【摘要】：自從我國提出“走出去”戰(zhàn)略以來，對外直接投資開始進(jìn)入高速發(fā)展階段，截止到2013年末，中國對外直接投資流量已超過1000億美元，位列全球第三大投資國，無論是投資規(guī)模還是投資結(jié)構(gòu)，都已躋身對外直接投資大國前列。目前我國處于經(jīng)濟(jì)轉(zhuǎn)型的關(guān)鍵時(shí)期，在人民幣升值、產(chǎn)能嚴(yán)重過剩、外匯儲備過剩、勞動力成本高企、油氣資源和礦物資源對外依存度較高等背景下，對外直接投資對我國目前經(jīng)濟(jì)而言具有非同尋常的意義。 當(dāng)前國際投資領(lǐng)域表現(xiàn)出若干新的特點(diǎn)：第一，國際投資規(guī)模巨大，并且往往能對投資母國的宏觀經(jīng)濟(jì)產(chǎn)生顯著影響；第二，國家資本與私人資本相互融合、國家主權(quán)財(cái)富基金參與海外投資、國家參與資源和生產(chǎn)要素的全球化配置，是當(dāng)前國際投資領(lǐng)域的重要現(xiàn)象；第三，國家之間簽署的雙邊投資協(xié)定，建立境外經(jīng)貿(mào)合作區(qū)，對國際投資的管理和推動正成為許多國家政府的重要工作內(nèi)容。以上現(xiàn)象說明，國家在國際投資領(lǐng)域的作用顯著增強(qiáng)。此外，考慮到中國政府對國內(nèi)經(jīng)濟(jì)的強(qiáng)大掌控力，有必要從國家戰(zhàn)略的角度研究新階段我國對外直接投資的模式。 文章首先全面分析了國家特定優(yōu)勢的概念，，以及國家特定優(yōu)勢影響海外投資企業(yè)投資動機(jī)和競爭優(yōu)勢的作用機(jī)制。其次基于國家特定優(yōu)勢的視角，考察我國企業(yè)對外直接投資的區(qū)位分布、產(chǎn)業(yè)選擇和投資主體，并試圖找出我國目前海外投資模式存在的問題。最后，根據(jù)我國對外直接投資存在的問題給出相應(yīng)的政策建議。
[Abstract]:Since China put forward the "going out" strategy, foreign direct investment (FDI) has begun to enter the stage of rapid development. By the end of 2013, China's outward direct investment (FDI) flow has exceeded 100 billion US dollars, ranking as the third largest investor in the world.Whether the scale of investment or the structure of investment, have been among the leading countries of foreign direct investment.At present, our country is in the critical period of economic transformation, under the background of RMB appreciation, serious overcapacity, excess foreign exchange reserve, high labor cost, high degree of dependence on oil and gas resources and mineral resources, etc.Foreign direct investment is of extraordinary significance to China's current economy.The current field of international investment presents a number of new features: first, the scale of international investment is large and often has a significant impact on the macroeconomic performance of the home country; and secondly, the integration of national and private capital,The participation of state sovereign wealth funds in overseas investment and the state's participation in the globalization of resources and production factors are important phenomena in the current international investment field. Third, bilateral investment agreements signed between countries establish overseas economic and trade cooperation zones.The management and promotion of international investment is becoming an important part of the work of many governments.The above phenomenon shows that the role of the state in the field of international investment has increased significantly.In addition, it is necessary to study the mode of China's foreign direct investment in the new stage from the point of view of national strategy, considering the Chinese government's strong control over the domestic economy.Firstly, the paper analyzes the concept of national specific advantage and the mechanism of its influence on the investment motivation and competitive advantage of overseas investment enterprises.Secondly, based on the perspective of national specific advantages, this paper investigates the location distribution, industry choice and investment subject of foreign direct investment of Chinese enterprises, and tries to find out the problems existing in the current overseas investment mode of our country.Finally, according to the existing problems of China's foreign direct investment (OFDI), the corresponding policy recommendations are given.
