澳大利亞外商直接投資政策研究1945-2007

【摘要】:在21世紀(jì)最初十年間,隨著經(jīng)濟(jì)全球化的發(fā)展,世界各國(guó)越來(lái)越多地參與到世界經(jīng)濟(jì)事務(wù)中。作為經(jīng)濟(jì)全球化的重要?jiǎng)恿χ?外商直接投資(FDI)對(duì)世界經(jīng)濟(jì)的增長(zhǎng)做出了重要貢獻(xiàn)。雖然外商直接投資最早可以追溯到18世紀(jì)英國(guó)工業(yè)革命之時(shí),但直至二戰(zhàn)結(jié)束后才真正得到了快速發(fā)展。而作為英國(guó)殖民地的澳大利亞,自1788年英國(guó)人建立殖民地起,就開(kāi)始了利用外資發(fā)展經(jīng)濟(jì)的歷程。在1901年澳大利亞聯(lián)邦建立之后,獨(dú)立的外商投資政策開(kāi)始形成,并在第二次世界大戰(zhàn)后逐步趨于完善。 然而,縱觀澳大利亞外商投資政策的發(fā)展歷程,澳大利亞政府在對(duì)待外資的態(tài)度和政策上并非始終如一。甚至在20世紀(jì)70年代以前,經(jīng)過(guò)將近200年的發(fā)展,澳大利亞都沒(méi)有頒布具體的法律來(lái)管理外商投資。而從70年代開(kāi)始,澳大利亞政府不僅頒布法律,設(shè)立機(jī)構(gòu)來(lái)管理外資,并且在相對(duì)較短的時(shí)期內(nèi),使政策不斷發(fā)生轉(zhuǎn)變。在二戰(zhàn)后外商直接投資得到快速發(fā)展之時(shí),澳大利亞從奇夫利政府到霍華德政府的外商直接投資政策分別是什么?這些政策都有什么特點(diǎn)?是什么原因促使政府對(duì)政策做出調(diào)整? 本文從外商投資的定義出發(fā),以當(dāng)前主流的國(guó)際直接投資理論為依據(jù),采用參考?xì)v史文獻(xiàn)和利用官方統(tǒng)計(jì)數(shù)據(jù)相結(jié)合的方法,詳細(xì)闡述了從1945年到2007年澳大利亞政府在外商直接投資上的態(tài)度和政策,并分析了導(dǎo)致這些態(tài)度和政策轉(zhuǎn)變的原因,同時(shí)利用數(shù)據(jù)說(shuō)明這些轉(zhuǎn)變對(duì)澳大利亞引入外商直接投資政策的影響,從而回答上面提出的問(wèn)題。文中所反映的事實(shí)充分表明,在戰(zhàn)后60多年的時(shí)間里,澳大利亞在引入外商直接投資政策上經(jīng)歷了三個(gè)階段,分別是門(mén)戶開(kāi)放階段、限制階段和自由化階段,并從最初的歡迎外商直接投資演變?yōu)楣膭?lì)和審查并存的局面。雖然總理和財(cái)政部長(zhǎng)在對(duì)待外商直接投資的問(wèn)題上扮演著舉足輕重的角色,但影響政策走向,使其在短時(shí)期內(nèi)不斷變化的更深層次的原因則是澳大利亞利用外資發(fā)展經(jīng)濟(jì)的需求和國(guó)內(nèi)經(jīng)濟(jì)民族主義的相互作用。在2007年霍華德任期結(jié)束時(shí)的鼓勵(lì)和審查并存的局面,正是這兩種因素相互妥協(xié)的結(jié)果。
[Abstract]:In the first ten years of the 21st century, with the development of economic globalization, more and more countries in the world participate in world economic affairs.As an important driving force of economic globalization, foreign direct investment (FDI) has made an important contribution to the growth of the world economy.Although foreign direct investment (FDI) can be traced back to the industrial revolution in the 18 th century, it did not develop rapidly until the end of World War II.Australia, as a British colony, began to use foreign capital to develop its economy since the British established the colony in 1788.After the establishment of the Commonwealth of Australia in 1901, the independent foreign investment policy began to form and was gradually perfected after the second World War.However, throughout the development of Australian foreign investment policy, the Australian government is not consistent in its attitude and policy towards foreign investment.Even before the 1970s, after nearly 200 years of development, Australia has not enacted specific laws to regulate foreign investment.Since the 1970s, the Australian government has not only enacted laws to set up institutions to manage foreign investment, but also has made policy changes in a relatively short period of time.When foreign direct investment (FDI) developed rapidly after World War II, what were the foreign direct investment policies of Australia from the Chivry government to the Howard government?What are the characteristics of these policies?What prompted the government to adjust its policies?Starting from the definition of foreign investment, based on the current mainstream theory of international direct investment, this paper adopts the method of combining historical references and official statistics.This paper expounds in detail the attitude and policies of the Australian Government on foreign direct investment from 1945 to 2007, and analyzes the reasons for the change in these attitudes and policies.At the same time, we use the data to explain the impact of these changes on the introduction of foreign direct investment (FDI) policies in Australia to answer the above questions.The facts reflected in the paper fully show that, in the 60 years after the war, Australia has experienced three stages in introducing foreign direct investment policy, namely, the open door stage, the restriction stage and the liberalization stage.And from the initial welcome of foreign direct investment to encourage and review the coexistence of the situation.Although the Prime Minister and the Minister of Finance play a pivotal role in the treatment of foreign direct investment, they influence the direction of policy.The deeper reason for its changing in a short period of time is the interaction between the demand of using foreign capital to develop the economy and the domestic economic nationalism.The juxtaposition of encouragement and scrutiny at the end of Howard's term in 2007 was the result of a compromise between these two factors.
