【摘要】：黨的十六屆五中全會(huì)首次將建設(shè)社會(huì)主義新農(nóng)村確定為我國(guó)現(xiàn)代化進(jìn)程中的重大歷史任務(wù)。建設(shè)新農(nóng)村是億萬(wàn)中國(guó)農(nóng)民的殷切期望,是黨和政府的奮斗目標(biāo),是全面建設(shè)小康社會(huì)的偉大實(shí)踐。在黨中央、國(guó)務(wù)院的正確領(lǐng)導(dǎo)下,在江西省委、省政府的統(tǒng)一部署下,江西各地進(jìn)行了建設(shè)社會(huì)主義新農(nóng)村的實(shí)踐探索,取得了一定的成效。然而,由于社會(huì)主義新農(nóng)村建設(shè)是一項(xiàng)長(zhǎng)期性的巨大工程,需要大量的資金投入,而江西屬于欠發(fā)達(dá)地區(qū),財(cái)政收入有限,新農(nóng)村建設(shè)資金投入存在較大的缺口,一定程度上阻礙了新農(nóng)村建設(shè)。 一直以來(lái),農(nóng)業(yè)、農(nóng)村和農(nóng)民問(wèn)題是江西經(jīng)濟(jì)社會(huì)發(fā)展過(guò)程中較為突出的問(wèn)題,其解決與否直接接關(guān)系到江西省新農(nóng)村建設(shè)以及全面小康社會(huì)的能否實(shí)現(xiàn),因此,江西新農(nóng)村建設(shè)對(duì)于江西“科學(xué)崛起、綠色發(fā)展、進(jìn)位趕超”意義重大。新農(nóng)村建設(shè)的根本任務(wù)是加快農(nóng)村經(jīng)濟(jì)發(fā)展、促進(jìn)農(nóng)民持續(xù)增收。但當(dāng)前江西新農(nóng)村建設(shè)所需金融資金存在較大缺口,金融支持新農(nóng)村建設(shè)還存在許多實(shí)際困難和突出問(wèn)題。圍繞這一系列問(wèn)題開(kāi)展江西新農(nóng)村建設(shè)資金需求、江西農(nóng)村金融支持的現(xiàn)狀、農(nóng)村金融機(jī)構(gòu)服務(wù)能力及如何完善金融支持的研究,使之更好地服務(wù)于新農(nóng)村建設(shè),將極具現(xiàn)實(shí)意義。 本文正是以江西省贛州市的新農(nóng)村建設(shè)為研究對(duì)象,運(yùn)用定性分析和定量分析相結(jié)合的方法。首先,從贛州市的新農(nóng)村建設(shè)金融支持的現(xiàn)狀入手,分析出贛州市金融支持的現(xiàn)狀、特點(diǎn)。其次,從贛州市新農(nóng)村建設(shè)的資金需求為切入點(diǎn),分析出了贛州市新農(nóng)村建設(shè)資金需求巨大、金融需求多樣化等特點(diǎn)。接著,深入剖析贛州金融支持存在的問(wèn)題,指出農(nóng)村金融主體供給能力不足、農(nóng)村資金外流嚴(yán)重、農(nóng)業(yè)保險(xiǎn)發(fā)展緩慢等問(wèn)題,并結(jié)合贛州市的實(shí)際情況客觀分析原因,得出農(nóng)業(yè)及農(nóng)村經(jīng)濟(jì)的自然特點(diǎn)限制、現(xiàn)行的農(nóng)村金融體制制約著金融支持作用的發(fā)揮、農(nóng)村金融生態(tài)環(huán)境較差等原因。最后,基于上述分析,提出了健全農(nóng)村金融體系、創(chuàng)新金融服務(wù)方式,加強(qiáng)農(nóng)村信用體系建設(shè)、完善風(fēng)險(xiǎn)防患機(jī)制,完善農(nóng)村保險(xiǎn)保障體系、創(chuàng)新金融擔(dān)保方式,加大統(tǒng)籌協(xié)調(diào)力度、健全法律保障體系等一系列加大江西新農(nóng)村建設(shè)金融支持力度的對(duì)策建議,力求為政府宏觀決策提供依據(jù),為贛州市新農(nóng)村建設(shè)建言獻(xiàn)策。
[Abstract]:The Fifth Plenary session of the 16th CPC Central Committee for the first time identified the construction of a new socialist countryside as a major historical task in the process of modernization of our country. Building a new countryside is the earnest expectation of hundreds of millions of Chinese farmers, the goal of the Party and the government, and the great practice of building a well-off society in an all-round way. Under the correct leadership of the Party Central Committee and the State Council, under the unified arrangement of the Jiangxi Provincial Party Committee and the provincial government, various localities in Jiangxi have carried out practical exploration of building a new socialist countryside and achieved certain results. However, because the construction of the new socialist countryside is a long-term huge project, it needs a lot of capital investment. However, Jiangxi belongs to the underdeveloped areas, and the financial income is limited, so there is a big gap in the capital input for the new rural construction. To some extent, hinders the construction of new countryside. The problems of agriculture, rural areas and farmers have always been prominent problems in the process of economic and social development in Jiangxi Province, and whether their solution is directly related to the construction of new rural areas in Jiangxi Province and the realization of a well-off society in an all-round way, therefore, Jiangxi's new rural construction is of great significance to Jiangxi's "scientific rise, green development and carry-over". The basic task of new rural construction is to speed up the development of rural economy and promote farmers'sustained income increase. However, there is a big gap in the financial funds needed for the construction of the new countryside in Jiangxi at present, and there are still many practical difficulties and outstanding problems in the financial support of the construction of the new countryside. Focusing on this series of problems, the paper carries out the research on the capital demand of Jiangxi's new rural construction, the present situation of Jiangxi's rural financial support, the service capacity of rural financial institutions and how to improve the financial support, so as to make it better serve the new rural construction. Will be of great practical significance. This paper takes the construction of new countryside in Ganzhou City of Jiangxi Province as the research object and combines qualitative analysis with quantitative analysis. First of all, from the Ganzhou new rural construction financial support status quo, analysis Ganzhou financial support status quo, characteristics. Secondly, from the new rural construction of Ganzhou as the starting point of capital demand, the paper analyzes the characteristics of Ganzhou new rural construction capital demand is huge, financial demand diversification and so on. Then, it deeply analyzes the problems existing in Ganzhou's financial support, points out that the supply capacity of rural financial main body is insufficient, the rural capital outflow is serious, and the development of agricultural insurance is slow, and analyzes the reasons objectively combined with the actual situation of Ganzhou City. It is concluded that the natural characteristics of agriculture and rural economy, the current rural financial system restricts the role of financial support, the rural financial ecological environment is poor, and so on. Finally, based on the above analysis, the paper puts forward to perfect the rural financial system, innovate the way of financial service, strengthen the construction of rural credit system, perfect the risk prevention mechanism, perfect the rural insurance security system, and innovate the financial guarantee mode. A series of countermeasures and suggestions to strengthen the financial support for Jiangxi's new rural construction are put forward in order to provide the basis for the government's macro decision and to offer suggestions for the construction of the new countryside in Ganzhou.
