中國農(nóng)村金融制度績(jī)效與問題研究

【摘要】:本文首先介紹了與研究相關(guān)的制度變遷理論、制度績(jī)效理論、金融發(fā)展理論;然后,對(duì)中國農(nóng)村金融制度績(jī)效進(jìn)行了理論分析,重點(diǎn)界定了中國農(nóng)村金融制度績(jī)效的內(nèi)涵,同時(shí)構(gòu)建了中國農(nóng)村金融制度績(jī)效評(píng)價(jià)的基本框架;接著,通過實(shí)證分析從定性和定量?jī)蓚(gè)方面對(duì)中國農(nóng)村金融制度績(jī)效進(jìn)行了評(píng)價(jià),并對(duì)我國農(nóng)村金融制度存在的問題進(jìn)行了診斷;最后討論了我國農(nóng)村金融制度問題的根源及其影響,并給出了相關(guān)政策建議。 1.研究結(jié)論 (1)以農(nóng)村金融與農(nóng)村經(jīng)濟(jì)發(fā)展的協(xié)調(diào)性為視角定性分析中國農(nóng)村金融制度績(jī)效,結(jié)果表明由于我國農(nóng)村金融與農(nóng)村經(jīng)濟(jì)制度變遷模式在實(shí)踐、結(jié)構(gòu)以及相互影響上的不協(xié)調(diào),導(dǎo)致中國農(nóng)村金融制度績(jī)效低下,農(nóng)村金融長(zhǎng)期處于制度抑制狀態(tài),,中國農(nóng)村金融與農(nóng)村經(jīng)濟(jì)的發(fā)展也長(zhǎng)期不協(xié)調(diào)。 (2)運(yùn)用隨機(jī)前沿分析方法對(duì)我國農(nóng)村金融制度績(jī)效進(jìn)行定量分析,實(shí)證結(jié)果顯示1986年-2009年以來我國農(nóng)村金融制度績(jī)效總體水平不高,但呈逐年增長(zhǎng)趨勢(shì);同時(shí)我國農(nóng)村金融制度績(jī)效表現(xiàn)出明顯的區(qū)域差異,東部地區(qū)高于中部地區(qū)高于西部地區(qū)。 (3)當(dāng)前我國農(nóng)村金融制度安排下大量農(nóng)村資金流向城市,農(nóng)村金融組織體系不完善,“三農(nóng)”服務(wù)嚴(yán)重不足,農(nóng)村金融制度安排未能對(duì)現(xiàn)代農(nóng)村經(jīng)濟(jì)發(fā)展起到促進(jìn)作用。這是因?yàn)楫?dāng)前的農(nóng)村金融制度還存在許多問題,具體來講包括:政府主導(dǎo)農(nóng)村金融制度變遷;農(nóng)村金融制度供求矛盾突出;農(nóng)村金融制度重宏觀輕微觀;農(nóng)村金融制度創(chuàng)新動(dòng)力不足;農(nóng)村金融制度的普惠性缺乏。 (4)中國經(jīng)濟(jì)的城鄉(xiāng)二元結(jié)構(gòu)以及土地家庭聯(lián)產(chǎn)承包制度造成了我國農(nóng)村金融抑制,嚴(yán)重阻礙中國農(nóng)村金融的發(fā)展。農(nóng)村金融體系的不完善又導(dǎo)致了中國農(nóng)村金融資源開發(fā)滯后,加劇農(nóng)村金融供給的緊張。這些都使得農(nóng)村金融制度績(jī)效低下,問題重重,嚴(yán)重阻礙農(nóng)村經(jīng)濟(jì)的發(fā)展。 2.政策建議 (1)充分調(diào)動(dòng)農(nóng)村微觀主體的主動(dòng)性。在制度改革中從我國農(nóng)村正規(guī)金融制度和非正規(guī)金融制度兩方面著手充分調(diào)動(dòng)農(nóng)村微觀主體的主動(dòng)性,不斷改善我國農(nóng)村金融制度失衡、金融二元化的狀況。 (2)強(qiáng)化農(nóng)村金融機(jī)構(gòu)對(duì)“三農(nóng)”的服務(wù)力度。通過深化農(nóng)村信用社改革、科學(xué)合理的定位農(nóng)業(yè)發(fā)展銀行、讓中國農(nóng)業(yè)銀行以回歸“三農(nóng)”為己任、完善郵政儲(chǔ)蓄體系保證農(nóng)村資金回流等方式強(qiáng)化農(nóng)村金融機(jī)構(gòu)對(duì)“三農(nóng)”的服務(wù)力度。 (3)優(yōu)化農(nóng)村金融資源配置結(jié)構(gòu)。改善農(nóng)村金融環(huán)境,間接引導(dǎo)農(nóng)村金融機(jī)構(gòu)加大對(duì)農(nóng)村經(jīng)濟(jì)的投入;優(yōu)化財(cái)政支農(nóng)結(jié)構(gòu),完善財(cái)政支農(nóng)政策體系,穩(wěn)步增加財(cái)政資金對(duì)農(nóng)業(yè)的投入;充分發(fā)揮農(nóng)村固定資產(chǎn)在農(nóng)民增收方面的積極作用,保持農(nóng)村固定資產(chǎn)投資較快增長(zhǎng)。 (4)加強(qiáng)農(nóng)村金融制度運(yùn)行中的政策扶持。農(nóng)村金融制度的運(yùn)行中財(cái)政政策的配合十分重要,具體來講,可以向金融機(jī)構(gòu)注入資金,擴(kuò)大持股比例,以改善金融機(jī)構(gòu)的資本金狀況;為金融機(jī)構(gòu)剝離不良資產(chǎn)提供幫助;為改變金融機(jī)構(gòu)呆賬準(zhǔn)備金提取比率和呆賬核銷辦法制定相關(guān)政策;建立貸款擔(dān);鸬取
[Abstract]:This paper first introduces the theory of institutional change related to the research, the theory of institutional performance and the theory of financial development; then, the theoretical analysis of the performance of China's rural financial system is carried out, and the connotation of the performance of the rural financial system in China is defined, and the basic framework of the performance evaluation of the rural financial system in China is constructed; then, through the analysis, the basic framework of the performance evaluation of China's rural financial system is constructed. The empirical analysis of China's rural financial system performance is evaluated from two aspects of qualitative and quantitative aspects, and the problems existing in the rural financial system in China are diagnosed. Finally, the root and influence of the rural financial system in China are discussed, and some relevant policy suggestions are given.
1. research conclusions
(1) qualitative analysis of the performance of rural financial system in China based on the coordination of rural finance and rural economic development. The result shows that the incoordination between rural financial and rural economic system changes in practice, structure and mutual influence leads to low performance of the rural financial system in China, and the rural finance is under system restraint for a long time. The development of rural finance and rural economy in China has also been out of tune for a long time.
