【摘要】:風(fēng)險管理是商業(yè)銀行的生命線。銀行是一個高風(fēng)險的行業(yè),特別是20世紀(jì)90年代以來的巴林銀行、大和銀行事件成為操作風(fēng)險研究的典型案例。1995年巴林銀行新加坡分行交易員里森長期擺脫內(nèi)部監(jiān)控系統(tǒng),進(jìn)行期貨交易造成13.9億美元巨額損失,而導(dǎo)致?lián)碛?32年歷史的巴林銀行推上破產(chǎn)之路。1996日本大和銀行紐約分行由于交易的前后臺沒有分離,致使高級管理人員在交易中制造假賬,越權(quán)炒賣美國長期國債虧損高達(dá)11億美元,致其全部停止在美業(yè)務(wù)。在世界各國的銀行危機(jī)中,幾乎所有被政府接管、倒閉的銀行,都是因?yàn)樵陲L(fēng)險管理和控制方面出現(xiàn)了嚴(yán)重問題。 國內(nèi)有海南發(fā)展銀行、廣東國際信托投資公司被關(guān)閉,以及光大國際信托投資公司被撤銷,2009年北京農(nóng)商行4.6億騙貸案,2011年年初的齊魯銀行偽造金融票據(jù)案件,都暴露了商業(yè)銀行及金融機(jī)構(gòu)風(fēng)險管理上存在的漏洞。而中國郵政儲蓄銀行也發(fā)生過黑龍江聯(lián)網(wǎng)核查漏洞案件,還時有因柜員失誤,強(qiáng)扣儲戶資金、或誤導(dǎo)銷售,導(dǎo)致客戶損失的報道出現(xiàn)。 從國內(nèi)外銀行業(yè)所發(fā)生的一系列大事件看,,都與操作風(fēng)險有關(guān)。巴塞爾委員2002年針對全球89家大型銀行進(jìn)行一次全球性操作風(fēng)險的調(diào)查,共報告了4.7萬件超過1萬歐元損失的操作風(fēng)險事件,損失近80億歐元,平均每家銀行發(fā)生528起,其中5家超過2000起。有人將操作風(fēng)險稱為“細(xì)節(jié)中的魔鬼”。這足見操作風(fēng)險在銀行風(fēng)險中發(fā)生的普遍性。 中國郵政儲蓄銀行自成立以來,就非常重視風(fēng)險管理,在成立之初單獨(dú)成立風(fēng)險合規(guī)部門,加強(qiáng)風(fēng)險管理和防控。目前在操作風(fēng)險管理方面已取得了初步成效,但距離全面、有效的風(fēng)險防控體制的形成還有很長的一段路要走。該文從柜面業(yè)務(wù)操作風(fēng)險管理的角度對中國郵政儲蓄銀行的風(fēng)險管理進(jìn)行了探討研究。 從掌握的文獻(xiàn)資料上看,對商業(yè)銀行柜面業(yè)務(wù)操作風(fēng)險的研究較少,而針對轉(zhuǎn)型中的中國郵政儲蓄銀行的柜面業(yè)務(wù)操作風(fēng)險的研究可以說是鳳毛麟角。該文從中國郵政儲蓄銀行主要業(yè)務(wù)入手,分析了各個業(yè)務(wù)條線存在的柜面業(yè)務(wù)操作風(fēng)險隱患,客觀闡述了中國郵政儲蓄銀行的柜面業(yè)務(wù)操作風(fēng)險管理所面臨的困難和亟需解決的問題。最后作者提出了中國郵政儲蓄銀行的柜面業(yè)務(wù)操作風(fēng)險管理方面自己的見解和主張,是一篇結(jié)構(gòu)完整,論述縝密的學(xué)術(shù)論文。 綜上所述,該論文學(xué)術(shù)價值上豐富了操作風(fēng)險管理的內(nèi)容;現(xiàn)實(shí)價值上為中國郵政儲蓄銀行的柜面業(yè)務(wù)操作風(fēng)險管理提供了參考。有利于從制度和組織結(jié)構(gòu)層面上,促使銀行構(gòu)建全面、科學(xué)的風(fēng)險管理理念,建立全面、有效的風(fēng)險管理體系。
[Abstract]:Risk management is the lifeline of commercial banks. The bank is a high-risk industry, especially the Bahraini Bank since the 1990s. The Daiwa incident has become a typical example of operational risk research. In 1995, Rison, a trader at the Bank of Bahrain's Singapore branch, had long been out of the internal control system. Futures trading resulted in huge losses of $1.39 billion, which led the 232-year-old Bahraini Bank to go bankrupt. 1996 Daiwa Bank New York Branch was not separated by the front and back of the transaction. Leading senior executives to create fake accounts in deals and overrun the sale of long-term U.S. Treasuries lost as much as $1.1 billion, causing them to shut down all their operations in the United States. In the banking crisis around the world, almost all the banks that were taken over and failed by the government were due to serious problems in risk management and control. In China, there are Hainan Development Bank, Guangdong International Trust and Investment Company closed, Everbright International Trust and Investment Company cancelled, Beijing Agricultural and Commercial Bank 460 million fraud case in 2009, Qilu Bank forgery of financial instruments case in early 2011. All exposed the commercial bank and the financial institution risk management existence loophole. The China Post and savings Bank has also happened in Heilongjiang network to check loopholes cases, but also sometimes due to teller errors, forced deposit funds, or misleading sales, resulting in customer losses reports appear. From the domestic and foreign banking industry a series of major events, all related to operational risk. The Basel Committee conducted a global operational risk survey on 89 large banks around the world in 2002, reporting 47000 operational risk events with losses of more than 10, 000 euros, with losses of nearly 8 billion euros, with an average of 528 operational risks per bank. Five of them were more than 2000. Some call operational risk "the devil in detail". This shows the universality of operational risk in the bank risk. Since its establishment, the Postal savings Bank of China has attached great importance to risk management, set up a separate risk compliance department at the beginning of its establishment, and strengthened risk management and prevention and control. At present, initial achievements have been made in operational risk management, but there is still a long way to go for the formation of comprehensive and effective risk prevention and control system. This paper discusses the risk management of China Postal savings Bank from the point of view of the operational risk management of counter business. From the view of the literature, there are few researches on the operational risk of the commercial bank's counter business, but the research on the operational risk of the China Post savings Bank's container business is rare. Starting from the main business of China Postal savings Bank, this paper analyzes the hidden risks of counter business operation in each line of business. This paper objectively expounds the difficulties faced by the operation risk management of China Post savings Bank's counter business and the problems that need to be solved. Finally, the author puts forward his own opinions and opinions on the operational risk management of China Postal savings Bank's counter business, which is a well-structured and meticulous academic paper. To sum up, the academic value of this paper enriches the content of operational risk management, and the practical value provides a reference for the operational risk management of China Postal savings Bank's counter business. It is beneficial for the banks to construct a comprehensive and scientific risk management concept and establish a comprehensive and effective risk management system from the level of system and organizational structure.
