我國(guó)網(wǎng)上銀行發(fā)展對(duì)策研究

【摘要】:網(wǎng)上銀行的產(chǎn)生始于20世紀(jì)90年代,它是電子商務(wù)在金融領(lǐng)域最具突破性的應(yīng)用,網(wǎng)上銀行同時(shí)也是互聯(lián)網(wǎng)和電子商務(wù)發(fā)展和變革的產(chǎn)物,現(xiàn)已成為最新穎的金融服務(wù)方式。在我國(guó),網(wǎng)上銀行已經(jīng)逐漸成為商業(yè)銀行提高競(jìng)爭(zhēng)能力、吸引客戶(hù)、提高服務(wù)質(zhì)量、拓寬市場(chǎng)、尋求新的發(fā)展方向的最好選擇。網(wǎng)上銀行的迅速發(fā)展對(duì)于我國(guó)銀行業(yè)起著巨大的推動(dòng)作用,但同時(shí)其在發(fā)展過(guò)程中也暴露出了亟待解決的問(wèn)題。本文在進(jìn)行了大量的實(shí)證研究的基礎(chǔ)上,對(duì)國(guó)內(nèi)外網(wǎng)上銀行現(xiàn)狀的進(jìn)行系統(tǒng)的分析,總結(jié)出了我國(guó)我國(guó)網(wǎng)上銀行存在的諸多問(wèn)題,并提出了相應(yīng)的政策建議。本文共分為五部分。 第一部分分析了論文的選題背景和研究意義,介紹了國(guó)內(nèi)外學(xué)者對(duì)網(wǎng)上銀行的研究情況,概括了本文的研究思路以及論文的創(chuàng)新與不足之處。 第二部分介紹了網(wǎng)上銀行的概念、優(yōu)勢(shì)和業(yè)務(wù)范圍。網(wǎng)上銀行的概念主要分為廣義和狹義兩種,本文所采用的是狹義概念;網(wǎng)上銀行的優(yōu)勢(shì),主要包括低成本、高利潤(rùn)、空間靈活、提供個(gè)性化服務(wù)等;網(wǎng)上銀行的業(yè)務(wù)范圍,涵蓋了信息服務(wù)、個(gè)人客戶(hù)業(yè)務(wù)和公司業(yè)務(wù)三大類(lèi)。 第三部分闡述了國(guó)內(nèi)外網(wǎng)上銀行發(fā)展現(xiàn)狀及戰(zhàn)略。首先,分析了歐美國(guó)家、日本、韓國(guó)等網(wǎng)上銀行現(xiàn)今的發(fā)展情況;其次,探討了我國(guó)網(wǎng)上銀行的發(fā)展歷程、呈現(xiàn)的特點(diǎn)、提供的服務(wù)產(chǎn)品、客戶(hù)對(duì)網(wǎng)上銀行的選擇情況及覆蓋范圍等;再次,概括了西方國(guó)家網(wǎng)上銀行發(fā)展過(guò)程中采用的戰(zhàn)略,如:傳統(tǒng)業(yè)務(wù)在互聯(lián)網(wǎng)上的擴(kuò)張、網(wǎng)上銀行服務(wù)范圍的擴(kuò)張、并購(gòu)等;最后,在上述分析的基礎(chǔ)上總結(jié)出了值得我國(guó)網(wǎng)上銀行借鑒的經(jīng)驗(yàn),主要包括:傳統(tǒng)銀行與網(wǎng)上銀行相結(jié)合的模式繼續(xù)作為發(fā)展的主流,網(wǎng)上銀行應(yīng)把并購(gòu)和合作作為其發(fā)展的重要途徑,中小銀行應(yīng)更加重視特色化服務(wù),網(wǎng)上銀行服務(wù)產(chǎn)品應(yīng)追求多元化。 第四部分提出了我國(guó)網(wǎng)上銀行發(fā)展過(guò)程中主要存在的問(wèn)題。主要包括網(wǎng)上銀行相關(guān)法律的缺失,網(wǎng)上銀行面臨的技術(shù)風(fēng)險(xiǎn)和信用風(fēng)險(xiǎn)問(wèn)題以及由于互聯(lián)網(wǎng)技術(shù)的復(fù)雜性、網(wǎng)上銀行經(jīng)營(yíng)的跨地域性所引起的特殊監(jiān)管問(wèn)題。 第五部分針對(duì)這些問(wèn)題提出了政策建議。一是對(duì)于相關(guān)法律法規(guī)的完善尤其是要加強(qiáng)對(duì)客戶(hù)權(quán)益的保護(hù);二是通過(guò)大力發(fā)展計(jì)算機(jī)技術(shù)、明確我國(guó)電子貨幣在線(xiàn)支付的風(fēng)險(xiǎn)責(zé)任、完善銀行信用體系這三個(gè)方面提高網(wǎng)上銀行的安全性;三是要通過(guò)完善網(wǎng)上銀行市場(chǎng)準(zhǔn)入、退出,加強(qiáng)國(guó)際間監(jiān)管合作,,提高監(jiān)管人素質(zhì)等方面加大監(jiān)管當(dāng)局的監(jiān)管力度,提升監(jiān)管能力;四是提供以客戶(hù)為中心的網(wǎng)上銀行服務(wù),針對(duì)不同的客戶(hù)價(jià)值實(shí)行不同的定價(jià)策略,增強(qiáng)網(wǎng)上銀行的創(chuàng)新能力。
[Abstract]:The emergence of online banking began in the 1990s. It is the most breakthrough application of electronic commerce in the financial field. It is also the product of the development and reform of the Internet and electronic commerce. It has become the most novel financial service mode. In China, online banking has gradually become the best choice for commercial banks to improve their competitiveness, attract customers, improve service quality, broaden the market and seek new directions for development. The rapid development of online banking plays a great role in promoting the banking industry in China, but at the same time, it also exposes some problems to be solved. Based on a large number of empirical studies, this paper makes a systematic analysis of the present situation of online banking at home and abroad, summarizes many problems existing in our country's