(2) the quantitative analysis of the performance of rural financial system in China using random frontier analysis method, the empirical results show that the overall level of rural financial system performance in China since -2009 1986 is not high, but it is increasing year by year; meanwhile, the performance of rural financial system in China shows obvious regional differences, the eastern region is higher than the central region. It's higher than the western region.
(3) under the current rural financial system, a large number of rural capital flows to the city, the rural financial organization system is not perfect, the "three rural" services are seriously inadequate, and the rural financial system has not played a role in promoting the development of modern rural economy. This is because the current rural financial system still has many problems, specifically including politics. The government dominated rural financial system changes; the contradiction between supply and demand of rural financial system is prominent; the rural financial system is heavy and microcosmic; the innovation motive of rural financial system is insufficient; the rural financial system is poor.
(4) the two yuan structure of urban and rural areas in China and the system of land and family contract contract have caused the rural financial restraint in China, which seriously impede the development of rural finance in China. The imperfect rural financial system has led to the lagging of the development of rural financial resources and the intensification of the supply of rural finance. All these make the performance of the rural financial system. Low and heavy problems seriously hamper the development of rural economy.
2. policy recommendations
(1) fully mobilize the initiative of the rural micro body. In the system reform, we should fully mobilize the initiative of the rural microcosmic main body from the two aspects of the rural formal financial system and the informal financial system, and constantly improve the imbalance of the rural financial system and the two yuan financial situation in the rural areas.
(2) strengthen the service of rural financial institutions to "three rural". Through deepening the reform of rural credit cooperatives, scientifically and rationally positioning the Agricultural Development Bank, the Agricultural Bank of China will return to the "three rural" as its own task, and improve the postal savings system to ensure the reflux of rural funds and other ways to strengthen the service of rural financial institutions to the "three rural".
(3) optimize the allocation structure of rural financial resources, improve the rural financial environment, direct the rural financial institutions to increase the investment in the rural economy, optimize the structure of the financial support for agriculture, improve the financial support for agriculture policy system, steadily increase the investment of the financial funds to agriculture, and give full play to the positive role of the rural fixed assets in the farmers' income increase. The investment in rural fixed assets has increased rapidly.
(4) to strengthen the policy support in the operation of the rural financial system. The coordination of the financial policies in the operation of the rural financial system is very important. In particular, it can inject funds into the financial institutions, expand the share proportion, improve the capital status of the financial institutions, and provide help for the financial institutions to peel off the non-performing assets; and to change the bad debts of the financial institutions. The reserve ratio and the write off method of bad debts have formulated relevant policies, and loan guarantee funds have been set up.
