西部地區(qū)農(nóng)村產(chǎn)權(quán)抵押貸款對(duì)農(nóng)戶收入的影響研究

【摘要】:隨著我國(guó)農(nóng)村改革進(jìn)程的不斷深入,農(nóng)村金融服務(wù)作為其中重要組成部分在解決我國(guó)“三農(nóng)”問題中扮演著越來越重要的角色。總體來說,在我國(guó)西部地區(qū),農(nóng)戶生產(chǎn)過程中資金需求量大與農(nóng)村金融市場(chǎng)資金有效供給不足的矛盾十分突出,農(nóng)村金融市場(chǎng)處于供小于求的困境。和生產(chǎn)三要素中的勞動(dòng)力、土地相比,資金制約即農(nóng)戶貸款難已經(jīng)成為西部地區(qū)農(nóng)村經(jīng)濟(jì)發(fā)展的主要制約因素。農(nóng)戶缺乏貸款抵押物造成融資困難,直接導(dǎo)致農(nóng)村地區(qū)資本充裕度不足。農(nóng)村產(chǎn)權(quán)抵押貸款較好地契合了農(nóng)戶正規(guī)信貸需求,成為解決農(nóng)戶融資難的新渠道。本文試圖分析農(nóng)村產(chǎn)權(quán)抵押貸款對(duì)農(nóng)戶收入的影響方向和程度,以期從農(nóng)戶增收的實(shí)際效果方面說明農(nóng)村產(chǎn)權(quán)抵押貸款實(shí)施的必要性。本文基于農(nóng)村產(chǎn)權(quán)抵押貸款調(diào)研數(shù)據(jù),首先對(duì)農(nóng)戶收入進(jìn)行了簡(jiǎn)單的描述,對(duì)其收入分布形態(tài)有直觀的了解,發(fā)現(xiàn)農(nóng)戶收入分布存在明顯的右偏“厚尾”現(xiàn)象;然后從農(nóng)村產(chǎn)權(quán)抵押貸款經(jīng)歷和貸款要素(貸款額度、貸款用途、貸款年限)兩個(gè)維度,順次構(gòu)造線性均值回歸模型、線性分位數(shù)回歸模型、非參數(shù)可加模型及半?yún)?shù)分位數(shù)回歸模型,對(duì)不同收入水平的農(nóng)戶總收入進(jìn)行研究,并對(duì)所列模型進(jìn)行了對(duì)比分析,發(fā)現(xiàn)線性分位數(shù)回歸模型對(duì)貸款經(jīng)歷因素反映顯著,半?yún)?shù)分位數(shù)回歸模型對(duì)貸款要素反映顯著。最后運(yùn)用線性分位數(shù)回歸模型和半?yún)?shù)分位數(shù)回歸模型分析不同收入水平農(nóng)戶的農(nóng)業(yè)收入和非農(nóng)業(yè)收入,分析得出結(jié)論:1.貸款經(jīng)歷對(duì)各個(gè)收入水平的農(nóng)戶增收均有顯著的正向影響,其對(duì)農(nóng)業(yè)收入的貢獻(xiàn)率明顯高于非農(nóng)業(yè)。2.貸款額度對(duì)各個(gè)收入水平的農(nóng)戶總收入、農(nóng)業(yè)收入影響顯著為正,且影響趨勢(shì)大體一致,其對(duì)農(nóng)戶總收入的拉動(dòng)作用主要通過促進(jìn)農(nóng)業(yè)收入增長(zhǎng)來體現(xiàn)。貸款額度對(duì)中下、中、高收入農(nóng)戶的非農(nóng)業(yè)收入有積極影響。3.貸款用途對(duì)中上、高收入農(nóng)戶的總收入,中、中上、高收入農(nóng)戶的農(nóng)業(yè)收入,以及高收入農(nóng)戶的非農(nóng)業(yè)收入影響顯著為正,用于生產(chǎn)性支出的借貸資金對(duì)收入有顯著的正向促進(jìn)作用。4.貸款期限對(duì)各個(gè)收入水平的農(nóng)戶總收入、農(nóng)業(yè)收入均不顯著,但對(duì)中下收入農(nóng)戶的非農(nóng)業(yè)收入顯著為正,非農(nóng)業(yè)經(jīng)營(yíng)產(chǎn)業(yè)鏈較長(zhǎng),相對(duì)較長(zhǎng)的貸款期限對(duì)非農(nóng)業(yè)收入有拉動(dòng)作用。提出建議:1)金融機(jī)構(gòu)協(xié)同各行政村村委會(huì)加大農(nóng)村產(chǎn)權(quán)抵押貸款政策宣傳解釋力度,提高農(nóng)戶參與積極性,以期進(jìn)一步擴(kuò)大農(nóng)村產(chǎn)權(quán)抵押貸款的受助面以增大政策實(shí)施效應(yīng);2)金融機(jī)構(gòu)放寬農(nóng)戶貸款用途和貸款期限的限制,加大對(duì)農(nóng)戶生產(chǎn)生活領(lǐng)域的借貸支持范圍和力度;3)政府部門應(yīng)著重創(chuàng)造更多農(nóng)業(yè)和非農(nóng)生產(chǎn)投資機(jī)會(huì),提高農(nóng)戶投資力,并加強(qiáng)農(nóng)戶教育、技術(shù)技能培訓(xùn),為促進(jìn)農(nóng)戶收入持續(xù)增長(zhǎng)打下堅(jiān)實(shí)基礎(chǔ)。
[Abstract]:With the deepening of rural reform in China, rural financial services, as an important part of rural reform, play an increasingly important role in solving the problem of "agriculture, countryside and farmers". In general, in the western region of China, the contradiction between the large demand for funds and the insufficient supply of funds in the rural financial market is very prominent, and the rural financial market is in the dilemma of supply less than demand. Compared with the labor force and land in the three factors of production, the capital constraint, that is, the difficulty of farmers' loan, has become the main restricting factor of the rural economic development in the western region. The lack of loan collateral leads to financing difficulties, which directly leads to the shortage of capital adequacy in rural areas. The mortgage loan of rural property right meets the demand of farmers' formal credit and becomes a new channel to solve the problem of farmers' financing. This paper attempts to analyze the direction and extent of the impact of rural property right