巴塞爾協(xié)議Ⅲ監(jiān)管變革及對中國商業(yè)銀行的挑戰(zhàn)

【摘要】:2007年爆發(fā)的金融危機充分暴露了全球金融監(jiān)管框架的缺陷,此后G20領(lǐng)導(dǎo)人峰會成為國際經(jīng)濟與金融治理的新平臺,并負責(zé)全球金融監(jiān)管改革與規(guī)劃。在G20的倡議下,巴塞爾委員會提出了一系列有關(guān)資本和流動性改革的方案,并于2010年9月,經(jīng)來自全球27個國家和地區(qū)的央行和監(jiān)管機構(gòu)在經(jīng)過充分討論后,,通過了《巴塞爾協(xié)議Ⅲ》新監(jiān)管標(biāo)準(zhǔn)。新監(jiān)管協(xié)議改進了資本工具并明確資本定義,更加注重充分捕捉風(fēng)險,引入了杠桿率監(jiān)管標(biāo)準(zhǔn),建立起撥備、資本留存及反周期資本監(jiān)管框架,規(guī)定了全球流動性標(biāo)準(zhǔn),注重全面考察系統(tǒng)性風(fēng)險。 我國在充分吸收國外監(jiān)管改革經(jīng)驗的基礎(chǔ)上,結(jié)合自身的國情特點,提出了具體落實《巴塞爾協(xié)議Ⅲ》新監(jiān)管標(biāo)準(zhǔn)的思路和框架,立足微觀審慎和宏觀審慎的有機結(jié)合,具體提出了四項監(jiān)管要求,包括資本充足率、杠桿率、流動性和撥備損失準(zhǔn)備。 新監(jiān)管變革給中國商業(yè)銀行帶來了一定影響,短期來看,雖然我國商業(yè)銀行各項指標(biāo)基本達到了監(jiān)管要求,但是長期來看,由于我國經(jīng)濟的快速發(fā)展導(dǎo)致信貸需求持續(xù)增長,信貸類資產(chǎn)將長期保持快速增長,資產(chǎn)規(guī)模擴張使得銀行不僅會面臨資本補充壓力,還可能面臨杠桿率監(jiān)管壓力。面對如此監(jiān)管變革,中國商業(yè)銀行必須要未雨綢繆,積極轉(zhuǎn)變增長方式,推進戰(zhàn)略轉(zhuǎn)型,大力發(fā)展中間業(yè)務(wù),在不斷補充資本來源的同時要盡量減少資本消耗類業(yè)務(wù),加強開發(fā)服務(wù)于實體經(jīng)濟的金融創(chuàng)新產(chǎn)品。
[Abstract]:The financial crisis in 2007 fully exposed the shortcomings of the global financial regulatory framework, and since then the G20 leaders' summit has become a new platform for international economic and financial governance and is responsible for the reform and planning of global financial regulation.At the initiative of the G20, the Basel Committee put forward a series of proposals on capital and liquidity reform, and in September 2010, after full discussion by central banks and regulators from 27 countries and regions around the world,The new regulatory standard of Basel III was adopted.The new regulatory agreements have improved capital instruments and clear definitions of capital, focused more on adequately capturing risk, introduced leverage regulatory standards, established provisions, capital retention and counter-cyclical capital regulatory frameworks, and set global liquidity standards,Pay attention to the comprehensive investigation of systemic risk.On the basis of fully absorbing the experience of foreign regulatory reform and combining with the characteristics of our own national conditions, this paper puts forward the idea and framework of implementing the new regulatory standards of Basel III, which is based on the organic combination of micro- and macroprudential.Four regulatory requirements are specified, including capital adequacy, leverage, liquidity and provision for loss.The new regulatory reform has had a certain impact on Chinese commercial banks. In the short term, although China's commercial banks have basically met the regulatory requirements, in the long run, due to the rapid economic development of our country, the credit demand has continued to grow.Credit assets will continue to grow rapidly for a long time, with the expansion of assets putting banks under pressure not only to replenish capital, but also to regulate leverage.In the face of such regulatory changes, Chinese commercial banks must prepare ahead of time, actively change their growth mode, push forward strategic transformation, vigorously develop intermediate business, and continue to replenish capital sources while minimizing capital consumption.We will strengthen the development of innovative financial products that serve the real economy.
