹政府公共職能為核心目的,主要從事基礎(chǔ)設(shè)施、基礎(chǔ)產(chǎn)業(yè)和部分支柱產(chǎn)業(yè)投資的國(guó)有資產(chǎn)投資主體和經(jīng)營(yíng)主體。不同于一般性投資公司,國(guó)有投資公司的股東是政府,它既是執(zhí)行政府職能的組織,又具有企業(yè)的性質(zhì),因此,其經(jīng)營(yíng)運(yùn)作應(yīng)當(dāng)以股東意志為主,在市場(chǎng)經(jīng)濟(jì)條件下,貫徹落實(shí)政府意圖,從事一般性投資公司不愿從事的公共基礎(chǔ)設(shè)施等外部性強(qiáng)的項(xiàng)目。同時(shí),作為一個(gè)公司,若無(wú)效益考核,公司的運(yùn)作績(jī)效將難以衡量,沒(méi)有利潤(rùn),公司的可持續(xù)經(jīng)營(yíng)更無(wú)從談起,因此,政府性投資公司的盈利性也不容忽視,只是這里的盈利不僅指貨幣收益,而且還指社會(huì)收益。應(yīng)當(dāng)在保證其公共職能的前提下,追求一定水平的貨幣收益。正是這種公益性與盈利性并存的雙重性質(zhì)使得國(guó)有投資公司與城鄉(xiāng)一體化建設(shè)可以緊密的結(jié)合在一起。 通過(guò)對(duì)大量案例的比較分析,可以歸納出國(guó)有投資公司推進(jìn)城鄉(xiāng)一體化發(fā)展的戰(zhàn)略目標(biāo)主要有以下幾點(diǎn):一是要實(shí)現(xiàn)由目前以城市經(jīng)濟(jì)社會(huì)發(fā)展建設(shè)項(xiàng)目為主向小城鎮(zhèn)發(fā)展、新農(nóng)村建設(shè)項(xiàng)目發(fā)展、城鄉(xiāng)兼顧并重的戰(zhàn)略轉(zhuǎn)型;二是要逐步形成較完善的推動(dòng)城鄉(xiāng)一體化發(fā)展的組織體系、工作機(jī)制和運(yùn)作平臺(tái);三是要形成推動(dòng)城鄉(xiāng)一體化發(fā)展的主攻領(lǐng)域和業(yè)務(wù)板塊;四是要逐步形成國(guó)有投資公司推動(dòng)城鄉(xiāng)一體化發(fā)展的投融資運(yùn)作模式;五是各級(jí)政府要建立健全支持國(guó)有投資公司參與城鄉(xiāng)一體化建設(shè)的體制機(jī)制和政策保障體系;六是所在區(qū)域特別是在城鎮(zhèn)、鄉(xiāng)村中形成支持國(guó)有投資公司參與推動(dòng)城鄉(xiāng)一體化發(fā)展的環(huán)境與氛圍。國(guó)有投資公司在推進(jìn)城鄉(xiāng)一體化過(guò)程中,其戰(zhàn)略重點(diǎn)應(yīng)當(dāng)圍繞進(jìn)一步深化市域城鄉(xiāng)空間一體化規(guī)劃,以市域基礎(chǔ)設(shè)施協(xié)調(diào)發(fā)展、市域公共服務(wù)設(shè)施資源共享等重心,以強(qiáng)化中心城市、次中心城市為目標(biāo),以改善和提高農(nóng)村居住和生產(chǎn)條件為基礎(chǔ),通過(guò)投資公司的項(xiàng)目的示范效應(yīng)和帶動(dòng)作用,重點(diǎn)推進(jìn)“三個(gè)集中”,即工業(yè)向園區(qū)集中、農(nóng)民向城鎮(zhèn)集中、土地向規(guī)模經(jīng)營(yíng)集中。 通過(guò)對(duì)國(guó)有投資公司在基礎(chǔ)設(shè)施建設(shè)、金融產(chǎn)業(yè)、政策性產(chǎn)業(yè)、競(jìng)爭(zhēng)性產(chǎn)業(yè)等方面的投資運(yùn)營(yíng)模式進(jìn)行案例分析和比較分析,結(jié)合城鄉(xiāng)一體化發(fā)展的投資需求現(xiàn)狀,可以歸納出,國(guó)有投資公司推進(jìn)城鄉(xiāng)一體化發(fā)展的投資運(yùn)營(yíng)模式主要包括:城鄉(xiāng)基礎(chǔ)設(shè)施項(xiàng)目投資運(yùn)營(yíng)模式、城鄉(xiāng)結(jié)合部園區(qū)建設(shè)投資運(yùn)營(yíng)模式、城鄉(xiāng)工業(yè)聯(lián)動(dòng)發(fā)展投資運(yùn)營(yíng)模式和農(nóng)業(yè)產(chǎn)業(yè)化項(xiàng)目投資運(yùn)營(yíng)模式。其中,每一種模式又分為幾種具體的實(shí)施模式。據(jù)此,可以建立國(guó)有投資公司推進(jìn)城鄉(xiāng)一體化發(fā)展的投資運(yùn)營(yíng)結(jié)構(gòu)模型,該模型可以解釋為:政府通過(guò)制定政策支持體系、編制規(guī)劃、發(fā)布項(xiàng)目指引和資產(chǎn)資源注入等方式,推動(dòng)政府投資公司從事公益性項(xiàng)目和經(jīng)營(yíng)性項(xiàng)目投融資和建設(shè)運(yùn)營(yíng),所得收益通過(guò)國(guó)有資本經(jīng)營(yíng)預(yù)算渠道上繳政府,政府再通過(guò)資產(chǎn)資源注入的方式,支持幫助政府投資公司的兩個(gè)平臺(tái)從事新項(xiàng)目的開(kāi)發(fā)建設(shè),實(shí)現(xiàn)良性互動(dòng)、循環(huán)發(fā)展,進(jìn)而縮小城鄉(xiāng)差距,促進(jìn)城鄉(xiāng)一體化。 國(guó)有投資公司推進(jìn)城鄉(xiāng)一體化發(fā)展投資運(yùn)營(yíng)模型的實(shí)施需要相應(yīng)的保障措施。首先,國(guó)有投資公司自身應(yīng)當(dāng)進(jìn)行功能調(diào)整和體制創(chuàng)新;其次,各級(jí)政府應(yīng)當(dāng)制定相關(guān)支持政策,改革國(guó)有投資公司的考核體系,將企業(yè)的公益性指標(biāo)與盈利性指標(biāo)結(jié)合起來(lái)考慮;最后,調(diào)整與完善政府職能,政府應(yīng)統(tǒng)籌城鄉(xiāng)資源配置與要素流動(dòng)、協(xié)調(diào)城鄉(xiāng)發(fā)展規(guī)劃、創(chuàng)新城鄉(xiāng)一體化發(fā)展環(huán)境。
[Abstract]:From the track of urban and rural development in many countries , it can be seen that the basic and main lines of urban and rural economic and social development : from one body to the separation and from separation to fusion .
