【摘要】：2008年由美國(guó)次貸危機(jī)引發(fā)的全球金融危機(jī)充分暴露了以美元為核心的國(guó)際貨幣體系的諸多弊端,使人們認(rèn)識(shí)到改革國(guó)際貨幣體系的重要性,而隨著歐美債務(wù)危機(jī)再一次沖擊全球金融體系,各國(guó)對(duì)于加快國(guó)際貨幣體系改革的呼聲也越來(lái)越高。隨著中國(guó)經(jīng)濟(jì)規(guī)模的不斷擴(kuò)張以及在世界經(jīng)濟(jì)中的地位和作用不斷增強(qiáng),實(shí)現(xiàn)人民幣國(guó)際化,既是符合中國(guó)利益的訴求,也是在國(guó)際上發(fā)揮大國(guó)責(zé)任的重要舉措,對(duì)中國(guó)和世界經(jīng)濟(jì)的穩(wěn)定、持續(xù)、均衡、協(xié)調(diào)發(fā)展都具有重大的戰(zhàn)略意義。 2009年國(guó)務(wù)院開展跨境貿(mào)易人民幣結(jié)算試點(diǎn),表明人民幣國(guó)際化已經(jīng)納入到制度推動(dòng)的范疇�！吨泄仓醒腙P(guān)于制定國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展第十二個(gè)五年規(guī)劃的建議》中則進(jìn)一步提出,要擴(kuò)大人民幣在跨境貿(mào)易和投資中的作用�？缇迟Q(mào)易人民幣結(jié)算為境內(nèi)外企業(yè)經(jīng)貿(mào)往來(lái)提供更為便利的支付和結(jié)算工具,有利于促進(jìn)對(duì)外貿(mào)易總量的進(jìn)一步增長(zhǎng)；從中長(zhǎng)期來(lái)看,有利于我國(guó)未來(lái)經(jīng)濟(jì)結(jié)構(gòu)的調(diào)整、經(jīng)濟(jì)質(zhì)量提升、貿(mào)易條件改善和貿(mào)易地位的提高以及世界金融中心的建設(shè),跨境貿(mào)易人民幣結(jié)算是我國(guó)為了實(shí)現(xiàn)人民幣國(guó)際化的一個(gè)重要步驟,但也面臨著資本項(xiàng)目未開放、金融市場(chǎng)欠發(fā)達(dá)、人民幣結(jié)算的接受程度有限等諸多問(wèn)題。因此,本文將試圖從實(shí)現(xiàn)人民幣國(guó)際化的層面對(duì)跨境貿(mào)易人民幣結(jié)算問(wèn)題進(jìn)行系統(tǒng)的研究,探討如何解決在資本項(xiàng)目未開放背景下開展跨境貿(mào)易人民幣結(jié)算所帶來(lái)的外匯管理困境,以及人民幣離岸市場(chǎng)不發(fā)達(dá)所帶來(lái)的海外人民幣資金投資和回流等問(wèn)題,并探討如何完善跨境貿(mào)易人民幣結(jié)算,以進(jìn)一步擴(kuò)大人民幣在國(guó)際上發(fā)揮計(jì)價(jià)貨幣和交易媒介的職能,以及探討如何利用跨境貿(mào)易人民幣結(jié)算這個(gè)契機(jī),推進(jìn)人民幣在國(guó)際上成為儲(chǔ)備貨幣,從而促進(jìn)國(guó)際貨幣體系的多元化。 本文分為六章,第一章為緒論,重點(diǎn)分析為什么要研究跨境貿(mào)易結(jié)算與人民幣國(guó)際化的關(guān)系,即問(wèn)題的提出和交代論文的研究目的、思路和可能的創(chuàng)新與不足。第二章為文獻(xiàn)綜述,介紹了國(guó)內(nèi)外關(guān)于貨幣國(guó)際化方面以及跨境貿(mào)易人民幣結(jié)算方面的文獻(xiàn)綜述并加以評(píng)述。第三章是現(xiàn)狀分析,通過(guò)對(duì)跨境貿(mào)易人民幣結(jié)算的歷程回顧和現(xiàn)狀介紹,分析了其發(fā)展的優(yōu)勢(shì)與不足。第四章是理論分析,通過(guò)對(duì)貨幣搜尋理論,最適度貨幣標(biāo)準(zhǔn)的內(nèi)生性準(zhǔn)則理論和計(jì)價(jià)貨幣選擇理論分析,得出跨境貿(mào)易人民幣結(jié)算促進(jìn)人民幣國(guó)際化的理論基礎(chǔ)。第五章是實(shí)證分析,通過(guò)構(gòu)建估計(jì)人民幣國(guó)際化程度的模型以及對(duì)境外人民幣流通數(shù)量的估計(jì),論述了跨境貿(mào)易結(jié)算促進(jìn)人民幣國(guó)際化的事實(shí)。第六章是政策建議,通過(guò)對(duì)政府、銀行以及企業(yè)三方面的建議希望促進(jìn)跨境貿(mào)易人民幣結(jié)算的進(jìn)一步深入。
[Abstract]:The global financial crisis caused by the subprime mortgage crisis in the United States in 2008 has fully exposed many disadvantages of the international monetary system with the US dollar as the core and made people realize the importance of reforming the international monetary system. With the debt crisis in Europe and the United States hitting the global financial system once again, calls for accelerating the reform of the international monetary system are growing. With the continuous expansion of China's economic scale and its increasing status and role in the world economy, realizing the internationalization of the RMB is not only in line with China's interests, but also an important measure to bring into play the responsibilities of big countries in the international arena. It is of great strategic significance to the stability, sustainability, balance and coordinated development of China and the world economy. In 2009, the State Council launched a pilot project on RMB settlement for cross-border trade, which shows that RMB internationalization has been brought into the scope of institutional promotion. The proposal of the CPC Central