【摘要】：戰(zhàn)略性新興產(chǎn)業(yè)是一個(gè)國(guó)家或地區(qū)實(shí)現(xiàn)未來(lái)經(jīng)濟(jì)持續(xù)增長(zhǎng)的先導(dǎo)產(chǎn)業(yè),對(duì)國(guó)民經(jīng)濟(jì)發(fā)展和產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)換具有決定性的促進(jìn)、導(dǎo)向作用,關(guān)系到國(guó)家的經(jīng)濟(jì)命脈和產(chǎn)業(yè)安全。積極推動(dòng)和培育戰(zhàn)略性新興產(chǎn)業(yè),是我國(guó)走出國(guó)際金融危機(jī)影響,實(shí)現(xiàn)經(jīng)濟(jì)社會(huì)全面、協(xié)調(diào),可持續(xù)發(fā)展的重大戰(zhàn)略舉措。由于該領(lǐng)域的大部分企業(yè)都是以科研、開(kāi)發(fā)為先導(dǎo)的高投入、高風(fēng)險(xiǎn)企業(yè),金融支持就顯得尤為重要。金融支持科技自主創(chuàng)新發(fā)展,科技與金融協(xié)調(diào)互動(dòng)也是有效促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)和加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式的重要保障。而且,在現(xiàn)代經(jīng)濟(jì)中,科技金融的重要性已經(jīng)得到了政府部門(mén)和學(xué)術(shù)界的高度認(rèn)可和重視。 本文正是在我國(guó)大力提倡和發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)的這一背景下,再次強(qiáng)調(diào)和探討了科技金融的本質(zhì),并圍繞“科技金融創(chuàng)新模式”這一核心,從戰(zhàn)略性新興產(chǎn)業(yè)的發(fā)展特征入手,重點(diǎn)剖析了我國(guó)當(dāng)前戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展面臨的一系列現(xiàn)實(shí)問(wèn)題和對(duì)科技金融創(chuàng)新的迫切需求,在此基礎(chǔ)上,提出了我國(guó)戰(zhàn)略性新興產(chǎn)業(yè)的科技金融創(chuàng)新的多維融資模式和其功能定位和運(yùn)行機(jī)制,最后也進(jìn)一步探索了適合我國(guó)戰(zhàn)略性新興產(chǎn)業(yè)快速發(fā)展的積極對(duì)策。本文運(yùn)用規(guī)范理論分析,回歸分析和案例分析相結(jié)合的研究方法,提出了支持我國(guó)戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展的科技金融創(chuàng)新模式,主要研究結(jié)論如下： (1)我國(guó)戰(zhàn)略性新興產(chǎn)業(yè)可以通過(guò)建立金融與財(cái)政的協(xié)調(diào)配合機(jī)制、打造多層次金融支持供給體系等政策手段,采用多維支持、共同發(fā)展的科技金融模式,即政府引導(dǎo),金融機(jī)構(gòu)和擔(dān)保機(jī)構(gòu)保障,中介服務(wù)機(jī)構(gòu)提供平臺(tái)以及科技企業(yè)共同參與,相互融合的發(fā)展模式,來(lái)促進(jìn)發(fā)展。 (2)本文提出的科技金融多維模式的各驅(qū)動(dòng)因子對(duì)戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展的影響程度較大,通過(guò)回歸分析也得到論證,驗(yàn)證了該創(chuàng)新模式的可行性。 (3)杭州市科技企業(yè)的發(fā)展按照“政府引導(dǎo)、市場(chǎng)化運(yùn)作”的思路,在一個(gè)平臺(tái)、三項(xiàng)支撐的基礎(chǔ)上逐步形成了“四位一體”的科技金融發(fā)展模式,在科技金融方面進(jìn)行了有效的創(chuàng)新,很好地緩解了科技型中小企業(yè)融資難題,促進(jìn)了科技成果轉(zhuǎn)化和產(chǎn)業(yè)化,這有力地驗(yàn)證了多維發(fā)展模式的可行性。
[Abstract]:The strategic emerging industry is the leading industry for a country or region to realize the sustained economic growth in the future. It plays a decisive role in promoting and guiding the development of the national economy and the transformation of industrial structure. It is related to the national economic lifeline and industrial safety. Actively promoting and cultivating strategic emerging industries is the way out of the impact of the international financial crisis to achieve comprehensive and coordinated economic and social development. Major strategic measures for sustainable development. Because most of the enterprises in this field are high input leading by scientific research and development, high risk enterprises, financial support is particularly important. The coordinated interaction between science and technology and finance is also an important guarantee for effectively promoting the upgrading of industrial structure and speeding up the transformation of the mode of economic development. Moreover, in the modern economy, The importance of science and technology finance has been highly recognized and valued by government departments and academia. Under the background of promoting and developing strategic new industries in China, this paper emphasizes and discusses the essence of science and technology finance again, and focuses on the core of "innovation mode of science and technology finance". Starting with the characteristics of the development of strategic emerging industries, the paper analyzes a series of realistic problems and the urgent need for scientific and technological financial innovation in the development of strategic emerging industries in China, on the basis of which, This paper puts forward the multi-dimensional financing mode and its function orientation and operation mechanism of the science and technology finance innovation of the strategic emerging industry in our country. Finally, it also explores the positive countermeasures suitable for the rapid development of China's strategic emerging industries. This paper uses normative theory analysis, regression analysis and case analysis to combine research methods. The innovation mode of science and technology finance is put forward to support the development of strategic emerging industries in China. The main conclusions are as follows:. (1) China's strategic emerging industries can adopt the multi-dimensional support and common development model of science and technology finance, that is, the guidance of the government, by establishing a coordinated and coordinated mechanism between finance and finance, creating a multi-level financial support supply system, and other policy means. Financial institutions and guarantee institutions, intermediary services provide platforms and technology enterprises to participate in the integration of development models to promote development. 2) the driving factors of the multi-dimensional model of science and technology finance have great influence on the development of strategic emerging industries, and the feasibility of the innovative model is verified by regression analysis. The development of science and technology enterprises in Hangzhou has gradually formed a "four-in-one" development model of science and technology finance on the basis of one platform and three supports, according to the idea of "government guidance, market-oriented operation". It has carried on the effective innovation in the science and technology finance aspect, has alleviated the financing difficult problem of the small and medium-sized enterprise of science and technology well, has promoted the transformation and the industrialization of the scientific and technological achievements, which has proved the feasibility of the multi-dimensional development model.