State - owned investment company is a kind of state - owned asset investment subject and operation subject , which has the status of government ' s investor , mainly engages in infrastructure , basic industries and some pillar industries . It is not only the organization of government function but also the nature of the enterprise .
Through the comparative analysis of a large number of cases , it is possible to conclude the strategic objectives of the development of urban and rural integration by investing companies abroad . One is to realize the strategic transformation from the current development of urban and social development to the development of small towns , the development of new rural construction projects , and the equal emphasis of both urban and rural development ;
Second , it is necessary to gradually form a perfect organization system , working mechanism and operation platform for promoting the development of urban and rural integration ;
The third is to form the main areas of attack and the business sector that promote the development of urban and rural integration ;
Fourth , to gradually form the mode of investment and financing operation of state - owned investment companies to promote the development of urban and rural integration ;
Fifth , the governments at all levels should establish and perfect the institutional mechanism and the policy safeguard system to support the participation of state - owned investment companies in urban and rural integration construction ;
In the process of promoting the integration of urban and rural areas , state - owned investment companies should focus on further deepening the urban and rural integration planning , coordinating the development of city - domain infrastructure and sharing the resources of public service facilities in the city .
By analyzing and analyzing the investment operation mode of state - owned investment company in infrastructure construction , financial industry , policy industry , competitive industry , etc . , it can be concluded that the investment operation mode of the state - owned investment company to promote the development of urban and rural integration includes : investment operation mode of urban and rural infrastructure project , investment operation mode of urban and rural integration park , investment operation mode of urban and rural industrial linkage development investment operation mode and investment operation mode of agricultural industrialization project .
At first , state - owned investment companies should carry out functional adjustment and institutional innovation .
Secondly , governments at all levels should formulate relevant supporting policies , reform the appraisal system of state - owned investment companies , and combine the public welfare indicators and profit - profit indicators of enterprises ;
Finally , adjust and perfect the government function , the government should co - ordinate the urban and rural resource allocation and the element flow , coordinate the urban and rural development planning , innovate the urban and rural integration development environment .
