【摘要】：作為應(yīng)對通貨膨脹的一種新的貨幣政策框架—通貨膨脹目標(biāo)制，在過去的二十年里已經(jīng)被40多個(gè)國家先后采用。國際經(jīng)驗(yàn)表明，通貨膨脹目標(biāo)制在降低和引導(dǎo)通脹預(yù)期、減低通脹程度、增強(qiáng)貨幣政策透明度和信譽(yù)度等方面發(fā)揮了積極作用。 本文首先從理論層面對通貨膨脹目標(biāo)制進(jìn)行了闡述，在此基礎(chǔ)上，運(yùn)用歷史分析法和“倍差法”(DID)實(shí)證檢驗(yàn)的方法對實(shí)行通貨膨脹目標(biāo)制的國家的實(shí)踐情況進(jìn)行了分析。最后，針對我國目前經(jīng)濟(jì)形式探討了通貨膨脹目標(biāo)制在中國實(shí)行的可行性和適用性。本文認(rèn)為，就目前而言，中國實(shí)行通貨膨脹目標(biāo)制存在一定的困難，但隨著環(huán)境的改善和有利條件的逐漸形成，通貨膨脹目標(biāo)制將是中國貨幣政策的合理選擇和努力方向。
[Abstract]:As a new monetary policy framework to deal with inflation, inflation targeting system has been adopted by more than 40 countries in the past two decades. International experience shows that inflation targeting system is reducing and guiding inflation expectations. Reducing inflation and enhancing the transparency and credibility of monetary policy have played an active role. This paper first expounds the inflation targeting system from the theoretical level, on the basis of this, uses the historical analysis method and the "double difference method" DID-empirical test method to analyze the practice of the countries that implement the inflation targeting system. This paper discusses the feasibility and applicability of inflation targeting system in China in view of the current economic situation in China. This paper holds that there are some difficulties in the implementation of inflation targeting system in China at present. However, with the improvement of the environment and the gradual formation of favorable conditions, inflation targeting will be the reasonable choice and direction of China's monetary policy.
