【摘要】：本文通過分析中國知識產(chǎn)權(quán)局2008到2012年近20余個城市3000多件增長趨勢,同時進(jìn)一步比較各地專利權(quán)質(zhì)押制度中最核心的專利權(quán)質(zhì)押企業(yè)(出質(zhì)人)資質(zhì)、出質(zhì)專利要求、專利權(quán)質(zhì)押利率、專利權(quán)質(zhì)押期限、政府貼息再擔(dān)保等核心條款進(jìn)行初步研究得出有效的專利權(quán)質(zhì)押條款是促使地方專利權(quán)質(zhì)押制度創(chuàng)新績效發(fā)展的核心和關(guān)鍵因素。
[Abstract]:By analyzing the growth trend of more than 3000 items in more than 20 cities from 2008 to 2012, this paper further compares the qualifications of the most core patent pledge enterprises (the pledge holders) and the patent pledge requirements in various places. The core terms of patent pledge interest rate, patent pledge term, government discount interest reguarantee and so on are studied preliminarily. It is concluded that effective patent pledge clause is the core and key factor to promote the innovation and development of local patent pledge system.