online banking, and puts forward corresponding policy recommendations. This paper is divided into five parts. The first part analyzes the background and significance of the thesis, introduces the domestic and foreign scholars' research on online banking, summarizes the research ideas of this paper and the innovation and shortcomings of the paper. The second part introduces the concept, advantages and business scope of online banking. The concept of online banking is mainly divided into two categories: broad sense and narrow sense. The advantages of online banking include low cost, high profit, flexible space, personalized service and so on. Covers three major categories of information services, personal customer business and corporate business. The third part elaborated the domestic and foreign online bank development present situation and the strategy. First of all, it analyzes the current development of online banks in Europe and America, Japan and South Korea. Secondly, it discusses the development process, characteristics and service products of China's online banks. Thirdly, it summarizes the strategies used in the development of online banking in western countries, such as the expansion of traditional business on the Internet, the expansion of the scope of online banking services, mergers and acquisitions, etc. Finally, on the basis of the above analysis, the author summarizes the experience of our country's Internet banking, including: the combination of traditional banking and online banking continues to be the mainstream of development. Online banking should take M & A and cooperation as an important way of its development, small and medium-sized banks should pay more attention to special services, and online banking services products should be diversified. The fourth part puts forward the main problems in the development of online banking in China. It mainly includes the lack of laws related to Internet banking, the technical risks and credit risks faced by Internet banks, and the special regulatory problems caused by the complexity of Internet technology and the cross-regional nature of Internet banking operations. The fifth part puts forward some policy suggestions for these problems. First, to improve the relevant laws and regulations, especially to strengthen the protection of the rights and interests of customers; second, to clarify the risk responsibility of online payment of electronic money in China by vigorously developing computer technology. To improve the security of online banking in the three aspects of perfecting the banking credit system; third, to strengthen the supervision and control of the regulatory authorities by improving the market access, withdrawing from, strengthening international regulatory cooperation, and improving the quality of supervisors, etc. The fourth is to provide customer-centered online banking services, to implement different pricing strategies for different customer value, and to enhance the innovative ability of online banking.
