【摘要】：隨著環(huán)境污染問題日益嚴(yán)重和人們環(huán)保意識的不斷提升，近年來我國對環(huán)境污染治理投入逐年增加。作為解決環(huán)境問題的重要手段之一——環(huán)保投資越來越受到重視。然而，我國的環(huán)保投資面臨著規(guī)模不足、結(jié)構(gòu)不合理以及投融資渠道單一等現(xiàn)狀，在這樣的背景下環(huán)保投資對環(huán)境的影響到底是怎樣的？本文將針對這一問題進(jìn)行深入的研究與分析，并在此基礎(chǔ)上，進(jìn)一步對環(huán)保投資的減排績效水平進(jìn)行評價(jià)，以期深入地了解我國環(huán)保投資的環(huán)境效應(yīng)。 在分析了我國環(huán)境污染與環(huán)保投資現(xiàn)狀的基礎(chǔ)上，本論文研究了環(huán)保投資的環(huán)境效應(yīng)影響機(jī)理與渠道，系統(tǒng)地揭示了環(huán)保投資通過規(guī)模、結(jié)構(gòu)以及技術(shù)水平三個(gè)渠道來發(fā)揮污染物減排、改善環(huán)境質(zhì)量的作用機(jī)理。本文以工業(yè)“三廢”為研究對象，選取2004-2010年我國30個(gè)省市的面板數(shù)據(jù)，并采用系統(tǒng)廣義矩估計(jì)法（System Generalized Method of Moments）實(shí)證了環(huán)保投資對污染物排放的動(dòng)態(tài)影響，實(shí)證結(jié)果表明我國環(huán)保投資的環(huán)境效應(yīng)為正，但作用有限且具有一定的滯后性。在工業(yè)“三廢”的指標(biāo)中，經(jīng)濟(jì)增長與環(huán)境污染關(guān)系并不完全符合庫茲涅茲倒U型曲線。第二產(chǎn)業(yè)比重的增加會(huì)加劇環(huán)境污染，而技術(shù)進(jìn)步和FDI有助于我國污染物的減排。為了進(jìn)一步深入研究環(huán)保投資的環(huán)境效應(yīng)，本文借鑒投入產(chǎn)出的思路，將環(huán)保投資作為投入，污染物減排作為產(chǎn)出，并運(yùn)用超效率DEA方法（Super—Efficiency DEA）對我國不同區(qū)域環(huán)保投資的績效水平進(jìn)行了測算，研究結(jié)果表明東部地區(qū)的環(huán)保投資績效均值最高，其次是西部區(qū)域，，中部區(qū)域排名第三，東北區(qū)域居尾。針對這一現(xiàn)象，本文對環(huán)保投資績效的區(qū)域差異性進(jìn)行了分析并得出如下結(jié)論：東部區(qū)域環(huán)保投資績效水平高可能與其經(jīng)濟(jì)實(shí)力強(qiáng)、環(huán)保投入大、民眾環(huán)保意識相對較強(qiáng)有關(guān)；西部區(qū)域由于工業(yè)相對落后，污染較少，自然生態(tài)環(huán)境保護(hù)完善，所以有限的環(huán)保投資就可以取得較好的投資績效；而中部區(qū)域和東北區(qū)域由于工業(yè)污染強(qiáng)度大，歷史投資欠賬較多，污染治理難度大，因此環(huán)保投資的績效水平較低。最后本文根據(jù)我國環(huán)境污染及治理的現(xiàn)實(shí)情況，對如何進(jìn)一步提高環(huán)保投資績效以及充分發(fā)揮環(huán)保投資的環(huán)境效應(yīng)給出了相關(guān)政策建議。
[Abstract]:With the increasingly serious problem of environmental pollution and the increasing awareness of environmental protection, our country's investment in environmental pollution control has increased year by year in recent years.As an important means to solve environmental problems, environmental protection investment has been paid more and more attention.However, environmental protection investment in our country is faced with insufficient scale, unreasonable structure and single investment and financing channels. What is the impact of environmental protection investment on the environment under such a background?On the basis of this, this paper will further evaluate the emission reduction performance of environmental protection investment in order to understand the environmental impact of environmental protection investment in China.Based on the analysis of the current situation of environmental pollution and environmental protection investment in China, this paper studies the mechanism and channels of environmental protection investment, and systematically reveals the scale of environmental protection investment.Structure and technical level of three channels to play a pollutant emission reduction, improve the environmental quality of the mechanism.In this paper, the panel data of 30 provinces and cities in China from 2004 to 2010 are selected, and the system Generalized Method of moment estimation method is used to demonstrate the dynamic impact of environmental protection investment on pollutant emissions.The empirical results show that the environmental effect of environmental protection investment in China is positive, but the effect is limited and has a certain lag.In the index of industrial "three wastes", the relationship between economic growth and environmental pollution does not completely accord with Kuznets inverted U-shaped curve.The increase of secondary industry proportion will aggravate environmental pollution, while technological progress and FDI will contribute to the emission reduction of pollutants in China.In order to further study the environmental effects of environmental protection investment, this paper uses the idea of input-output for reference, taking environmental protection investment as input and pollutant emission reduction as output.The performance level of environmental protection investment in different regions of China is measured by Super-Efficiency DEAA. The results show that the average performance of environmental protection investment in the eastern region is the highest, followed by the western region, and the central region ranks third.The northeast region is the end of the region.In view of this phenomenon, this paper analyzes the regional differences of environmental protection investment performance and draws the following conclusions: the high performance level of environmental protection investment in the eastern region may be related to its strong economic strength, large investment in environmental protection, and relatively strong public awareness of environmental protection;Due to the industrial backwardness, less pollution and perfect protection of natural ecological environment in the western region, the limited investment in environmental protection can achieve better investment performance, while in the central region and the northeast region, the intensity of industrial pollution is high.The history investment is short of debt, the pollution control difficulty is big, therefore the environmental protection investment performance level is low.Finally, according to the actual situation of environmental pollution and control in China, this paper gives some policy suggestions on how to further improve the performance of environmental protection investment and give full play to the environmental effect of environmental protection investment.