Committee on formulating the 12th Five-Year Plan for National Economic and Social Development was further put forward. The role of RMB in cross-border trade and investment should be expanded. RMB settlement of cross-border trade provides a more convenient means of payment and settlement for domestic and foreign enterprises' economic and trade exchanges, and is conducive to the further growth of the total volume of foreign trade; in the medium and long term, it is conducive to the adjustment of China's economic structure in the future. The improvement of economic quality, the improvement of terms of trade and the improvement of trade status, as well as the construction of the world financial center, RMB settlement of cross-border trade is an important step for China to realize the internationalization of RMB, but it also faces the fact that the capital account has not been opened. The financial market is underdeveloped and the acceptance of RMB settlement is limited. Therefore, this paper will attempt to make a systematic study on RMB settlement of cross-border trade from the aspect of realizing RMB internationalization. To discuss how to solve the foreign exchange management dilemma caused by the RMB settlement of cross-border trade under the background of non-open capital account, as well as the overseas RMB capital investment and return caused by the underdevelopment of the offshore RMB market. It also discusses how to improve the settlement of RMB for cross-border trade in order to further expand the role of RMB as an international currency and a trading medium, and how to make use of the opportunity of RMB settlement in cross-border trade. Promote the RMB to become a reserve currency in the world, thus promoting the diversification of the international monetary system. This paper is divided into six chapters, the first chapter is the introduction, focusing on why to study the relationship between cross-border trade settlement and RMB internationalization, that is, the purpose, ideas, possible innovation and deficiency of the thesis. The second chapter is a literature review, which introduces and comments on the aspects of currency internationalization and RMB settlement of cross-border trade at home and abroad. The third chapter is the current situation analysis, through the cross-border trade RMB settlement process review and the present situation introduction, analyzed its development superiority and the insufficiency. The fourth chapter is the theoretical analysis, through the monetary search theory, the most appropriate monetary standard of the endogenous criterion theory and the pricing of currency selection theory analysis, the cross-border trade RMB settlement to promote the internationalization of the theoretical basis of RMB. Chapter five is an empirical analysis, which discusses the fact that cross-border trade settlement promotes RMB internationalization by constructing a model to estimate the degree of RMB internationalization and estimating the amount of RMB circulation abroad. The sixth chapter is the policy recommendations, through the government, banks and enterprises to promote the further development of cross-border trade RMB settlement.
