【摘要】：改革開(kāi)放以來(lái)，我國(guó)在利用外資方面取得了顯著地成績(jī)，不但利用外資的數(shù)量逐年增加，利用外資的質(zhì)量也在不斷改善，這一切極大地促進(jìn)了我國(guó)經(jīng)濟(jì)持續(xù)、健康、快速的發(fā)展。京津冀都市圈作為新興產(chǎn)業(yè)先行區(qū)、知識(shí)經(jīng)濟(jì)示范區(qū)、鋼鐵生產(chǎn)基地和現(xiàn)代交通運(yùn)輸設(shè)備生產(chǎn)基地，顯然備受外資的青睞，但河北省在利用外資的水平和質(zhì)量上都與京、津存在很大的差距，在京津周?chē)纬闪素毨�，這對(duì)京津冀都市圈的經(jīng)濟(jì)增長(zhǎng)頗為不利，與河北省的農(nóng)業(yè)大省，經(jīng)濟(jì)大省的地位不符。所以從各個(gè)角度對(duì)京津冀三地利用外資的情況進(jìn)行比較分析，找出差距和產(chǎn)生差距的原因，進(jìn)而采取有效措施提高河北省利用外資的水平，在經(jīng)濟(jì)全球化發(fā)展的大背景下，對(duì)提高中國(guó)經(jīng)濟(jì)的發(fā)展具有很重要的現(xiàn)實(shí)性和緊迫性�；诖耍疚臋M向上將京津冀三地放在統(tǒng)一框架下，縱向上從六個(gè)角度將京津冀三地利用外資的情況進(jìn)行系統(tǒng)的比較，，并進(jìn)一步從產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化角度比較不同地區(qū)之間利用外商直接投資的異同點(diǎn)，分析論證時(shí)不是單純的定性說(shuō)明和簡(jiǎn)單的數(shù)據(jù)描述，力求給出相對(duì)精確的計(jì)量，力求得到更加科學(xué)合理的結(jié)論。 本文首先梳理了外商直接投資促進(jìn)經(jīng)濟(jì)增長(zhǎng)和產(chǎn)業(yè)結(jié)構(gòu)變動(dòng)的理論依據(jù)，隨后從利用外資的規(guī)模，利用外資的產(chǎn)業(yè)分布，利用外資的來(lái)源，利用外資的方式，利用外資的經(jīng)濟(jì)增長(zhǎng)效應(yīng)，利用外資的產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化效應(yīng)多角度對(duì)京津冀利用外商直接投資的狀況進(jìn)行了全面系統(tǒng)的比較，找出了京津冀經(jīng)濟(jì)圈內(nèi)部利用外資的異同點(diǎn)。最后結(jié)合京津冀三地各自的特點(diǎn)，就三地在利用外資方面如何明確定位，如何協(xié)調(diào)發(fā)展，相互借鑒給出了務(wù)實(shí)的建議。
[Abstract]:Since the reform and opening up, China has made significant achievements in the use of foreign capital, not only the number of foreign capital utilization increased year by year, the quality of foreign capital utilization is improving, all this has greatly promoted China's sustained, healthy and rapid development. The metropolitan for emerging industries in the first area, knowledge economy demonstration district, iron and steel production base and modern transportation equipment production base, apparently much favored by foreign investors, but in Hebei Province, the quality and level of utilization of foreign capital on Beijing and Tianjin, there is a big gap, in the form of poverty belt around Beijing and Tianjin, the Beijing Tianjin Hebei metropolitan area economic growth is unfavorable, agricultural province with Hebei Province, the economic status of the province does not match. So to make a comparative analysis of three of Tianjin foreign capital utilization situation from all angles, find the gap and the gap of the causes, and then take effective measures to improve the river The utilization of foreign capital in the north of province level, the development of economic globalization, with the reality and urgency is very important to improve the development of Chinese economy. Based on this, this paper may be three of Tianjin in a unified framework, a systematic comparison vertically from the six perspectives of Beijing Tianjin Hebei three use the foreign situation, and further optimize the industrial structure from the perspective of the use of foreign direct investment in different areas of the similarities and differences, analysis is not a simple qualitative description and simple description of the data, in order to give relatively accurate measurement, and strive to be more scientific and reasonable conclusion.
This paper first analyzes the theoretical basis of foreign direct investment to promote economic growth and the change of industrial structure, the scale of foreign capital utilization, industrial distribution of foreign capital utilization, the use of foreign capital sources, the use of foreign capital, the economic growth effect of using foreign capital, the status of the use of foreign capital to optimize the industrial structure effect of multi angle of Beijing Tianjin Hebei foreign direct the investment made a comprehensive and systematic, the Beijing Tianjin Hebei economic circle inside the use of foreign capital's similarities and differences. Finally, Beijing Tianjin and Hebei three respective characteristics, three in the use of foreign capital to clear positioning, how to coordinate the development, learn from each other gives practical advice.
