【摘要】：中國國家現(xiàn)代化支付系統(tǒng)是整個金融體系的基礎(chǔ)。支付清算系統(tǒng)安全、高效地運(yùn)轉(zhuǎn)是保證貨幣暢通、提高社會資源配置的最佳手段之一。它可以維護(hù)金融市場的穩(wěn)定、防止金融風(fēng)險(xiǎn)的發(fā)生。推動支付清算工具的發(fā)展,對金融服務(wù)的全面發(fā)展具有非常重要的意義。目前為止,我國已經(jīng)建立了比較完善的支付清算網(wǎng)絡(luò)體系。但在實(shí)際的發(fā)展與運(yùn)行當(dāng)中,支付清算系統(tǒng)也存在著許多問題。金融工具的革新、人們要求的改變、地區(qū)間的不平衡發(fā)展等都會導(dǎo)致整個支付清算系統(tǒng)發(fā)生變革。在我國,人民銀行在支付清算體系中起著主導(dǎo)的建設(shè)、推廣和監(jiān)管的作用。人民銀行在支付體系的發(fā)展中的作用無可替代。本文以廣西壯族自治區(qū)支付清算系統(tǒng)為研究對象,站在人民銀行的立場,采用調(diào)查、分析等研究方法,對廣西支付清算系統(tǒng)和業(yè)務(wù)的相關(guān)情況進(jìn)行闡述,對廣西支付清算系統(tǒng)存在著系統(tǒng)內(nèi)部發(fā)展失衡、部分業(yè)務(wù)推廣困難以及存在著運(yùn)行風(fēng)險(xiǎn)等問題進(jìn)行分析。同時借鑒廣東省管理個人支票業(yè)務(wù)、山西省開發(fā)支付清算數(shù)據(jù)信息管理系統(tǒng)的經(jīng)驗(yàn),最終提出解決廣西支付清算系統(tǒng)發(fā)展中出現(xiàn)的各類問題的措施：即要促進(jìn)支付清算系統(tǒng)的平衡發(fā)展、改善業(yè)務(wù)推廣困境和加強(qiáng)對支付系統(tǒng)的風(fēng)險(xiǎn)管理等應(yīng)對措施。為我區(qū)支付清算系統(tǒng)的安全穩(wěn)定運(yùn)行提供一定的意見建議。整個廣西支付清算系統(tǒng)的安全、健康運(yùn)轉(zhuǎn),促進(jìn)廣西經(jīng)濟(jì)的發(fā)展具有非常重要的意義,本文也為以后的相關(guān)研究者提供一定的借鑒。
[Abstract]:China's national modern payment system is the foundation of the entire financial system. The payment and clearing system is one of the best means to ensure the smooth flow of money and improve the allocation of social resources. It can maintain the stability of the financial market. To prevent the occurrence of financial risks and to promote the development of payment and settlement instruments is of great significance to the overall development of financial services. China has established a relatively perfect payment and settlement network system. However, in the actual development and operation, there are many problems in the payment and settlement system. The innovation of financial instruments, the change of people's demand, The unbalanced development among regions will lead to the reform of the whole payment and settlement system. In our country, the people's Bank of China plays a leading role in the construction of the payment and settlement system. The role of the people's Bank of China in the development of the payment system is irreplaceable. This paper takes the payment and settlement system of Guangxi Zhuang Autonomous region as the research object, stands at the standpoint of the people's Bank of China, and adopts research methods such as investigation and analysis. This paper expounds the relevant situation of payment and settlement system and business in Guangxi, and points out that there is an imbalance in the development of payment and settlement system in Guangxi. Some of the problems such as difficulties in business promotion and operational risks are analyzed. Meanwhile, the experience of developing payment clearing data information management system in Shanxi Province has been learned from the management of personal cheques in Guangdong Province. Finally, the paper puts forward some measures to solve the problems in the development of payment and settlement system in Guangxi, that is, to promote the balanced development of payment and settlement system, To improve the difficulties of business promotion and strengthen the risk management of payment system, and to provide some suggestions for the safe and stable operation of payment and clearing system in our region. It is of great significance to promote the development of Guangxi economy.