mortgage loans on farmers' income in order to explain the necessity of the implementation of rural property rights mortgage loans from the practical effect of increasing farmers' income. Based on the survey data of the rural property right mortgage loan, this paper firstly describes the income of the peasant household, and finds out that the distribution of the income of the peasant household has obvious phenomenon of "thick tail" on the right. Then the linear mean regression model and linear quantile regression model are constructed from the two dimensions of rural property right mortgage loan experience and loan elements (loan quota, loan purpose, loan life). The non-parametric additive model and semi-parametric quantile regression model are used to study the total income of farmers with different income levels, and a comparative analysis of the models is made. It is found that the linear quantile regression model has a significant effect on the loan experience factors. The semiparametric quantile regression model reflects the loan elements significantly. Finally, the linear quantile regression model and semi-parametric quantile regression model are used to analyze the agricultural income and non-agricultural income of farmers with different income levels. The loan experience has a significant positive effect on the increase of farmers' income at all income levels, and its contribution rate to agricultural income is obviously higher than that of non-agricultural income. The effect of the loan quota on the total income of farmers at each income level is significantly positive, and the influence trend is basically the same. The pulling effect of the loan quota on the total income of farmers is mainly reflected by promoting the growth of agricultural income. Loan quota has a positive effect on non-agricultural income of middle, middle and high income farmers. The impact of loan use on the total income of middle and high income farmers, the agricultural income of middle and middle income farmers, and the non-agricultural income of high income farmers was significantly positive. Lending funds for productive spending have a significant positive effect on income. The loan term is not significant for the total income of farmers at all income levels, but for the middle and lower income farmers, the non-agricultural income is significantly positive, and the industrial chain of non-agricultural management is longer. Relatively long term loans to non-agricultural income has a pull. Put forward suggestions: 1) Financial institutions, together with the administrative village committees, increase the propaganda and interpretation of the rural property right mortgage loan policy, so as to increase the participation enthusiasm of farmers. With a view to further expanding the scope of rural property right mortgage loans to increase the effect of policy implementation, financial institutions relax the restrictions on the use and duration of loans for farmers. Government departments should focus on creating more investment opportunities for agricultural and non-agricultural production, enhancing farmers' investment capacity, and strengthening farmers' education and technical skills training. It will lay a solid foundation for the sustained growth of peasant household income.
