【摘要】：城市軌道交通以其便捷、綠色等特點(diǎn)，已逐漸成為我國公共交通發(fā)展的重點(diǎn)。目前，我國城市軌道建設(shè)資金主要還是來自于政府的財(cái)政性撥款，而土地儲(chǔ)備是政府工作的一大重點(diǎn)，土地出讓收益也是財(cái)政收入的一大來源，城市基礎(chǔ)設(shè)施與土地儲(chǔ)備結(jié)合，將土地增值收益還原于城市基礎(chǔ)設(shè)施建設(shè)，這種融資模式不僅提高了土地開發(fā)速度，而且減輕了政府在城市軌道交通建設(shè)上的財(cái)政壓力，使軌道交通的建設(shè)形成可持續(xù)性發(fā)展模式。 本文首先研究了軌道交通傳統(tǒng)融資模式，分析了傳統(tǒng)融資模式的不足，提出軌道交通融資的發(fā)展趨勢，提出“軌道+土地”的可持續(xù)性融資模式，對典型的運(yùn)作方式進(jìn)行了綜合的分析。在應(yīng)用經(jīng)驗(yàn)分析的基礎(chǔ)上，土地打包融資模式的可行性與必要性進(jìn)行了探討。其次，分析軌道交通建設(shè)在運(yùn)用土地儲(chǔ)備進(jìn)行融資的過程中主要風(fēng)險(xiǎn)因素，針對風(fēng)險(xiǎn)元采用了風(fēng)險(xiǎn)利潤及風(fēng)險(xiǎn)利潤率的風(fēng)險(xiǎn)元傳遞解析模型對該融資模式的風(fēng)險(xiǎn)進(jìn)行了定量評估。最后，結(jié)合武漢市軌道交通利用土地儲(chǔ)備融資的實(shí)際案例，運(yùn)用風(fēng)險(xiǎn)評估模型進(jìn)行了風(fēng)險(xiǎn)的定性定量分析，并針對城市軌道交通利用土地融資提出了相應(yīng)的風(fēng)險(xiǎn)管理建議。 本文的研究內(nèi)容可為城市軌道交通利用土地儲(chǔ)備的融資模式提供理論基礎(chǔ)和實(shí)踐依據(jù)。從理論和實(shí)際案例出發(fā)，證實(shí)該融資模式的可行性與必要性，，對土地儲(chǔ)備融資模式下的風(fēng)險(xiǎn)因素進(jìn)行分析與評估，充分證實(shí)了該模式的可持續(xù)性，并提出了風(fēng)險(xiǎn)控制的措施，保障該融資模式有效的實(shí)施。
[Abstract]:With its convenient and green features, urban rail transit has gradually become the focus of the development of public transport in China. At present, the funds for urban track construction in China are mainly from the financial allocation of the government, and the land reserve is a major focus of the government work, and the revenue from the land transfer is also a major source of financial revenue. The combination of urban infrastructure and land reserves. This mode of financing not only improves the speed of land development, but also lightens the financial pressure on the construction of urban rail transit. So that the construction of rail transit to form a sustainable development model. This paper first studies the traditional financing mode of rail transit, analyzes the deficiency of the traditional financing mode, puts forward the development trend of rail transit financing, and puts forward the sustainable financing mode of "track land". The typical operation mode is analyzed synthetically. On the basis of empirical analysis, the feasibility and necessity of land packaging financing model are discussed. Secondly, it analyzes the main risk factors in the process of using land reserve to finance rail transit construction. The risk element analysis model of risk profit and risk profit margin is used to quantitatively evaluate the risk of the financing model. Finally, combining with the actual case of Wuhan rail transit land reserve financing, this paper uses the risk assessment model to carry out the qualitative and quantitative analysis of the risk, and puts forward the corresponding risk management suggestions for the urban rail transit land financing. The research content of this paper can provide the theoretical basis and practical basis for the financing mode of urban rail transit land reserve. Based on theoretical and practical cases, the feasibility and necessity of the financing model are confirmed. The risk factors under the land reserve financing model are analyzed and evaluated. The sustainability of the model is fully confirmed, and the measures of risk control are put forward. To ensure the effective implementation of the financing model.
